March update: Message from Chief Sappal

Last month we sent out information on auto thefts in the last news-letter. I wanted to remind everyone to take the suggested steps to help prevent vehicle theft.

I thought I would also provide an update on our approach to homelessness. We have been working on a collaborative effort with the Contra Costa County Division of Health, Housing, and Homelessness (CH3) and the Pleasant Hill Police Department. CH3 is transforming their approach to homelessness by coordinating the entry into services for homeless individuals. In an effort to continue working on the homeless problem, we will be contracting with the County for services in providing outreach to our homeless population. The outreach will be conducted by a CORE (Coordinated Outreach, Referral, and Engagement) Team of two trained individuals to provide outreach in Martinez for 20 hours per week. The City of Pleasant Hill will also be contracting for services for 20 hours per week and as a group, we will be working together in order to have a meaningful impact on this complex problem.

The CORE Team will have the responsibility for helping people connect with a case worker to get assistance and the CORE Team will also be able to get people to a CARE Center, where they can find refuge, shelter, safety, and substance addiction assistance. There is a CARE center in Concord that is operational and it serves as a mechanism for providing services.

Much of how homelessness is being addressed in the County is changing and we are on the front lines of that effort by working in partnership with CH3, as well as with the City of Pleasant Hill, in addressing this problem in Martinez.

We recently assigned an officer to work on the homelessness problem and he will be the liaison with the CORE Team. We anticipate that the initiative will begin by early April 2017.

As for a snapshot of monthly activity this month, here are a few highlights:

• Officer Lincoln was dispatched to 901 Arnold Dr. (Public Storage) to assist the Contra Costa County Sheriff Department (CCCSO) with a burglary investigation. During the investigation, Officer Lincoln contacted the male subject who had a misdemeanor out of county warrant for his arrest. The subject was cited and released at the scene for warrant, and was later subsequently arrested by CCCSO for burglary.

• Officer Miller was dispatched to 1600 Court St. (Martinez Jr. High) for a report of a student who made suicidal threats. Officer Miller contacted a student who was identified as transgender. The student was placed on a mental health evaluation and transported to the Contra Costa Regional Medical Center by Consolidated Fire.

• East Bay Regional Park Police contacted MPD requesting aid to search for a suspect who fled from them on a stolen motorcycle. The suspect fled in the area of Briones Rd. and Reliez Valley Rd. A perimeter was set and Officer Lincoln began a track with his K9 partner, Jago. A short time later, Officer Estanol and Officer Montano located and detained the subject in the 2600 block of Reliez Valley Rd. He was released to the custody of the EBPD.

• Officer Vasquez was dispatched to Mt. Mikes pizza for a possible drunk driver. The reporting party stated that a driver of a silver Hyundai was swerving all over the roadway and was last seen pulling into the parking lot. Dispatch identified the registered owner of the vehicle who was found to be the driver. • • Officer Vasquez contacted the driver at Mountain Mikes and arrested her for driving under the influence. She was booked into the Martinez Detention Facility (MDF).

• Officer Winslett was dispatched to 3334 Alhambra Ave. (Safeway) for a report of a female subject creating a disturbance in the store. Officer Winslett arrived and contacted the subject and learned she had two felony warrants for her arrest out of Sacramento County. The subject was arrested and booked into the Martinez Detention facility without incident.

• Officer Montano contacted a male subject walking on the train tracks near Center Ave. The railroad dispatch was contacted and all train traffic was temporarily halted. The subject was cited and released for obstructing a train.

• Officer Miller was dispatched to the 700 block of Alhambra Ave. for a report of a male subject yelling obscenities and throwing items. Officer Miller contacted the subject, whom he knew from prior police contact, and the subject was displaying signs of alcohol intoxication. Officer Miller contacted the reporting party who stated the subject threw food at her, yelled obscenities, and approached the reporting party aggressively. The reporting party locked herself in her car while the subject banged on the window and yelled at her. The subject was subsequently arrested for Public Intoxication and Assault. He was booked into MDF.

• Officers Winslett and Voyvodich were dispatched to the area of the 1400 block of Stonecreek Ct. for a report of a subject parked on the street all day. Officer Winslett arrived and contacted a subject in the vehicle who appeared to have been sleeping there. During the contact the subject became uncooperative and drove away. Officer Winslett conducted a traffic stop of the vehicle for displaying improper DMV registration documentation. During the contact, the driver again became angry at the officers and attempted to leave the vehicle after being told to stay in the driver seat. The driver refused the orders of the officers, got out the car, and reached into the back seat. Officers Voyvodich and Winslett then arrested him for obstructing an officer in the performance of his duties; he was booked into MDF.

• Sgt. Salamid, while on foot patrol in the 600 block of Ward Street, contacted a subject who was yelling obscenities at nearby citizens. The subject displayed obvious signs of alcohol intoxication and had two bottles of bourbon in his possession. Officer Miller arrived and the subject was subsequently arrested for Public Intoxication. He was booked into MDF.

• Officer Montano was dispatched to the 300 block of Ilene St. for a report of a female patient threatening staff. Officer Montano contacted a female subject and after evaluating her, transported her to the Contra Costa County Regional Medical Center for a mental health evaluation.

• At 1120 hours, Officers Winslett and Buda were dispatched to a residence in the 100 block of Morello Heights Dr. for a report of possible drug activity outside the residence. The reporting party also indicated there was an increase in foot traffic in and around the residence throughout the day. Officers arrived and contacted a male and female outside. When speaking with them, the subjects went into the garage of the residence and did not return. Both subjects are known to the officers and are on active probation in Contra Costa County with a search clause. At about the same time, a 911 call was placed to dispatch stating a women had just been shot at Rite Aid on Arnold Dr. Sgt. Salamid, Officer Carney, and Officer Montano quickly arrived at Rite Aid, but discovered the call was false. MPD was able to track the telephone number of the false 911 call to a female associated with the Morello Heights residence. That female is known to officers and has been contacted, as well as arrested at the Morello Heights residence. Officers Winslett, Carney, Estanol, Miller, Montano, Sergeants Salamid and Ferrer, as well as Detective Williamson arrived and attempted to conduct a probation search at the residence, but the occupants refused entry. Entry was ultimately made and 14 subjects were detained in the house. A records check of two of the subjects revealed they had felony warrants for their arrest. Another subject was displaying pronounced symptoms of drug intoxication. All three subjects were subsequently arrested and booked in MDF without incident.

• Martinez Code Enforcement was contacted and responded to a home based on observations of officers. After a preliminary survey, the residence was red tagged as uninhabitable.

• Officer Ramos contacted a subject at Quik Stop at 3700 Alhambra Ave. The subject had a cite-release misdemeanor warrant for his arrest resulting in being cited at the scene.

• Officers were dispatched to the 800 block of Arnold Dr. for a subject under the influence yelling and throwing items. Officer Carney contacted the subject, a transient, who was intoxicated. He was booked into MDF.

• Officer Tozier arrested a subject on an outstanding warrant in front of Ferry Street Station.

• Cpl. Baillie conducted a traffic stop in the 800 block of Alhambra Ave. and arrested the passenger, who is 7 months pregnant, for being under the influence of a controlled substance.

• Officer Tozier conducted a traffic stop near Alhambra Ave./Main St. and arrested a subject for driving under the influence of a controlled substance and delaying an officer.

• Officers were dispatched to Launderland at 3206 Alhambra Ave., for the report of a subject asking for socks and talking to herself. Officer Russell contacted the subject and found she was in possession of .5 grams of meth. She was cite released from the scene.

• Sergeant Gaul was on foot patrol at Mt. View Park. He contacted a subject sleeping in the bathroom and found that the subject was on probation for theft with a search clause. A search revealed he was in possession of .5 grams of heroin and syringes. He was cite released from the scene.

• Officer Tozier was dispatched to Morello Heights Cir. for a subject entering a house that was previously red tagged by Code Enforcement. He contacted a subject in the driveway of the residence and found the subject had a felony warrant for his arrest. He was booked into MDF.

• Officer Tozier conducted a traffic stop at Jones and Pine St. He contacted the driver and determined that he was driving under the influence. He was arrested and booked into MDF.

• Officers responded to the 600 block of Main St for a theft of a hand truck. The suspect fled the scene and Sergeant Gaul located her several blocks away. He contacted her and she was arrested for theft and cite released from the scene.

• Officers were dispatched to the marina for a reckless driver. Officer Miller contacted a subject who was driving a 1997 Honda Accord – the car was determined to be an unreported stolen out of Pleasant Hill. The subject was also in possession of stolen property from numerous victims. He was booked into MDF for auto theft, possession of stolen property, and violating probation.

• Officers Lincoln and Voyvodich responded to the 600 block of Alhambra Way for a vehicle theft. A 2016 cargo trailer was stolen from the MUSD lot sometime over the weekend. It was later located in the parking lot of the Sportsman Club on Embarcadero. A 1986 Toyota 4Runner was also stolen from the lot. There are no suspects.

• Officer Breinig contacted two subjects in the 100 block of Morello Heights Cir. Officer Breinig arrested one of them for an outstanding warrant and the other for occupying a red tagged residence. They were both booked into MDF.

• Officer Breinig was dispatched to the 400 block of Jones St. for a subject on the roof. Officer Breinig responded to find the subject still on the roof. The subject was arrested for prowling and was booked into MDF.

• Officer Miller was dispatched to the 4200 block of South Castro St. for an abandoned stolen vehicle. Officer Miller arrived and located a 1992 GMC truck which had been reported stolen by the City of Richmond Police Department. The vehicle was recovered and towed.

• Officer Montano was dispatched to the area of Alhambra Ave. at F St. for a report of a subject laying near the bus stop bleeding. Officer Montano contacted the subject and determined he was too intoxicated to care for his own safety. Due to his injuries and level of intoxication, he was not fit for booking into MDF. He was subsequently transported by ambulance to the Contra Costa Regional Medical Center for medical evaluation. A case report was authored and a request for prosecution was forwarded to the District Attorney’s office.

• Officer Miller was dispatched to the 700 block of Escobar St. for a report of a theft in progress. Officer Miller arrived after the suspect had fled the scene and he learned that the unknown subject tried to steal beer and was confronted by the store clerk who had armed himself with a Taser. A struggle ensued and the unknown suspect fled only to return a short time later armed with a screw driver challenging the store clerk to a fight. The suspect fled the area prior to Officer Miller arriving, but store video surveillance of the subject allowed Officer Winslett to locate him in the parking area of the Amtrak Station. He was subsequently arrested for 422.6 PC (Civil Rights Violation) and 417 PC (Exhibit a Deadly Weapon). He was booked into MDF.

• Officer Lincoln was conducting a Vehicle Suppression Enforcement (VSET) patrol while attempting a vehicle stop of a motorcycle on Pacheco Blvd. near Shell Ave. The motorcycle failed to yield and led Officer Lincoln and Sgt. Gaul on a slow speed pursuit onto south bound I680 and eastbound SR4. Speeds of the pursuit ranged from 45-60 MPH and there was light to moderate traffic. Pleasant Hill Police Department patrol units and CHP units joined the pursuit as it approached Loveridge Rd. The rider stopped the motorcycle after it experienced mechanical issues and attempted to run away. PHPD officers tackled him and placed him in custody. Officer Lincoln subsequently arrested the subject for evading, driving under the influence, resisting an officer, and a probation violation; he was booked into MDF.

• Officer Breinig responded to 700 Main St. for a subject causing a problem inside Starbucks. He contacted the subject and arrested him for public intoxication. He was booked into MDF.

• Commander Roth conducted a traffic stop at Soto and Castro St. Officer Brinser responded and arrested the driver for driving under the influence. He was released from the PD.

• Sergeant Salamid was on foot patrol in the 600 block of Main St. when he viewed a heated verbal argument between two adult subjects. Sergeant Salamid contacted the two subjects and determined the male subject had a misdemeanor warrant for his arrest. A search of the suspect revealed he had .3 grams of Heroin in his possession and a glass smoking pipe. He was subsequently arrested for the warrant and the possession of drugs along with drug paraphernalia.

• Officer Montano was dispatched to the area of Ferry St. and Main St. for a report of a vehicle collision with a pedestrian. Officer Montano arrived and determined the vehicle collided with a subject in a wheel chair. The victim was transported to the Contra Costa Regional Medical Center with minor injuries.

• Officer Vasquez contacted a woman in the 1600 block of Estudillo Street who was known to Officer Vasquez as having a warrant for her arrest. She was arrested for the warrant, determined to be under the influence of a controlled substance, and in possession of drug paraphernalia; she was booked into county jail.

• Officers responded to Skyline Dr. to investigate a suspicious person driving in the area then going to resident’s doors asking for help because his battery was dead. Officer Vasquez contacted the individual and determined he was under the influence of a controlled substance as well as in possession of drug paraphernalia. He was arrested and booked into county jail.

• Corporal Mayberry was on foot patrol at Amtrak when he contacted an individual from Walnut Creek sleeping by the doorway. It was revealed the individual was wanted for a $30,000.00 no cite misdemeanor warrant for being under the influence of a controlled substance; he was arrested and booked into MDF.

• Officers were dispatched to 124 Morello Heights Circle for possible MMC violations to this red tagged residence (it was previously red tagged pursuant to an investigation by PD and Code Enforcement). Corporal Mayberry located an associated vehicle leaving the area. He stopped the vehicle and contacted two people in the car. One of them was arrested for a felony no bail warrant for a probation violation out of Sonoma County. The other person was arrested for four misdemeanor warrants for numerous drug and restraining order violations. Both were booked into MDF. One of the suspects was also in possession of stolen property from numerous public storage facilities in Contra Costa County. CCCSO detectives were notified and will take possession of all property and interview the suspect at MDF.

• Officers responded to the report of an arson in the 100 block of Midhill Drive – a vehicle was set on fire in the driveway of a home. Arson investigators believed an accelerant was used. No one was injured and the investigation is continuing.

• Officers were dispatched to the intersection of Marina Vista and Mococo Rd for an injury traffic collision. One of the drivers fled the scene on foot, but responding officers apprehended him approximately one-half mile away. An infield show up was conducted and all witnesses confirmed he was the driver. The vehicle driven by the suspect was reported stolen to Napa County S.O. on January 26, 2017. The suspect was at fault in the collision and collided with two other vehicles. Two occupants of one vehicle were transported to the hospital with non-life threatening injuries. The suspect was booked into MDF for injury hit and run as well as the possession of a stolen vehicle.

• Officer Tozier investigated a report of two juvenile students who had a BB gun rifle on campus during a school dance at Alhambra High School. It was reported after the dance by a concerned citizen who heard one of the students talking about it to a friend. The students were contacted and admitted to hiding in some bushes with the rifle and pointing it at students. They stated it was not loaded and they never intended to discharge the weapon. An investigation was initiated; the parents of the children were contacted and the school will be notified of the incident first thing Monday morning for follow up.

• Corporal Mayberry contacted an individual standing in the Franklin Canyon Park and Ride parking lot. The individual had a $2,500.00 misdemeanor warrant out of Alameda county for drug violations – he was arrested and booked into MDF.

• Sergeant Gaul was conducting foot patrol in the downtown area. He located a subject passed out on the sidewalk behind the Gordon Center, 600 Court St. He contacted the individual, from Lafayette, who was extremely intoxicated. He was arrested for public intoxication and violating probation. He is currently on probation for DUI and is not to consume any alcohol; he was booked into MDF.

• Officer Lincoln initiated an enforcement stop of a vehicle at the intersection of Pacheco Blvd and Arthur Rd. The driver was found to be in possession of 1.0 gram of meth. He was cite released from the scene.

• Officer Lincoln, while on the above arrest, witnessed a person known to him drive by. Officer Lincoln knew the driver had a suspended license for DUI; he was stopped and cited for this.

• Officer Leong was dispatched to the 1600 block of Estudillo St. for a suspicious black BMW. He contacted the occupants of the car. He arrested one occupant for possession of a controlled substance for sale and the second occupant for a misdemeanor warrant. Both subjects were booked into MDF.

• Officer Tozier was dispatched to Walmart for a victim of a possible battery. Dispatched learned that the reporting party had a felony warrant out of Kern County; the suspect was arrested per the warrant and booked into MDF.

• Officer Breinig was dispatched to the 400 block of Lassen for a female who was drunk and reportedly out of control. He contacted the suspect and arrested her for public intoxication. She was booked into MDF.


Message from Police Chief Manjit Sappal: Information sharing for a safer community

On February 27th, we hosted a second Community Police Academy, designed to give us the opportunity to provide education and information on the Martinez Police Department. Participants who apply are selected and meet every Monday for 3 hours over the course of 10 weeks. In a casual setting, the group is provided instructions on aspects of how a police department functions. It is a great opportunity to learn about the Martinez Police Department and the City of Martinez allowing us to develop relationships with the community. The endeavor is very resource intensive and at present, we are only able to run one class per year hoping we can increase this number in the near future. I would like to thank all of our staff that puts a great deal of time and effort putting this program together; Sergeant Ferrer, in particular, has done an excellent job in coordinating the program. I also want to thank all of the participants for sharing their Monday evenings with us.

On March 2, 2017 we received calls of a natural gas odor in the downtown area. Officers responded and confirmed the odor, learning that a small quantity of the additive that was used to give the natural gas its odor was released in the area. It did not pose a health and safety risk, but one resident emailed us asking about the notification process for emergencies, so I thought I would share information on the topic.

Contra Costa County uses a Community Warning System that consists of activating a siren to let the public know that there is a possible hazard to your health or life and safety in your area. This also entails notification by phone to residents. The County has a comprehensive website that explains what you should do when the siren goes off and they also have a link that allows you to sign up for alerts to your phone or via email and text message. It is a great way to stay informed in the event of an emergency. More information on the alert system including signing up for information can be found at the following link:

When we respond to information about odors or hazards, we usually begin checking with local industries and the County to determine if there is a hazard to the public. If there is, we begin evacuations, put out information via social media, and depending on the extent of the hazard, the Contra Costa County Office of Emergency Services will take the lead of providing information to the public.

Here are some highlights of incidents that our officers responded to since the last City Manager’s Report:

• Sergeant Salamid was on foot patrol in the 600 block of Main St. when he viewed a heated verbal argument between two adult subjects. Sergeant Salamid contacted the two subjects and determined the male subject had a misdemeanor warrant for his arrest. A search of the suspect revealed he had .3 grams of Heroin in his possession and a glass smoking pipe. He was subsequently arrested for the warrant and the possession of drugs along with drug paraphernalia.

• Officer Montano was dispatched to the area of Ferry St. and Main St. for a report of a vehicle collision with a pedestrian. • Officers responded to the 600 block of Sherree Dr. and contacted an elderly male subject who attempted to kill himself with a firearm. The subject was transported to the hospital and is in stable condition. He was placed on a mental health hold and his firearms were seized pursuant to W&I 8102.

• Officer Ramos and Sergeant Salamid were dispatched to 1221 Muir Rd. (Quick Stop) for a report of a man with a knife. Officers arrived and determined a male subject was waiting for a female he had previously dated and arrived, via UBER. The subject punctured all four tires with a knife and damaged the car with a skateboard. He then threatened the UBER driver with a knife and assaulted the female victim before fleeing the scene. Officer Ramos conducted a criminal investigation for 646.69 PC (Stalking), 243e1 PC (Domestic Battery), 417 PC (Exhibit Weapon), 594 PC (Vandalism). This investigation is ongoing.

• Detective Williamson attempted to conduct a traffic stop on a stolen Silver Ford Mustang in the area of Donald Dr. and Helena Dr. The vehicle failed to yield and fled the area. Due to the weather conditions Det. Williamson did not pursue. An area check was conducted, but the car was not located.

• Officers responded to 4141 Alhambra Ave. (Valero Gas Station) for a report of a male subject who stole a beer and pushed an employee to get away. The male was located down the street, sitting on some stairs drinking the stolen beer. He was detained and arrested for robbery. He was placed in the back of a patrol car, where he tried to kick out the windows. He was placed in a WRAP restraint device then transported to county jail where he was booked for robbery and probation violation.

• A transient male sex registrant came in for his registration appointment with Detective Wah. The subject was on parole and a search was conducted. He was found to have stolen checks in his possession. He was arrested and booked into county jail.

• Officers responded to the 200 block of Hidden Creek Ct. for a report of a person in a tree with binoculars looking at a residence. A male subject was contacted and determined to be under the influence of controlled substances. He was arrested by Officer Vasquez and booked into county jail.

• A woman called 911 from the 1100 block of Ferry St. stating she fell and broke her foot and was unable to get to the door. Officer Russell and Corporal Mayberry responded and were unable to gain access to the apartment. ConFire responded and forced entry into the unit. The female was transported via AMR, and management was contacted to conduct repairs.

• Sergeant Salamid and Officer Sanders responded to the 700 block of Mellus St. for a report of a physical fight in the street. Sgt. Salamid arrived and detained a subject whom he knows from prior police contact. The subject, who is transient and on active probation for the use of controlled substances, began yelling in the street. He became involved in a physical fight with another female neighbor. While speaking with him, officers saw pronounced symptoms of drug intoxication. Officer Sanders conducted a drug intoxication exam and subsequently arrested him for 11550(a) H&S (Under the Influence of a Controlled Substance). The physical fight was determined to be mutual combat. He was booked into MPF without further incident.

• Officer Vasquez was on patrol and contacted an adult male subject in the 1100 block of Morello Ave. The subject was walking in the street wearing a mask and dragging a steal metal wire. Officer Vasquez contacted the subject who was displaying pronounced signs and symptoms of being under the influence of a controlled substance. The subject was also on active probation for resisting an officer (69 PC) and battery (243 PC). Officer Vasquez conducted a drug intoxication exam and subsequently arrested him for 11550(a) H&S (Under the Influence) and 1203.2 PC (Probation Violation). The subject was booked into MDF without incident.

• Sergeant Salamid and Officer Ramos responded to the corner of Pomona Ave. and Bush St. for a report of an adult male subject passed out at the wheel of a running vehicle. Sergeant Salamid arrived and recognized the driver from prior police contacts. Sergeant Salamid reached in the vehicle and turned the engine off in an attempt to keep him from fleeing the scene. The subject awoke and allowed his vehicle to collide with a police patrol car. No officers were injured. The subject was displaying pronounced signs of alcohol intoxication, after failed sobriety tests were conducted, and he was arrested for 23152 a/b CVC (driving while intoxicated). He was booked into MDF without incident. The patrol car sustained minor body damage to the front left fender.

• Officers received a report of a subject looking into vehicles in the 1000 block of Warren Street. Corporal Mayberry contacted the subject and arrested him for being under the influence of a controlled substance and violating probation. He was booked into MDF.

• Officer Montano responded to the 1200 block of Roseann Dr. for an auto burglary. The point of entry was a window and the loss was a laptop and other miscellaneous items. It occurred sometime overnight.

• Officers were dispatched to an apartment complex in the 2700 block of Alhambra Ave for a fire. Upstairs tenants reported an unknown naked male unlawfully entered the abandoned downstairs unit and started a fire. Officers located the subject in the apartment. He had numerous burns on his body and head injuries from a hammer. The subject said he was Jesus and was trying to purge. The fire only consisted of clothes he burned on the furnace. There were no other injuries or evacuations. The subject was transported to John Muir Hospital. The subject was placed on a W&I 5150 Hold and a 451 PC (Arson) and 459 (Burglary) PC investigation was completed.

• Officer Tozier was dispatched to investigate a stolen 2005 Ford F350 truck which just occurred from the 4800 block of Shadow Falls Dr. The vehicle was not located. At 0700, Officer Lincoln responded to the Area of Freda and Temple drive area due to many of our trucks being located in this neighborhood. At the intersection of Carolos and Pacheco Blvd. he observed the truck occupied. He attempted to initiate an enforcement stop, but the driver fled. Officer Lincoln began to pursue the truck, but cancelled it due to weather conditions and commute time. The suspect was last seen entering the SR-4 the wrong way from Pacheco Blvd. Unknown suspect. The truck was located unoccupied a short time later on Diablo Way.

• Officer Voyvodich responded to Alhambra High School and learned a student posted a Snap Chat image. The image was of the student holding a rifle type firearm with a caption that read not to go to school today. The student was contacted at home with his mother. The student did not mean any type of threat and did not plan on doing anything. The mother gave the rifle to Officer Voyvodich for destruction; it was not a real firearm. Criminal threat case (PC 422) taken.

• Officer Lekse contacted a male subject at Walmart. The subject had an outstanding warrant for his arrest. He was arrested and booked into MDF.

• At 2311 hours, Officer Brinser was dispatched to Lafayette St. and Ward St. for a subject passed out inside of a white Acura. Officer Brinser contacted a male subject and ultimately arrested him for possession of a controlled substance.

• Officer Tozier responded to the apartment complex at 486 Morello Ave. for a stolen truck. The victim reported that an unknown suspect took his Ford F-350. The victim reported that there was a loaded handgun (Taurus .380) in the vehicle. At the time of the report the victim could not provide the serial number for the gun. Several hours later, Officer Vasquez located the truck in the 4800 block of Starflower Dr. The gun was not in the truck; however, the owner responded and took possession of the truck.

• Corporal Schnabel responded to Morello Park Elementary School and contacted a juvenile student who wanted to commit suicide. The juvenile was placed on a W&I 5150 Hold and transported to county hospital via AMR.

• A juvenile victim left her residence in the 400 block of Eastgate Ln. She secured her home and walked to the bus stop. She realized she left her bus pass at home and she returned home, entering through the front door. She saw an unknown suspect in the hall which made her scream. The suspect fled out the back sliding door. The juvenile was scared and had a hard time trying to call MPD from her cell phone. She reached her mother who called MPD. Approximately 30-minutes elapsed before MPD was contacted. There were no details of the suspect other than a person in dark clothing. An area search was conducted and the suspect was not located. Neighbors were contacted, they did not see anything. One neighbor only reported hearing a female scream at about 0745 hours.

• Officer Baillie responded to the 1600 block of Center Ave for a 25-year old male acting paranoid and hallucinating. Officer Baillie contacted the subject and determined he was under the influence of a drug. Officer Baillie arrested the subject when he started to resist. Officer Baillie had to use his Taser to drive stun the subject and gain compliance. MPD units assisted in securing the subject in the WRAP Restraint Device. The subject was transported to county hospital for clearance before he was booked into MDF.

• A resident on Morello Heights Dr. contacted MPD dispatch and advised two unknown persons entered a nearby residence through the front door. That residence is currently red tagged as uninhabitable. It is also associated with known drug activity and stolen vehicles. Sergeant Salamid, along with Officers Breinig, Ramos, Vasquez and Brinser arrived and contacted five subjects in the front living area of the residence. The front door was open and no force was used to gain entry. Officers Ramos, Vasquez, and Sergeant Salamid made entry and contacted a 6th subject in a rear bedroom.

Two of the subjects had no bail warrants for their arrest. Another subject was on felony probation with a search clause and found to be in possession of a stolen credit card. Another subject was on probation for narcotic related offenses and was later determined to be under the influence of a controlled substance. Another subject was determined to under the influence of a controlled substance and another subject was in violation of Martinez Municipal Code. All six (6) subject were arrested for the following offenses.

Suspect #1: Felony Warrant. Booked into MDF.

Suspect #2: Misdemeanor Warrant. Booked into MDF.

Suspect #3: 496 PC (Possess Stolen Property) Booked into MDF.

Suspect #4: 11550(a) H&S (Under Influence of Controlled Substance). Cited and Released.

Suspect #5: 11550(a) H&S (Under Influence of Controlled Substance. Booked into MDF.

Suspect #6: 15.04.240 Martinez Municipal Code (MMC) (Uninhabitable Dwelling). Booked into MDF.

The Martinez Corp yard was later contacted and the residence was secured.

• Officers responded to the 900 block of Arnold Dr. for a head on traffic collision. The driver of vehicle #1 fell asleep after working graveyard. She drove across the double yellow and struck vehicle #2. She was transported to county hospital for arm and leg pain. Her passenger complained of chest injuries and transported as well. The driver of vehicle #2 only complained of pain and denied medical. However, her 5 and 8-year-old daughters complained of head pain and were transported to John Muir Hospital in Concord. There were no drugs or alcohol involved. Officer Montano took the report.

• Officers were dispatched to Java Stop, inside Amtrak, for the report of a restrained person stealing items from the store. Officers contacted the subject and was arrested for petty theft and trespassing. He was booked into MDF.

• Corporal Baillie and Officer Leong responded to the 100 block of Morello Heights Dr. for a report of a female subject who had entered the residence which had been red tagged as uninhabitable. Corporal Baillie contacted the owner of the house and found she entered the house through the unsecured garage. Corporal Baillie subsequently arrested her for MMC 15.04.240 (Unsafe Dwelling). She was booked into MDF.

• Officer Sanders was on patrol and contacted a male subject in the parking area of a car wash in the 4000 block of Alhambra Ave. The subject is on active misdemeanor probation in Contra Costa County for narcotic related offenses. Officer Sanders conducted a search of the subject pursuant to the terms of his probation and located .5 grams of Methamphetamine in the subject’s front pants pocket. The suspect was arrested for 11377(a) H&S (Possess Controlled Substance). The subject was cited and released.

• Corporal Baillie, Officer Tozier, and Sergeant Salamid responded to the 400 block of Vine Hill Way for a report of a vehicle fire in the driveway. Officers arrived and found a car parked in the driveway which was completely engulfed in flames. The residents of the home had retreated to the backyard when the fire spread to the attached garage. Sergeant Salamid and Corporal Baillie then made entry into the backyard of an adjoining residence and broke through the back fence to help evacuate the three residents of the home. ConFire arrived and extinguished the fire. The ConFire Arson investigator arrived and determined a preliminary cause of arson. The investigation is continuing.

• Officer Sanders responded to the apartment complex in the 3900 block of Alhambra Ave. for a report of a burglary to the main office. The door to the office was found open by the manager and the office safe was taken. There is no suspect information at this time and the investigation is continuing.

• Officer Sanders responded to Baylands Dr. for a report of a stolen vehicle which had just occurred. The victim left his vehicle running and unattended in the driveway of the residence. He left the vehicle and a few minutes later heard the car being driven towards Arnold Dr. There is no suspect information at this time.

On December 12, 2016 we had our formal swearing in ceremony for recently hired staff. New employees, friends and family, along with City staff were there to welcome them aboard. We also acknowledged two officers that were recently promoted to sergeant. We welcome them all to the Marti­nez Police Department family!

Last month we had several officers attend regional Active Shooter Training that was coordinated by Lafayette PD 12, 2016 we had our for­mal swearing in ceremony for recent­ly hired staff. New employees, friends and family, along with City staff were there to wel­come them aboard. We also acknowledged two officers that were recently promoted to sergeant. We welcome them all to the Marti­nez Police Department family!

I would like to spend a little time discussing package and delivery thefts as we have seen an increase in these crimes lately. Online shopping has benefits, but when items are shipped, you do face a risk of theft. When you order items and the packages are delivered, they are often left on your porch and catch the eye of those that would love to steal whatever you have in the package. Often, deliveries do not require a signature and are left in view when you are not at home to take delivery. So, what can you do to prevent theft, you may ask – here are a few tips that might help:

Ask for a tracking number, as most retailers will provide you with the ability to monitor the prog­ress of the shipment. This allows you to have an idea of when it will arrive.

Request that the delivery company obtain a sig­nature before dropping the item off, so someone has to take the package instead of having it left at your front door.

Some shipping companies allow you to schedule the time of delivery, so you can adjust the ship­ping for when you are home to take delivery.

If you will not be home: have the items delivered to a neighbor or someone that is home to accept the delivery.

Have the items held by the shipper for pick up at a local distribution center – most shippers allow for this option and while it may be a little inconvenient, it does ensure that the package will not get swiped from your porch.

Ask your shipper to leave the package at a side or back door, if possible, to prevent them from being visible. We would caution you, however, that locking your side gates is a good option to prevent residential burglaries. It would not be a good idea to leave your gates unlocked for long periods of time.

Some shippers have brick and mortar locations where you can request a package to be shipped for pick up at later time.

Ask a watchful neighbor to keep an eye on your packages or get them for you after they are de­livered.

What should you do if you see packages being stolen in your neighborhood?

Call the Martinez Police Department at 925-372-3440 and get as much detail on the suspect’s description, the description of their car and license plate, and in which direction they fled.

I also wanted to share that we have seen recent increases in auto thefts. It is important to ensure that you call our Dispatch Center at any time you see suspicious activity in your neighborhood. As for a snapshot of monthly activity this month, here are a few highlights:

  • Officer Estanol responded to the 1600 block of Alhambra Ave. for a male that was passed out. He contacted the subject, arrested him for public intoxication, and booked him into the Main De­tention Facility (MDF).
  • Officer Voyvodich contacted a mother of a ten-year-old boy who attends Morello Park Elementa­ry. Her son told her that a male subject told him to get in car while he was waiting to be picked up after school. He was described as a white male late 20’s early 30’s driving a black SUV. A report was taken for investigation.
  • Officer Brinser responded to the 700 block of Al­hambra Ave. for a male causing a disturbance. He contacted the subject, arrested him for public intoxication, and booked him into MDF.
  • Officer Voyvodich saw a male subject in the 300 block of Robinson that was believed to have a warrant. Officer Voyvodich called the Walnut Creek PD, found that the individual had a war­rant as did a woman associated with him. Officer Poertner detained the male subject as he drove away from the residence and Officer Voyvodich went to the residence with Walnut Creek PD; the female with the warrant was found and also arrested. There appeared to be several stolen items in the residence resulting in Walnut Creek PD securing a search warrant. Numerous stolen items were recovered from several auto burglar­ies once the warrant was served.
  • Officer Voyvodich located a stolen vehicle parked in a driveway in the 100 block of Morello Heights Dr. Officer Voyvodich and Detective Williamson detained two subjects near the vehicle. One was fond to be in possession of the vehicle’s keys and he was subsequently arrested for the Possession of Stolen Property. He was booked into the Martinez Detention Facility. The second subject was in possession of heroin resulting in his arrest. He was cited and released from MPD. This investigation led officers to a residence in the 2500 block of Monterey Ave. where a parole search was conducted. No other stolen property and/or contraband was located.
  • Officers were dispatched to Amtrak for the report of an intoxicated subject causing a disturbance in the station. Officers contacted the subject who had been kicked off the train because she was smoking. It was revealed she was wanted for a felony with no bail warrant out of Sacramen­to for fraud. After being placed in handcuffs, she became combative and was placed in the WRAP restraint device. She was also booked for resist­ing arrest and violating probation directly into MDF by Officer Mayberry.
  • Sergeant Salamid went to Togo’s to purchase a snack. As he walked up to the restaurant he ob­served an 18-month old child alone in a vehicle. The girl was in a child seat and the vehicle was unlocked. He located the father in Togo’s and authored an investigative report to be forwarded to the District Attorney’s Office.
  • Detective Williamson responded to a resident on Sterling Dr. where a loaded firearm was found in the flowers located in their front yard. Detective Williamson retrieved the firearm and found it was stolen out of Plumas County.
  • Officers were dispatched to the 200 block of Farm Ln. to contact an individual of the residence for making repeated 911 calls to MPD dispatch. The subject made ten 911 calls to dispatch during which time they were yelling insults at the dispatchers. Officers arrived and after contacting the subject, they determined she was suffering from a mental illness. She was subsequently transported to the Contra Costa County Regional Medical Center (CCCRMC) for evaluation. Officer Estanol followed up on the case.
  • Officers Buda and Winslett were dispatched to the area of Chevron on Morello Ave. for a fe­male calling 911. They arrived and determined the female was in need of medical services for emotional distress. During the contact, a male subject in the area was also contacted and he provided a false name to the officers. He was soon identified and determined to have an extra­ditable warrant out of Colorado; he was arrested.
  • Officer Vasquez responded to Morello Heights Dr. for the report of a suspicious vehicle. He locat­ed a vehicle and contacted the occupants which resulted in a probation search. A female subject in the vehicle was found to be in possession of a stolen laptop. The laptop was reported stolen yesterday from an auto burglary near Wing Stop. The suspect was booked into the Martinez De­tention Facility for Possession of Stolen Property.
  • Officers responded to Creek Monkey Tap House for a physical fight. The suspect hit the victim then fled the business. The suspect was locat­ed a block away, intoxicated and irate. He was placed under arrest for public intoxication and had to be placed in the WRAP restraint device. The suspect was booked into MDF.
  • Officer Lincoln responded to Morello Park for the report of vandalism. Sometime overnight, an un­known suspect drove “donuts” in the grass. For residents in the area – please call us if you see such behavior taking place in the park.
  • ER staff at CCCRMC reported a male subject was dropped off and was suffering burns over most of his body. He told the nurse he was burned cooking meth. A probation search was conduct­ed at the residence and a honey oil lab with prod­uct was located, but no signs of any explosion. The subject was transported to a different hospi­tal in serious condition. Officers Williamson and Voyvodich are working on the case.
  • Officers were dispatched to the 800 block of Brown St. for a robbery. A male pushed the vic­tim to the ground, stole approximately $700.00, and fled the area in a grey Nissan Altima or Max­ima driven by another male adult. The victim did not require medical treatment and the suspects were not located. Officer Montano took the case.
  • Officer Vasquez was dispatched to Silverwood Drive for a woman acting erratically. Officer Vasquez contacted the subject and determined she was under the influence of a drug while she was caring for her 5-year-old granddaughter. The subject was arrested and booked into MDF. Offi­cer Vasquez took custody of the granddaughter and released her to Children Family Services.
  • Officers responded to the marina for an intoxicat­ed male near a vehicle. Officer Poertner located the male subject sitting in a vehicle at Ferry Point Park. The subject was determined to be unable to care for his safety and was arrested for Pub­lic Intoxication (PC 647F) and booked into the Martinez Detention Facility. The subject had a dog with him, which was turned over to Animal Services.
  • Officers Carney and Voyvodich were dispatched to 620 Center Ave. (Muirwoods Apartments) for a report of 2 transients sleeping on the property. The Officers arrived and contacted two subjects in the rear parking area. MPD dispatch advised one of them had a felony warrant for his arrest. The subject fled the area on foot leading officers on a foot pursuit through the parking area of the Nob Hill Shopping Center. Sergeant Salamid ar­rived and spotted the subject running from the parking area to the John Muir Inn. He pursued the subject into the parking area of the John Muir Inn and caught him at the fence line in the back parking lot. Other officers arrived and after a brief struggle, the subject was placed into cus­tody. He was transported to the CCCRMC and treated for minor injuries and then booked into the Martinez Detention Facility without further incident.
  • Officer Breinig conducted a traffic stop at Pache­co Blvd. and Arthur Rd. and upon contacting the driver, he found him to be in possession of shaved keys (used to steal vehicles) and violation of his probation. The passenger was arrested for possession of a controlled substance. Both sus­pects were booked into MDF.
  • Officer Tozier responded to the 3200 block of Alhambra Ave. for a female screaming. He con­tacted the female and determined that she was intoxicated. He arrested her for public intoxica­tion and booked her into the Martinez Detention Facility.
  • Union Pacific dispatch reported an engineer had seen a white male adult wearing a black sweat­shirt and jeans waving a handgun at a passing train. Officers determined the sighting occurred approximately ¼ mile east of Ferry St. An exten­sive area check was conducted and no one was located matching the description.
  • MPD received a call regarding a female that col­lided her vehicle into her porch in the 3200 block of Yale St. She then drove away from the area. As Corporal Baillie was checking the area, the vehicle returned. The driver was arrested for DUI and booked into the Martinez Detention Facility.
  • Officer Vasquez observed a DUI hit and run at US Gas on Alhambra Ave. The driver was arrested. The passenger was also arrested for Public In­toxication. Both were booked into the Martinez Detention Facility.
  • Corporal Baillie contacted a subject in the drive thru of Starbucks (1051 Arnold Dr.) after speak­ing with him, Corporal Baillie observed he was displaying signs of drug intoxication. The subject was arrested for being under the influence of a controlled substance.

In one the previous newsletters, we talked about residential burglary prevention and I wanted to mention that we offer vacation checks for residents that are out of town. If you are leaving town and would like us to provide extra patrols for the neighborhood you live in, please let us know. We can them have one of the officers assigned to your neighborhood provide additional patrols, as time allows, during your absence.

The best way to request an extra patrol would be to go through our website, www.mpdcops.org and click on the Neighborhood Policing Areas tab. On the next screen, click on the link to find your NPA officers – the following screen will allowyou to either click on the interactive map or enter an address, which will provide you with the group email address for the officers working in your area. You can email this group with details to include your address and the time frame you will be away.

The officers working your neighborhood will provide additional patrols to the area in which you live, as much as they can during their shifts. Please remember that the extra patrols are done when officers have time to conduct them in between responding to calls and handling neighborhood related policing issues.

As a reminder, consider reviewing the following list of home security measures to target harden your home and prevent being a burglary victim:

• Get an alarm and if you have one, set it every time you leave home.

• Garage doors should always be closed and locked. Do not leave your garage door opener in your car – if your car is stolen, thieves may have access to your home.

• Lock your garage door from inside when not in use of when you are on vacation.

• Consider installing motion sensitive lighting and make sure the perimeter of your home is well lit.

• Install deadbolt locks with a 1” metal bar on all non-sliding exterior doors.

• Keep all doors and windows, particularly bathroom windows and ground floor windows closed and securely fastened.

• Keep shrubbery trimmed away from doors and windows.

• Consider installing wooden or metal dowels the windows channels of sliding glass windows to prevent them from being forced open.

I wanted to share the photograph below as it highlights some of the great work that Sergeant Fred Ferrer is doing with Alhambra High School in the Friday Night Lights program that focuses on the dangers of underage drinking.

We also had our Community Police Academy attend firearms training with our staff recently to gain a better understanding of firearms safety as well as the nuances of firearms manipulation and marksmanship skills.

We were fortunate enough to host Cub Scout Pack 184 at the station and introduce them to K9 Jago. We appreciate them paying us a visit and letting us show them around!

As you get your water bills this month you should see crime prevention fliers – since we have been seeing an increase in auto thefts, we need your help in using the prevention tips listed, so we can all do our part to keep our community safe.

Here are some highlights of incidents that our officers responded to since the last Newsletter:

• Officer Buda was flagged down by a resident near Blue Ridge Dr. and told a vehicle was just stolen. Officer Buda located the vehicle driving down Alhambra Valley Rd. He stopped the vehicle detained the driver. The victim responded and identified the male as the subject who pushed him and took his vehicle by force. The male was arrested and booked into county jail for carjacking and probation violation.

• An adult female at county hospital reported that she was possibly drugged and sexually assaulted Thursday night by a known suspect. Detectives were called out to respond and took over the investigation, which is underway.

• Officer Leong was dispatched to a residence for a possible sexual assault. The victim, who is 14 years old, reported that she was having sex with a 20-year old male.

• Officer Voyvodich responded to the 1400 block of Ashwood Dr. for the report of a vehicle that was stolen during the night. The victim went out in the morning and found that her vehicle (2004 white Toyota Tacoma) had been stolen by unknown sus pect(s) from her carport. There was no evidence located or suspect leads at this time.

• Officers responded to 3630 Alhambra Ave. (Shell Gas Station) for suspicious people in the bathroom. After responding, a male subject found to be on active probation, was contacted. A probation search revealed methamphetamine resulting in an arrest; the subject was booked at the station then released for the misdemeanor violation.

• Officer Poertner was dispatched to Jack-in-the-Box for a theft. The Assistant Manager reported that an unknown male entered the rear door of the business and took his backpack from the office.

• Officer Lekse responded to 6688 Alhambra Ave. (Safeway) for a possible theft in progress. He contacted a male subject who had five outstanding warrants for his arrest. The subject was arrested and booked into Martinez Detention Facility (MDF).

• Officers responded to a residence in the 2300 block of Pine St. for a guest possibly intoxicated and refusing to leave. Upon contact, the male subject would not cooperate with officers and tried to flee through a bedroom window. The subject was detained and found to have outstanding warrants for his arrest; he was booked into MDF.

• A probation search was conducted at an apartment in the 300 block of Robinson Street based on the probation status of a resident. Detectives and officers located stolen property in the residence and contacted six other people in the apartment. The male on probation was booked into County Jail for possession of stolen property as well as being a felon in possession of ammunition. One officer sustained an injury during this operation.

• Officer Lekse was notified by Walmart security that a female may have just committed a theft and later saw a female running through the Walmart parking lot. Officer Lekse contacted the female in front of Home Depot and determined that no theft occurred; however, the woman had a warrant for her arrest. She was booked into MDF.

• Officers responded to Mt. View Park for a male subject in the bathroom that was unresponsive. Officers contacted the subject who appeared to be intoxicated on drugs. He was found to be awake and had a warrant for his arrest. He was booked into County Jail.

• Officer Poertner conducted a traffic stop in the 3500 block of Pacheco Boulevard. The male passenger had a misdemeanor warrant for his arrest. He was arrested and released at the scene with a citation.

• Officer Carney was on routine patrol and saw a male subject enter Home Depot. He recognized the subject from prior contacts and a short time later, the subject came running out while being chased by three employees. Officer Carney attempted to stop the subject who hopped onto a bicycle to continue his flight resulting in a chase. The chase, however, was short as the suspect was no match to Officer Carney’s pursuit skills. The subject was caught in the Westaire area and was arrested for theft, obstructing a police officer, a probation violation, and a parole violation. He was booked into County Jail and the stolen property from Home Depot was recovered.

• Officer Montano and Sergeant Busciglio responded to Starbucks at

6682 Alhambra Ave. for a report of a female accosting customers and refusing to leave. The female was contacted and determined to be unable to care for her safety due to her extreme level of alcohol intoxication. She was arrested and booked into County Jail.

• Officer Voyvodich’s keen observation skills resulted in recognizing a male subject driving in the 3400 block of Sentinel Drive as being a restrained party on a domestic violence restraining order. Office Voyvodich knew the subject was restrained 100 yards from a residence in the area due to a current domestic violence restraining order and was in the area in violation of this court order. He was arrested and booked into County Jail for violating the order.

• Officers responded to the area of Tea Tree Ct. for a report of a suspect who attempted to pry open mailboxes. A resident noticed the criminal activity and called dispatch with information that included the suspect fled in a black Mercedes C230. Officer Carney searched for the vehicle and located it near the eastbound HWY 4 on-ramp at Muir Rd. Evidence of mail theft was found with both suspects resulting in the male driver and female passenger, both out of Solano County, being arrested. Community mailboxes in the Starflower area and the apartment complex at 486 Morello Avenue were also believed to have been tampered with resulting in stolen mail. The suspects were found to be in possession of a homemade key that unlocked the community mailboxes in these areas. The US Postal Inspectors were contacted and responded to assist with the investigation. This is a great example of a resident calling in suspicious behavior, along with good police work, that resulted in an arrest for a crime that has been occurring with greater frequency!

• A citizen called and reported a female who appeared to be drunk or high on drugs in the parking lot of Rite Aid. Officers arrived and contacted the female and a male in an associated vehicle. Both were determined to be under the influence of a controlled substance and were arrested.

• Officer Brinser was on patrol in a parking area in the 3300 block of Alhambra Ave. He contacted a male subject who was on active misdemeanor probation in Contra Costa County of public drunkenness. Officer Brinser noted the subject had objective signs of alcohol intoxication resulting in an arrest and subsequent booking into MDF.

• Officers Vasquez and Breinig responded to the 800 block of Howe Rd. for a report of a hit and run. Officer Breinig contacted a witness and friend of the suspect. The friend was on active probation for public drunkenness and had been drinking alcohol. A search of his apartment revealed several 100 cans of beer, in violation of his probation orders. Officer Breinig subsequently arrested the individual for 1203.2 PC (Probation Violation) and booked him into MDF. While conducting the probation search, Officer

Vasquez contacted the hit and run suspect, who returned in his vehicle to the scene. Officer Vasquez conducted a driving under the influence investigation and later arrested him for 23152a/b CVC.

• MPD dispatch received a 911 transfer from CHP. The caller indicated a bomb would go off at the Martinez Detention Facility (MDF) in 4 hrs. The caller did not specify the exact location of the bomb and only said his friend placed the bomb and we should know the location. The 911 call came from a cell tower in Lafayette. The caller sounded like an adult male subject whose voice was slurred, slow, and thick. Martinez Police Department (MPD) and Contra Costa Sheriff’s Office (CCCSO) officer conducted a perimeter check of MDF, but did not locate an explosive device. The cell phone used by the caller came from a T-Mobile phone and Officer Breinig documented the incident for follow up by detectives.

• Officers were dispatched to Starbuck’s on Main St for a subject causing a disturbance inside and refusing to leave. A female was arrested for public intoxication and booked into MDF. Case# 17-749

• Officers were dispatched to Amtrak for a subject refusing to leave. Officers contacted a male subject and arrested him for trespassing. He was booked into MDF.

• Officer Carney was dispatched to Valley Convenient Store for a shoplifter in custody. A male subject was arrested for petty theft and cite released from the scene.

• Officer Montano responded to Copart for a vehicle theft. A 2015 Honda Civic was stolen from the lot sometime between 12-6-16 and 3-1-2017. No suspect leads.

• Sergeant Gaul recognized a male subject at the corner of Pacheco Blvd. and Howe Rd. He had prior knowledge the subject was wanted for a $5,000.00 misdemeanor arrest warrant for obstructing a police officer and petty theft. The subject was cite released from the scene.

• Officers were dispatched to a residence in the 5500 block of Thatcher Dr. for a suspicious circumstance. An off-duty officer observed a male adult exit the side yard and saw him get picked up by a subject who was waiting nearby in a vehicle.Officers could not locate the vehicle and the homeowner said she did not see anyone in her yard. Later in the day, Officer Winslett responded to a nearby residence on Thatcher Dr. for a burglary. The victim reported his father’s small safe was pried open and two handguns stolen. Drawers were also accessed and miscellaneous jewelry, as well as documents, were stolen. The suspect’s point-of-entry was through a rear window that was forced open.

• Officer Breinig and Officer Vasquez responded to the 100 block of Appalachian Dr. for a report of several young males entering a vacant house. The officers arrived and contacted four juveniles and one 18-year old adult. Officers entered the residence and found a significant amount of damage inside. It appeared as though the subjects had made entry through a rear window and were using the house to have a party. The walls were spray painted and the dry wall had been damaged. Officer Vasquez arrested the 18-year old for 460 PC (Burglary) and 594(a) (3) PC Vandalism. Sergeant Salamid later contacted a juvenile at the Martinez Police Department for suspicion of vandalism at this location. The 18-year old was booked into MDF and the incident will be forwarded to the Contra Costa District Attorney as well as the Juvenile Probation Department.

• Officer Brinser contacted a male subject near 3334 Alhambra Ave. (Safeway). The male was displaying pronounced signs of alcohol intoxication and was on active probation in Contra Costa County for public drunkenness. Officer Brinser subsequently arrested the male for 647(f) PC (Public Intoxication) and he was booked into MDF.

• Officer Brinser was on patrol when he contacted a male subject laying on the sidewalk in the 1900 block of Alhambra Ave. The subject was displaying pronounced signs of alcohol intoxication resulting in his arrest for Public Intoxication. He was booked into MDF.

• Sergeant Salamid was on foot patrol in the area of Ferry St. and Escobar St. when he and Officer Tozier contacted a male subject in the parking area of the Marina Market. The subject is on active probation in Contra Costa County for a narcotics violation. Officer Tozier conducted a search of the male and located .5 grams of Methamphetamine in his left pants pocket. The subject was arrested for Possess Controlled Substance. He was transported to the Martinez Police Department and later released.

• Officer Breinig responded to a residence in the 1200 block of Bush Street for a report of a father/son physical fight. Earlier in the evening, officers responded to that location, but the son left prior to our arrival. Officer Breinig contacted the son on the street in front of the residence and found that he was displaying pronounced signs of alcohol intoxication; he was arrested for Public Intoxication and booked into MDF.

• Officer Ramos, Officer Vasquez, and Sergeant Salamid responded to an apartment at 486 Morello Ave. for the report of a stabbing. Officers arrived and located a male subject in his apartment with an apparent self-inflicted knife wound to his right wrist. The male appeared to be intoxicated and it was learned that he suffers from depression. While being loaded in the ambulance, he became combative with medical personnel. Officers struggled with him and after the use of a Taser, he was ultimately placed into soft restraints. The subject was transported to Contra Costa Regional Medical Center (CCRMC) for a mental health evaluation.

• Officer Montano responded to the 900 block of Willow St. for an auto burglary that occurred during the night. The point-of-entry was a window smash and the loss from theft was clothing left in the car.

• Sergeant Gaul contacted several subjects in a vehicle parked in the 800 block of Arnold Dr. One of the subjects was wanted for an outstanding felony, no bail warrant out of San Jose for identity theft violations. He was booked MDF.

• Officers were dispatched to the marina for a person who drove her car into the water near the C and D docks. The driver was attempting to further drive into the water and refused the officers demands to exit the vehicle. Friends on scene stated she intentionally drove into the water to kill herself. A window had to be broken and she was forcibly removed from the vehicle. She was not injured, but was transported to CCRMC for a mental health evaluation.

• Sergeant Gaul recognized a subject driving in the 2300 block of Pacheco Blvd. as a wanted parolee- at-large. The suspect was stopped and taken into custody for booking at MDF.

• Officers were dispatched to Walmart for a shoplifting that just occurred. The male suspect left the store in a vehicle, but was located several blocks away. Walmart did not wish prosecution and only wanted the merchandise back. However, the subject was in possession of heroin, which resulted in his arrest.

• Officer Tozier was dispatched to the area of the 600 block of F Street for a report of a man down. Officer Tozier arrived and contacted the subject, who was displaying pronounced signs of alcohol intoxication, which resulted in his arrest for 647(f) PC. (Public Intoxication); he was booked into MDF.

• Officers Vasquez and Ramos, along with Sergeant Salamid, responded to the area of Pacheco Blvd. at the intersection of Arnold Dr. for a report of a vehicle collision involving a bicycle. The rider of the bicycle was riding north of Arnold Dr. towards Pacheco Blvd. She failed to stop at the stop sign at Arnold Dr. and Pacheco Blvd. and proceeded into the intersection getting struck by a vehicle traveling westbound. The cyclist was transported to the John Muir Walnut Creek Medical Center with broken ribs and a lacerated liver. She is in stable condition with non-life threatening injuries. The preliminary investigation and witness statements indicate the cyclist was at fault for not stopping at the stop sign.

• Officer Tozier was on patrol and contacted several subjects sitting in a vehicle in the 2200 block of North Crest Ave. Officer Tozier noted one of the subjects was displaying symptoms of drug intoxication and after conducting a drug intoxication exam, he arrested the subject for 11550(a) H&S (Under Influence of Controlled Substance) and 113646 H&S (Possess Drug Paraphernalia).

• Sergeant Salamid was on patrol in the 4000 block of Alhambra Ave. when he saw two subjects sitting in a vehicle parked in the car wash stall of 4030 Alhambra Ave. (7 Flags Car Wash). Sergeant Salamid contacted the subjects and learned the driver had ano bail misdemeanor warrant for his arrest. During a search of the vehicle, Sgt. Salamid located a glass methamphetamine pipe; the subject was booked into MDF.

• While conducting an investigation, Officer Sanders was at the Contra Costa Regional Medical Center ER when he saw a female subject he knew from prior police contact. He was aware that the subject had a no bail felony warrant for her arrest. Officer Sanders arrested the female for the warrant and booked her into MDF.

• Officers were dispatched to a residence in the 1500 block of Rolling Hill Way for the report of an unknown subject at the front door refusing to leave. Officers contacted a male subject who was extremely intoxicated and took him into custody for public intoxication.

• Corporal Mayberry contacted several subjects in a vehicle in the 800 block of Arnold Dr. and arrested a female for possessing .25 grams of meth. She was cite released from the scene. He also arrested a male for a $45,000.00 misdemeanor warrant for drug possession out of Napa County. The male was booked MDF.

• Corporal Mayberry stopped a vehicle on Highway 680 near Marina Vista. He contacted an occupant who was found to have a $5,000.00 misdemeanor warrant for drug possession out of Santa Clara County. The arrestee was booked into MDF.

• Officer Russell contacted an intoxicated male subject at the bus stop on Alhambra Ave. and F St. While contacting the individual, Safeway called dispatch and advised the subject was throwing food inside the store earlier. He was arrested for public intoxication and booked into MDF.

• Officers were dispatched to a “Red Tagged” house in the 100 block of Morello Heights Cir. for a Martinez Municipal Code (MMC) violation. One of the subjects left the area in a vehicle, but was located and contacted by Sergeant Gaul. The subject said he only dropped off the homeowner; however, he was arrested for multiple driver’s license suspensions for DUI. He was cite released from the scene.

• Officer Leong responded to the HOA at 363 Willow Creek Ln. for the report of suspicious subjects with property in a shopping cart. He located a male subject who was in possession of a generator that was stolen earlier from Home Depot. He was arrested for possession of stolen property, possession of heroin, and a probation violation; he was booked into MDF.

• Officers responded to Rankin Park for a possible overdose on the trail behind the park. Officers located a deceased over a mile into EBRP property. There were no obvious signs of foul play and drug paraphernalia was found around the body. East Bay Regional Park Police responded and took control of the scene.

• Officer Leong was driving through the Walmart parking lot when he located an unoccupied stolen car. The car, 1992 Honda, had been reported stolen to CHP. The registered owner responded and took possession of the car.

• Officer Leong was dispatched to Amtrak for a subject who had spit on an employee. Upon arrival, he contacted a male subject and arrested him for battery; he was booked into MDF.

• Officer Poertner was dispatched to a “Red Tagged” residence in the 100 block of Morello Heights Dr. for the homeowner being inside the house. Officer Poertner arrested the homeowner and booked her into MDF for Municipal Code violation.

• Officer Brinser contacted a male subject in the 700 block of Main Street. The subject had a felony warrant for his arrest resulting in him being incarcerated in MDF.

• Officer Leong was on patrol when he observed a car driving on the railroad tracks near Ferry Street. The car became disabled near Amtrak and the investigation revealed the driver was operating the vehicle while under the influence. The driver was arrested.

• Officer Breinig was dispatched to a domestic disturbance. He contacted the male who had a domestic violence restraining order that prevented him from being at the residence. He was arrested and booked into MDF.

• An individual was sitting in his vehicle in front of the CCRMC on Alhambra Ave. His vehicle was hit by a car traveling on Alhambra Ave. and the driver of the vehicle continued on without stopping. The victim followed the suspect and they stopped at 3206 Alhambra Ave. (Launderland parking lot). The suspect of the hit and run was uncooperative when Officer Estanol arrived on scene. The victim placed the suspect under citizen’s arrest for the hit and run. The suspect was arrested and found to be in possession of an illegal concealed knife. The suspect was booked into County Jail for felony, possession of a concealed knife (dirk or dagger) and misdemeanor hit and run. Fortunately, no one was injured during the incident.

• Officers Brinser and Lekse were dispatched to Amtrak for a subject playing chicken with a train while on the railroad tracks. They contacted a male subject who became combative with the officers. The officers were eventually able to subdue the suspect resulting in his detention for a mental health evaluation per W&I 5150.

• Officer Breinig was dispatched to an alarm at 411 Ferry Street and discovered that someone smashed a window to gain entry into the business. No suspect was located at the scene and the business owner responded. It was determined that $80.00 in cash was stolen by the unknown suspect.

• Officers responded to 555 Escobar St. (County Clerk’s Office) for a report of a female acting chaotically in the lobby and was asked to leave by staff. As the female walked away, she threw a black plastic bag into Alhambra Creek. She was stopped by officers and refused to identify herself, became uncooperative, and resisted arrest. She was taken into custody and the investigation revealed that the bag she was carrying was tagged with an airline label to a different person. The suspect was identified, booked into MDF for the Possession of Stolen Property, Littering on Waters/Shore, Obstructing a Peace Officer, and a Probation Violation.

• A suspect known to our officers stole a bottle of wine from Walgreen’s (3655 Alhambra Avenue) and walked out of the store after being asked to stop by their staff. He was located in the area by officers with the stolen wine and the store placed him under a citizen’s arrest. An MPD municipal trespass form was also signed against the subject to keep him from re-entering Walgreen’s. He was booked into County Jail.

• Officer Vasquez was on patrol in the area of Pacheco Blvd. near Camino Del Sol Drive when he observed an adult male subject sitting in a parked car smoking from what appeared to be a glass pipe. The car was parked in the parking area of 4011 Pacheco Blvd (7-11). Officer Vasquez contacted the subject and located 2.5 grams of suspected Heroin. The suspect was arrested for 11350(a) H&S (Possess Controlled Substance) and transported him to MPD where he was booked and released.

• Officer Ramos was on patrol in the area of Almond Dr. and Sante Fe Ave. when he keenly observed an adult female hiding in some nearby bushes. This suspicious behavior led to Officer Ramos learning that the subject had an out of state felony warrant for her arrest from San Antonio, Texas. Officer Ramos arrested the female and booked her into MDF for the extraditable warrant.

• Officer Brinser responded to the area of Castro Street and Masonic Street for a report of a male subject yelling in the street. An adult male subject, who was displaying signs of alcohol intoxication, was contacted resulting in his arrest for 647(f) PC (Public Intoxication); he was booked into MDF.

• Officer Vasquez conducted a traffic stop in the 3800 block of Alhambra Ave. He contacted the driver and two male passengers. Two of the subjects in the car were on active probation in Contra Costa County for narcotic related offenses. During the contact, Officer Vasquez determined all three subjects were displaying signs of methamphetamine intoxication. One of the subjects was also found to be in possession of 3.5 grams of Methamphetamine. All three were arrested for a variety of charges related to being under the influence of narcotics as well as the possession of drugs.

• Officers were dispatched to the report of a 61-year old female that was seen walking north on Ferry St. at the railroad tracks. Cars were stopped for a westbound approaching train. The crossing arms, lights, and warning sounds were activated. The female walked past the crossing arms and into the side of the moving train. She sustained severe injuries and was transported to the hospital. Based on the initial investigation, it did not appear to be a suicide attempt.

• Officer Lekse was dispatched to Arnold and Morello for a hit and run accident involving a pedestrian. The victim was attempting to cross Arnold Dr. when he was struck by a white pickup truck. The driver of the truck fled westbound on Arnold Dr. and the victim sustained minor injuries; the victim refused medical treatment.

• MPD was contacted regarding an auto burglary. The victim had his company electrical van (2012 Ford) parked in his driveway in the 2000 block of Rainier Drive. An unknown suspect pried the door locks to gain access and also damaged the ignition. The suspect stole tools from the van and it appeared they attempted to also start the van.

• MPD responded to a residence in the 2100 block of Trinity Pl. for the report of a stolen vehicle. The victim learned that the vehicle’s GPS was disconnected after it was stolen. The vehicle was a white and green 2013 Ford van. No suspect or witness leads at this time.

• At 1146 hours, Officer Voyvodich saw a person known to him riding a bike in the 4000 block area of Alhambra Ave. Officer Voyvodich knew the subject had a warrant for his arrest. The subject saw Officer Voyvodich and tried to hide near the creek behind a local business. He was located, arrested, and booked into County Jail without any further incident.

• MPD responded to a residence in the 700 block of Brooksview Dr. for the report of a residential burglary with a trailer stolen sometime during the evening. The house is unoccupied and under renovations. Unknown suspect(s) made entry into the residence and took tools. They also removed a trailer parked on the property. A witness saw the suspects leave with trailer at about 4:17 a.m. – the investigation is going.

• Officers responded to the report of a suspect that entered a business in the 500 block of Center Ave. and stole a tip jar. The male fled and was chased by an employee. The suspect hit the employee on the face and fled in a white sedan, where two other unknown suspects were waiting.

• Officer Vasquez conducted a traffic stop in the 1000 block of Arnold Dr. and learned that the driver of the vehicle was on active misdemeanor probation in Contra Costa County with a search clause. Officer Vasquez conducted a search of the female and located 2.8 grams of Methamphetamine. She was transported to the Martinez Police Department where she was booked and later released.

• Sergeant Salamid was on patrol in the 800 block of Arnold Dr. and while driving behind unit 827, he observed suspicious activity of a male subject standing near a vehicle, with a woman sitting in a parked car next to him. He contacted them and found both to be on probation with search clauses. In speaking with the female, she was noted to have quick and rapid speech. He conducted a search of the vehicle and located a medicine bottle containing 9 grams of Methamphetamine. Sgt. Salamid conducted a drug intoxication exam on the female and subsequently arrested her for several narcotics related violation to include the possession of drugs and being under the influence. A search of her vehicle also revealed several checks that appeared to have been stolen. The suspect was booked into MDF and the probation compliance search of the male did not lead to the recovery of any contraband.

• Sergeant Gaul contacted a known male subject at the intersection of Palm Ave. and Monterey Ave. He knew the subject to be on probation for various drug and theft violations. A search of the subject revealed he was in possession of heroin and drug paraphernalia.

• Officer Sanders contacted a male subject in the 3900 block of Alhambra Ave. and found he had an outstanding warrant for his arrest resulting in his incarceration into MDF.

• A subject came into the MPD demanding his property that he abandoned in the lobby the day before. He was irate, would not calm down, and officers responded to assist the front desk personnel. The subject was arrested for noise disturbance. A search of the subject after his arrest revealed a small bag of suspected methamphetamine and a lock pick set. The subject was booked into County Jail.

• Officer Leong responded to Nu Rays lounge for a 911 call that was disconnected by the caller. It was found that the bartender was requested to call the police by a male subject because he had been in a physical altercation. Officer Leong contacted the victim who stated he was battered by his former boss as he referred to the male subject in a derogatory sexual term, prior to hitting him. The subject wanted to place his former boss under arrest. Officer Leong contacted the former boss and arrested him for battery and hate crime. He was booked into County Jail.

• Officer Voyvodich located a truck (Ford F250) on Elm St. and Scenic Ave. He attempted a traffic stop and the truck fled towards the downtown area. A pursuit was not initiated at the time although MPD units circulated the area for the truck. MPD received two phone calls from citizens stating the vehicle was driving reckless at Amtrak; a follow up search resulted in the vehicle being abandoned in the parking lot at the corner of Escobar St. and Alhambra Ave. The vehicle was found to have been reported stolen out of Fremont.

• Officer Breinig was dispatched to the 600 block of Bertola St. for a collision and the driver was founddriving while intoxicated, resulting in his arrest. It was later determined that the driver hit three parked cars. When Officer Breinig was placing the male in the holding cell and removing his property, the suspect grabbed Officer Breinig’s arm resulting in a struggle. During the struggle, Officer Breinig used a controlled wrist grab to gain a position of advantage and freed himself from the suspect’s grasp. Ultimately, the officer was able to gain control of the combative suspect and was booked into MDF.

• Ofc. Carney contacted a person known to him in a vehicle at the Bocce Ball Courts. A probation search revealed in controlled substances for sales, drug paraphernalia, and possession of burglary tools. The male was arrested and booked at the station.

• Officers resonded to the report of a suspect that ran into Starbuck’s (Arnold Dr.) grabbed a customer’s laptop, ran out, then fled in a silver sedan. The area was searched and the suspect was not located.

• Officer Ramos responded to 2500 Alhambra Ave. (CCRMC) for a report of a stolen vehicle. The car, a silver 2000 Honda Civic, was taken sometime during the night. There was no suspect information developed.

• Officer Sanders responded to the report of a shattered front window in the 700 block of Main St. (Barrelista). There were no signs of entry. There is no suspect information and efforts to contact the business owner were unsuccessful.

• Officer Buda located a stolen 2015 Nissan Rogue traveling inbound Pacheco Blvd. from Howe Rd. A high-risk stop was conducted on the vehicle resulting in an arrest for vehicle theft and violating probation. The suspect was booked into MDF.

• Officers were dispatched to the 1100 block of Ferry St. for an intoxicated subject with his pants down and trying to get into one of the apartments. The suspect was located, arrested for public intoxication, and booked into MDF by Officer Brinser.

• Officer Montano conducted a traffic stop in the 4000 block of Pacheco Blvd. She found that both the driver and passenger are on active probation in Contra Costa County. Officer Montano searched the passenger and located 112.4 grams of Methamphetamine resulting in an arrest for 11378 H&S (Possess Controlled Substance for Sale) and 1203.2 PC (Probation Violation). The suspect was booked into MDF without incident.

• Officer Buda responded to the John Muir Inn for a stolen vehicle report. A 2006 Ford Econoline van was stolen during the nighttime hours. The victim left a 9mm Beretta pistol behind the driver’s seat. There are no suspect leads.

• Officer Montano initiated a pedestrian stop at the intersection of Pacheco Blvd. and Bush St. She contacted a male subject and found him to be in possession of .50 grams of methamphetamine and a pipe. He was cite released.

• Officers responded to the 900 block of Walnut St. for a restraining order violation. The suspect was driving past the victim’s house numerous times. He was contacted a block away and arrested. He was booked into MDF by Officer Russell.

• Officer Montano initiated an enforcement stop of a vehicle on Pacheco Blvd. and Arthur Rd. She contacted a subject and found he was in possession of 1.0 gram of cocaine. He was cite released.

• Sergeant Gaul observed a subject riding his bicycle in the 2000 block of Pacheco Blvd. He had prior knowledge the subject was wanted for a $25,000.00 misdemeanor warrant for drug intoxication. He searched the subject incident to arrest and located 1.0 gram of methamphetamine and a pipe. He was booked into MDF.

• Sergeant Gaul responded to the 100 block of Arana Dr. for a report of a stolen vehicle. During the subsequent investigation, Sergeant Gaul discovered evidence that a subject we’ve had contacts with recently had been the one who stole the car. At approximately 2128 hours, Ofc. Sanders located the car in the 800 block of Escobar St. The vehicle was occupied by the known subject. Sgt. Gaul arrested him for 10851(a) CVC. He was booked into MDF.

• Officers responded to the 3500 block of Pine St. for a report of a domestic argument. Officers arrived and contacted the two subjects. The male is on active CDC parole for burglary. Officers determined no domestic violence occurred, but a parole search of the residence revealed approx.. 2 grams of Methamphetamine. The male subject was arrested by Ofc. Tozier for 11377(a) H&S (Possession of controlled substance) and after being booked at MDF, he was released.

• Sergeant Muncher responded to the 4800 block of Phylis Tr. for a report of a car fire. Officers arrived and found the car completely engulfed in flames which had spread to the residence. Contra Costa County Consolidated Fire arrived and extinguished the fire. There were no injuries and a preliminary investigation at this time by arson investigators determined the fire was as a result of electrical malfunction.

• Officers were dispatched to Freda Court for a burglary in progress. An off-duty Berkeley officer caught a subject in his garage. He was detained by the officer

and neighbors. He was found to be in possession of .50 grams of meth. The subject is currently on parole for burglary and was placed on a parole hold attempted burglary. He was booked into MDF by Officer Russell.

• Sergeant Gaul was on foot patrol at Amtrak. He observed a male subject in possession of an open container in front of the station. He was also in possession of a methamphetamine, resulting in his arrest.

• Officer Lincoln observed a male subject walking in the middle of the roadway of Center Ave. in the 1900 block. The subject was contacted and arrested for a $2,500.00 misdemeanor warrant for theft. He was booked into MDF.

• Officer Montano responded to the 800 block of Lafayette St. for a vehicle burglary. The victim’s locked vehicle was forced into during the early morning hours. The unknown suspect(s) took a backpack containing a computer, clothing, and miscellaneous personal items.

• Officer Carney responded to the 800 block of Lafayette St. for a vehicle burglary. The victim’s locked vehicle was forced into between 0100 and 0800 hours. The unknown suspect(s) took glasses and personal items from the vehicle.

• Officer Montano contacted a subject at Valley Convenient Mart. The subject was found to be in possession of a controlled substance. She was arrested and cite released.

• MPD Officers responded to a 911 call from a residence in the 2000 block of Rainier Drive. The reporting party stated a distraught male had discharged a rifle inside the residence. Officers arrived and escorted the reporting party to a safe area. Ofc. Ramos, Ofc. Vasquez, Ofc. Breinig and Sgt. Salamid entered the residence and contacted a male subject in a rear bedroom. The firearm, a .22 cal rifle was located in a separate bedroom. One .22 cal bullet had been fired in the ceiling of the master bedroom. The firearm was confiscated per 8102 W&I and the male was transported to CCRMC per 5150 W&I.

• Officers Breinig and Tozier responded to a residence in the 1900 block of Nicolette Court regarding an unknown male subject shaking the front door handle. The male was found to be intoxicated, resulted in his arrest.

• Officer Vasquez conducted a traffic stop in the 1400 block of Center Ave. and could smell the strong odor of Marijuana in the vehicle. He also saw Marijuana in plain view. A search of the vehicle resulted in the seizure of four baggies of Cocaine. The driver of the vehicle was arrested for 11351 H&S (Possess Controlled Substance for Sale). He was booked and released from MPD.

• Officers Ramos and Vasquez responded to an apartment in Eastgate Ln. for a report of a subject banging on a door. Officers arrived and contacted a male subject in front of the residence. The subject was arrested for 647(f) PC (Public Intoxication).

• Sergeant Gaul observed a subject standing in the Bocce ball parking lot. He had prior knowledge the subject was wanted for a $5,000.00 misdemeanor warrant for drug violations. He was arrested and booked into MDF.

• Detective Williamson contacted a subject in the 200 block of Hidden Creek Court and found him to be in possession of drugs. He was arrested for 11377 HS (Possession of a controlled substance).

• Sergeant Salamid was on patrol in the area of Pacheco Blvd. and Arthur Rd. He attempted to conduct a traffic stop of a vehicle in the area of Arthur Rd. and I-680. (The vehicle belongs to a subject whose daughter has a felony warrant for her arrest.)

The vehicle took the on ramp northbound on I-680 and failed to stop at the red light and siren resulting in a pursuit of the vehicle. The vehicle proceeded across the Benicia/Martinez Bridge to Columbus Parkway where the driver foot balled from the car behind a Vallejo Fire Station. Sergeant Salamid and Vallejo units cornered the vehicle in the parking area of the fire station. California Highway Patrol Air unit followed the suspect via infrared as he ran from the scene. CHP directed MPD K9 unit, Officer Breinig and Vallejo PD units to where the suspect ran. The suspect hid in dense foliage area near the fire station and refused demands to surrender. Officer Breinig deployed his K9 partner who apprehended the suspect. Vallejo PD units were able to detain the suspect. He was released pending charges of 2800.4 CVC (Felony Evasion), 11375(b)(2) H&S, (Possession of Xanax), 148(a) PC (Resist/Obstruct Officer), 23152(a) CVC (Driving under the Influence).

• Officers responded to Parkway Drive and Bensen Court for a report of a vehicle collision rollover. Officers arrived and found a 2009 Ford Escape was overturned and blocking the street. The unknown driver fled the area on foot. The Ford Escape collided with another parked car on the street. The investigation is continuing.

• Officers Sanders and Tozier responded to a report of theft from Nob Hill Foods. While en-route, Officer Tozier located the suspect vehicle which had fled the scene in the area of Morello Ave. and Rolling Hill Way. Officer Tozier conducted a traffic stop of the

vehicle and subsequently detained the three people. The driver was on active parole and the passenger had a misdemeanor warrant for her arrest. One of the passengers was identified by the store manager as the one responsible for the theft and was arrested for 484 PC (Petty Theft) and later released from the Martinez Police Department. The other passenger was arrested for the warrant and booked into MDF. The driver was released from the scene.

• Corporal Mayberry observed a subject smoking at Amtrak. The subject has been issued a trespass notice at this location. He began to run away when ordered by Mayberry to stop. He was arrested for the Municipal Code violation and resisting/obstructing an officer. He was booked into MDF.

• Sergeant Gaul located an unoccupied stolen vehicle in the 200 block of Vista Way. The 2017 Hyundai Elantra was reported stolen to Richmond PD. Sergeant

Gaul was surveilling the stolen vehicle when he observed a known subject walk by whom he knew was wanted for a warrant for drug violations. Officer Montano contacted him and booked him into MDF.

• Officer Poertner was dispatched to 522 Center Ave. for a “man down.” He contacted the subject, found him to be extremely intoxicated, resulting in his arrest for public intoxication. The subject was booked into MDF.

• An MPD Officer was dispatched to the 3900 block of Alhambra Ave. for the report of a male subject in hospital clothing walking in and out of traffic. The Officer located the subject and while approaching him, the subject ran into heavy traffic. The Officer followed the subject and caught up to him in front of the post office. The subject suddenly turned and struck the Officer in the face twice. The suspect was taken into custody for the violent and unprovoked assault on the Officer. The suspect was arrested for the felony assault and battery. The Officer suffered a fractured/broken nose and contusions.

• Officer Brinser was dispatched to a domestic battery. The victim stated her husband punched her in the mouth while she was picking up her son from his residence. Officer Brinser responded to the husband’s residence where he was arrested and booked into MDF.

• Officer Ramos conducted a traffic stop in the 3900 block of Alhambra Ave. The male passenger was on probation with a search clause. A search of his person revealed a controlled substance. He was arrested and cited at the scene.

• Officers responded to the marina for a report of a vehicle fire. They contacted a female in the area who admitted to driving the vehicle and setting it on fire. The vehicle, a black VW Jetta that was reported stolen out of Concord. A Consolidated Fire Arson Investigator also responded to the scene. The female was arrested and booked into County Jail by Officer Voyvodich.

• Officer Breinig was dispatched to Henrietta and Willow St. for a possible DUI collision. Officer Breinig contacted the female driver and arrested her for driving under the influence. She was booked into County Jail.

In one of the previous newsletters, we promised we would discuss the anatomy of a Call for Service (CFS). A CFS is the designation provided to any call that is directed to our dispatch center that requires police service.

When you call 911, use Text to 911, or call the non-emergency number (925-372-3440), the first person to greet you is a dispatcher. The dispatcher will ask a series of questions that focus on the who, what, when, and where, and will try to get descriptive information about the person or location you are calling about. The dispatcher will then input this information into our Computer Aided Dispatch (CAD) – a computer system that logs all calls and incidents that people call for allowing to track all of the incidents that police are requested to investigate, respond to, or follow up on.

Every call that comes into the police department requiring a police response is entered into the CAD and is prioritized. Calls that involve harm to people, such as assaults or traffic accidents, are prioritized first and those involving crimes in progress are prioritized second. For example, if we received two calls regarding a crime in progress and one call involves a person trespassing in a business, being uncooperative, and refusing to leave, while the other call involves a person that has broken into a home to commit a burglary, the burglary would be prioritized for police response first. The reason being is that the commission of a burglary is a felony and when a suspect enters a home, the potential danger to the residents, as well as the public, will be greater.

We often do have calls for crimes that have already occurred, such as a vehicle that on scene. These CFS’ are typically prioritized for response after crimes in progress are dealt with. Generally, all crimes in progress or CFS with a suspect on scene require two officers to respond for safety reasons and if we receive multiple calls for different crimes in different parts of the city, it can tie up officers for extended periods of time, delaying their response to lesser priority calls. We realize and apologize that this can be frustrating as it also takes a while for us to get to the destination, but as with every other organization, we are always balancing priorities, resources, and the many needs of the community. If you call and get an extended delay for a response or have questions, you can always call dispatch and ask for a Watch Commander to give you a call back to answer your questions.

For non-emergency calls, please contact dispatch at (925) 372-3440. I also would recommend that you place this number in your contacts list to save time looking up the number when you may need it to report a non-emergency issue.

Lastly, I wanted to highlight that we are now offering Text to 9-1-1 services. Text-to-9-1-1 is primarily for use in specific emergency situations:

• For an individual who is speech, or hearing impaired

• In the event of a crime such as a home invasion where speaking might give away the location of a person hiding, or in an abduction situation; or

• In a domestic violence situation where it is not safe to make a voice call.

When determining whether to make a voice call or to send a text, keep the following in mind as the above list is not all inclusive:

• Callers should text 9-1-1 only when calling is NOT an option.

• Texting is not always instantaneous, which means there may be a delay in the text being received by dispatch. This could cause a delay for emergency response.

• Location information is not always reliable when using Text-to-9-1-1.

• A text data plan is required to place a Text-to-9-1-1.

• It is not safe to text and drive.

How to text 911 in an emergency:

• Enter the number 911 in the “To” field.

• The first text message to 911 should contain the location of the emergency and what the emergency is if possible.

• Keep messages brief and concise.

• Do not use abbreviations or slang, as this could lead to misunderstandings.

• Answer the questions the dispatcher is asking as quickly and concisely as possible.

You will receive a “bounce-back” message if you are out of jurisdiction or your text does not go through (FCC requirement of cellular providers.) The bounce-back message will also advise you to make a voice call.

This technology has been tested with the four major cellular providers AT&T, Sprint, T-Mobile, and Verizon; MPD personnel has received training on how to utilize this new system to better serve our community in times of an emergency.

Now, here are some highlights of recent activity since the last newsletter:

• A burglary at the Hot Dog Depot occurred sometime overnight. A delivery driver showed up that morning and saw a window smashed and the interior ransacked. Owners responded and it is unknown what was taken. The investigation is continuing.

• Officers responded to the 3800 block of Vista Oaks Drive to investigate a report of an unresponsive female located by her boyfriend. Based on the initial investigation, it appeared the female committed suicide. The Coroner responded and took possession of the decadent.

• Officer Montano made a traffic stop at West Shell Avenue and Walnut Street. She contacted the driver who was on probation. During a search of his car, he was found in possession of a controlled substance. The subject was arrested and cited at the scene.

• Officers responded to an injury accident on Marina Vista near I-680. The subject rode his motorcycle east on Marina Vista as a subject driving a company pickup truck was going west. The truck driver decided to make a u-turn over solid double yellow lines and turned left in front of the motorcycle. The motorcycle’s driver was unable to stop in time and contacted the passenger side of the truck. The motorcycle driver sustained major injuries and was transported to John Muir Hospital where he is in critical condition. The driver of the pickup was not injured.

• Officers responded to a robbery at WestAmerica Bank (590 Center Avenue). A white male suspect entered the bank wearing a gray hooded sweatshirt with the hood on. He presented a note to the clerk to give him the money and no one will get hurt. No weapon was seen nor was there any threat of a weapon. The clerk gave him money from her drawer and the suspect fled northeast toward the Cinema. Officers and detectives searched the area and the suspect was located in Burger King, seated at a booth, counting money. The subject matched the description and he was detained. The suspect was identified and admitted to the robbery. He was also wanted for parole violations. The suspect was arrested and booked into jail for robbery with enhancements.

• CHP was in pursuit of a tan Cadillac Escalade that terminated westbound Hwy-4 west of Morello. CHP advised that a black male wearing a black hoodie fled on foot toward Shadow Falls Drive. Sergeant Muncher saw a black male carrying a black hoodie running northbound on Willowcreek Lane and concealed himself in some bushes. Officer Poertner, with his K9 partner Logan, responded. Officer Poertner challenged the suspect in the bushes, but the suspect failed to come out. As a result, Logan was deployed and apprehended the suspect. The suspect was treated for a dog bite to his left bicep prior to being booked into jail.

• Officer Ramos was dispatched to the 100 block of Augustine Drive for a subject ringing the doorbell. While we were responding, the caller stated that the suspect was in the backyard. The suspect attempted to gain entry into the house via the garage door. The suspect fled prior to MPD units arrival.

• The security guard at 1320 Arnold Drive called about a suspicious Infiniti. The Infiniti had been reported stolen out of Concord. The car was recovered by Officer Ramos.

• Contra Costa Sheriff’s Office (CCSO) was in pursuit of a gold Honda Accord. They terminated the pursuit at Marina Vista and I-680 when the car went the wrong way on the freeway. The car was registered to a Martinez resident and was an unreported stolen car. Corporal Baillie contacted the owner and CCSO located the car unoccupied in Vine Hill Way. The car was recovered and released to the owner.

• Officers were dispatched to the 300 block of Ferry Street for the report of a subject throwing rocks at people. Corporal Mayberry contacted the subject and he was arrested for battery and booked into MDF.

• Officer Buda responded to the 500 block of Glacier Drive for a report of a stolen vehicle. The 1995 Honda Accord was stolen overnight.

• Sergeant Gaul responded to Marina Vista at I-680 for a stolen vehicle report. The 1995 Acura Integra was stolen yesterday. It was recovered and the owner was contacted.

• Officer Carney responded to the 1400 block of Arnold Drive for an auto burglary. A 2010 Nissan Murano and a 2017 Kia Sorento were burglarized. The loss was two laptops.

• Officers were dispatched to the area of Muir Road and Glacier Drive for a subject who was passed out behind the wheel. The subject was arrested for being under the influence of heroin, possession of heroin, and drug paraphernalia. He was booked into MDF by Corporal Mayberry. Officers were dispatched to Walmart for a shoplifter in custody. Officer Buda arrested the subject for theft and he was cite released.

Officers were dispatched to Safeway (3334 Alhambra Avenue) for a subject partially laying in the roadway. They contacted the subject and he was arrested for a $20,000 misdemeanor warrant out of San Diego S.O. for domestic violence and being drunk in public. He was booked into MDF by Officer Montano.

Corporal Poertner and Sergeant Gaul responded to Thomas Drive for a report of an intoxicated driver who collided with a fence. Officers arrived and contacted the subject. There was minor damage to the wall and her vehicle and she was showing pronounced signs of alcohol intoxication when she was contacted by the officers. Corporal Poertner conducted a driving under the influence investigation and subsequently arrested her for 23152(a) CVC, 23152(b) CVC (driving under the influence) and 20002 CVC (hit and run). She was later booked into MDF without incident.

Officer Montano responded to the area of Viking Drive and Odin Drive to assist Pleasant Hill Police Department (PHPD) with a stolen vehicle investigation. PHPD was investigating a stolen vehicle being driven by an unknown subject which had been involved in a vehicle collision. Two unknown subjects, an adult male and an adult female had fled the area on foot. While assisting, Officer Montano located two subjects matching the description of the two suspects in the area of Golf Club Road and Temple Drive. PHPD arrived and after conducting an in field line up, arrested the subjects for the stolen vehicle and the hit and run.

Officers responded to the area of Hiller Lane for the report of a stolen vehicle which just occurred. The victim left his 1986 Mercedes 560 warming up in front of his residence and an unknown subject drove off. Officer Lekse took the case.

Officer Lincoln contacted a male subject in front of Walmart. He was found to be in possession of 2 grams of heroin. He was cite released.

Corporal Mayberry stopped a vehicle in the 1200 block of Shell Avenue. He contacted a male subject from Antioch who is currently on probation with a search clause. He was found to be in possession of 1.0 grams of meth and drug paraphernalia. He was cite released.

Officer Sanders was dispatched to Holiday Hills Drive for a physical altercation between brothers. One brother reported that his brother hit him in the head with a metal object and fled towards Figtree Park. Officer Brinser located the suspect in the park and he was in possession of a hammer. He was arrested for assault with a deadly weapon and booked into MDF.

Officer Mihelich responded to Lindsey Drive for a stolen vehicle report. Security cameras captured the theft of the blue 1998 Honda Civic at approximately 0530 hours.

Officer Mihelich contacted the mother of a juvenile who learned her daughter may have been molested a year ago by a family friend. A case was taken and forwarded to investigations for further investigation.

A citizen called to report an unknown female removed mail from a mailbox then walked down Morello Heights Drive toward Morello Avenue. The female was located and had mail in her possession that did not belong to her. The mail recipients were located and the female, who used to live in the area, was arrested and booked into MDF by Officer Winslett for theft of mail and possession of stolen property.

Officer Brinser was dispatched to the 500 block of Richardson Street for a subject passed out on the stairs. He contacted a male subject and determined he was unable to care for himself due to intoxication. The male subject was transported to Contra Costa Regional Medical Center (CCCRMC) via American Medical Response (AMR.)

• Detectives responded to an apartment on Carquinez Scenic Dr. and arrested a male subject who was out of compliance in registering as a sex offender. The subject was booked into county jail.

• Dispatch was contacted by witnesses stating a male subject threw his six-month pregnant girlfriend on the ground at the marina. The female stated she was not injured. The male was ultimately arrested for felony domestic battery and booked into county jail.

• Corporal Poertner was on patrol in the 900 block of Las Juntas Street when he contacted a male subject that had a misdemeanor warrant for his arrest. Corporal Poertner cited and released the subject at the scene.

• Officer Ramos conducted a traffic stop in the 500 block of Center Avenue. He contacted the male driver who had a misdemeanor warrant for his arrest. Officer Ramos arrested the subject and booked him into MDF without incident.

• Corporal Poertner contacted a male subject in front of Rays Lounge (downtown). The subject had two warrants for his arrest. Corporal Poertner arrested the subject for the warrants and located 1.75 grams of methamphetamine in the subject’s wallet. The subject was booked into MDF without incident.

• Officers were dispatched to Hidden Creek Court for suspicious circumstances. Corporal Mayberry contacted a subject in front of the residence. He was wanted for 3 misdemeanor warrants. $40,000 for weapons and $30,000 for traffic. The subject fled the area on foot, but was apprehended in the perimeter. He was booked for the warrants and 148PC (Obstructing a public officer).

• Officer Buda responded to the 5300 block of Likins Avenue for a burglary. The point of entry was the back door and loss was a rifle and handgun.

• Officers responded to the 600 block of Alhambra Lane for an intoxicated subject harassing neighbors. They contacted the subject and she was arrested for public intoxication and violating a domestic violence restraining order. She was booked into MDF by Officer Buda.

• Sergeant Salamid was on foot patrol in the 700 block of Ward Street when he saw a subject walking south of Ferry Street. A warrant check revealed the subject had a misdemeanor warrant for his arrest. Sergeant Salamid subsequently arrested the subject and booked him into the MDF.

• Detective Williamson responded to Diablo Court for a stolen vehicle report. Security cameras captured the theft of the 1997 Honda Accord at 0600 hours.

• Officer Lekse observed a subject walking in the Nob Hill Shopping Center. He knew the subject is on probation and searched him. He was found to be in possession of .50 grams of meth and burglary tools. He was arrested for the probation violation and booked into MDF.

• Corporal Mayberry observed a subject at Safeway in the 3300 block of Alhambra Avenue that he previously issued a trespass notice to. As a result, the subject was arrested and booked into MDF.

• Officers were dispatched to the area of Arnold Drive and Morello Avenue for a subject possibly burglarizing vehicles. Corporal Poertner contacted the subject and found him to be in possession of stolen property from Rite Aide. He was booked into MDF for theft and violating probation.

• A resident came to the PD and stated that known subjects to him posted a YouTube video giving out his religious identity, home address, and phone number. The video tells people to go after him. The case is being investigated.

• Officer Baillie was dispatched to the 4100 block of Alhambra Avenue for a suspicious person. Upon arrival he contacted two subjects. One subject was arrested for misappropriation of found property and the other was arrested for possession of a dagger.

• Officer Montano was dispatched to a roll-over accident in the 1200 block of Escobar Street. The driver was transported to the hospital with minor injuries.

• Officers responded to a residence in the 700 block of Skyline Drive on a report of a deceased 60-year-old female inside. A coroner’s case was taken.

• Officers responded to Fountainhead Drive on a report of two stolen vehicles left in the complex. Both vehicles were recovered.

• Officer Voyvodich attempted to stop a motorcycle northbound on Pacheco Boulevard near Shell Avenue. The motorcycle sped up and did not yield. The operator was unable to navigate the “S” turn on Pacheco Boulevard at Willow Street and crashed onto the sidewalk. He then fled the area on foot and was located by Officer Voyvodich on Susana Street at Court Street. The male suspect was not injured. He was arrested and released from the station for fleeing an officer and driving on a suspended license.

• Officer Breinig was dispatched to the 1000 block of Willow Street for a female causing a disturbance. He determined the female was unable to care for herself due to intoxication. She was arrested and booked into MDF.

• Sergeant Busciglio stopped a vehicle in the Safeway parking lot (3334 Alhambra Avenue). The driver was arrested for warrants out of Contra Costa, Solano, Napa, and San Francisco counties. Incident to arrest, a search of the vehicle revealed a checkbook, credit cards, and copies of identifications; none of which belonged to the arrested driver. The driver was booked into county jail for the warrants. The checks and identity theft crimes are under investigation.

• MPD Officers were dispatched to the area of Marina Vista and Richardson Street for several shots fired. Officer Breinig located several .40 caliber shell casings at that location. There were two males that fled the area shortly after the shooting stopped, but it was unknown if one or both were the shooter. Officers checked the area and did not locate any people injured, structures or vehicles damaged.

• Officer Breinig was dispatched to the 500 block of Shell Avenue for a hit and run accident. Shell security reported that a vehicle struck the building and fled the area. The responsible vehicle was located and found unoccupied across the street off of Moccoco Road. The vehicle owner was contacted and it was learned that the vehicle had been stolen from his residence in Pleasant Hill.

• Officers Mihelich, Buda, and Carney were dispatched to a residence in the 300 block of Kingston Avenue on a report of a residential burglary that had been interrupted by the homeowner. The male suspect fled and was being followed by the reporting party and was stopped at Pine Street/Douglas Drive. The subject then tried to get into a small bathroom window, but could not fit. Officer Mihelich arrested the male subject for Attempt Burglary, Possession of Burglary Tools, and Probation Violation. He was booked into MDF.

• Officer Ramos conducted a traffic stop on Morello Avenue near Arnold Drive. He attempted to contact the driver when the driver sped away from Officer Ramos at a high rate of speed. Officer Ramos pursued the vehicle, a green Volkswagen Jetta, east on SR4 toward Concord. Officer Ramos discontinued the pursuit for safety reasons.

• Detectives Williamson and Espinoza conducted a traffic stop of a vehicle on SR4 near Pacheco Boulevard. During the stop, the driver threw an object out the window. The item was later discovered to be a firearm. Detectives contacted the male driver and arrested him for 29800(a)(1) PC (Felon in Possession of a Firearm). He was booked into MDF. Gun Recovered:

• Officer Montano contacted a male subject in the area of Alhambra Way and Muir Station. The subject was on active misdemeanor probation with a search clause. Officer Montano searched the subject and located .8 grams of Methamphetamine, cited and released the subject at the scene.

• Officer Montano conducted a traffic stop in the 1000 block of Arnold Drive. She contacted the male driver, whose driver license was suspended per 133532 CVC (Excessive Blood Alcohol). Officer Montano cited and released the subject at the scene for 14601.2(a) CVC. (Drive with Suspended License).

• Corporal Mayberry contacted a male subject at the Transit Hub. The subject was found to be in possession of 2.0 grams of meth. He was cite released.

• Officer Lekse contacted a female subject in the parking lot of Jack-in-the-Box. She was arrested and booked into MDF for a $15,000 misdemeanor warrant for drug intoxication.

• Corporal Mayberry observed a male subject walking in the area of Howe Road and Vista Way. Corporal Mayberry knew the subject was wanted for three misdemeanor warrants: $50,000 for DV and two at $50,000 each for drug charges. Corporal Mayberry attempted to contact the subject, but he fled down onto the railroad tracks. A perimeter was established and the subject fled from officers and was ultimately apprehended without incident after a foot pursuit. The subject was booked into MDF for the warrants, resisting arrest, possession of drug paraphernalia and violating probation.

• Officers were dispatched to a residence in the 1500 block of Willow Street for an unknown subject parking in the reporting party’s driveway. Officers contacted a female subject who was later arrested and booked into MDF for drug intoxication.

• Sergeant Gaul observed a male subject walking at the Marina. Sergeant Gaul knew the subject was wanted for a felony $100,000 warrant for gun violations. The subject was arrested and booked into MDF.

• Officer Montano was dispatched to 1021 Arnold Drive (Walmart) for a possible intoxicated driver. Officer Montano contacted a male subject inside Walmart who she believed was the driver of the vehicle. The subject was showing pronounced signs of alcohol intoxication. Officer Montano was unable to locate the original reporting party. She subsequently arrested the subject for 647(f) PC (Public Intoxication) and booked him into MDF without incident.

• Sergeant Salamid was on patrol when he attempted to conduct a traffic stop in the 3500 block of Pacheco Boulevard. The driver of a black Honda Civic failed to yield and continued east of Pacheco Boulevard towards Morello Avenue. The vehicle continued east on Pacheco Boulevard at approximately 45-50 mph and pulled into the parking area of 7-11 (4001 Pacheco Blvd.). The vehicle slowed and a 10-year-old male juvenile exited the rear passenger seat and began to run towards Gianini Road. The black Honda then sped through the parking lot and back onto Pacheco Boulevard. Officer Ra mos attempted to follow the vehicle, but lost sight of it on Morello Avenue near Brittney Hills Drive. Sergeant Salamid contacted the juvenile and learned he was the son of a known female and the male driver of the Honda. Both parents of the juvenile are on active PRCS (Post Release Community Supervision) probation. Officers Ramos, Sanders, Montano, Breinig, and Sergeant Salamid conducted a probation search of the juvenile’s mother’s residence. Officer Montano subsequently arrested the mother for 11550 H&S (Under the Influence of a Controlled Substance), and 11364 H&S (Possess Drug Paraphernalia) and later booked her into MDF. The mother later confirmed the identity of the driver of the black Honda. The juvenile was safely returned to his grandmother, who has full custody. Officer Montano later authored a Probable Cause (Ramey Warrant) for the male driver for 2800.2 CVC (Evading) and 273a(a)1 PC. (Child Endangerment).

• Officer Breinig was on patrol when he contacted a male subject in the 2300 block of Pacheco Boulevard. During the contact, Officer Breinig conducted a consent search and located a glass smoking pipe. Officer Breinig subsequently cited and released the male for 11364 H&S (Possess Drug Paraphernalia).

• Officer Lekse stopped a male subject at Pine Street and Shell Avenue. He was arrested and cite released for numerous CDL suspensions for DUI.

• Officer Tozier responded to a residence in the 200 block of Green Street for a 64-year-old female who collapsed. She had terminal cancer and a DNR on file. She was not resuscitated. Coroner released the body.

• Corporal Mayberry stopped a male subject at Las Juntas and Main Street. The subject was arrested for a $5,000 misdemeanor arrest warrant for battery and drug violations. He was cited and released.

• Officer Tozier was dispatched to Loaves and Fishes for a vandalism. An unknown suspect tagged the front of the building with numerous swastikas.

• Officer Poertner conducted a traffic stop at 4141 Alhambra Avenue. The female passenger in the car had an outstanding warrant for her arrest. She was also found in possession of heroin. She was arrested and booked into MDF.

• Corporal Baillie responded to 3630 Alhambra Avenue (Shell Gas) for a battery. He contacted the male victim who desired no prosecution. He also contacted the responsible male subject at Franklin Canyon and Alhambra Avenue. Corporal Baillie arrested him for public intoxication. He was booked into MDF.

• Officer Voyvodich was dispatched to the complex at 760 Shell Avenue for a stolen vehicle report. The 1996 Honda Accord was stolen during the night, between 2000 and time of call. Officer Voyvodich later located the vehicle at the intersection of Camino Venido and Via De Flores.

• Officer Voyvodich located an unoccupied stolen vehicle behind Quarter Pound burger on Pacheco Boulevard. The 2005 Ford F250 was reported stolen to our agency on December 2015.

• Officer Voyvodich was dispatched to the 1100 block of Ferry Street for an abandoned stolen vehicle. The 2017 Nissan Sentra was stolen from Sacramento on May 24, 2017.

• Officer Lekse stopped a male subject in the 3700 block of Alhambra Avenue. The subject was found to be in possession of 1.3 grams of meth. He was cited and released.

• Officer Brinser contacted a known female at the Marina Market. She was too intoxicated to care for herself. She was arrested and booked into MDF.

• Officer Lincoln was dispatched to 3750 Alhambra Avenue for an intoxicated transient. He contacted a male subject who he also found to be out of compliance per 290 PC (Sex Registration). The subject’s parole officer placed a parole hold on him and the subject was booked into MDF.

• Officer Lincoln was dispatched to 3520 Pacheco Boulevard for a suspicious person. He contacted a male subject who had an outstanding warrant for his arrest. The subject was arrested and booked into MDF.

• Officers responded to the 1400 block of Franklin Canyon Road for a vehicle that crashed through a fence and no one was inside the vehicle. Upon arrival officers located a male subject hiding in the field. The subject was detained and determined to be the owner of the vehicle. He was also under the influence of drugs. A handgun was located in the glove box that was not registered to the subject. The subject was taken to county hospital where he was admitted for non-life threatening injuries. Gun Recovered:

• Officers responded to the 400 block of Vista Way for a person who was possibly intoxicated and hitting parked vehicles. Officer Voyvodich and Officer Lekse located the male subject who was intoxicated and uncooperative. The subject would not comply with officers’ commands as he challenged them in an aggressive manner. Officer Lekse deployed his Taser. The male continued to be combative in resisting. The subject was ultimately controlled and detained. He was arrested and transported to county hospital where he was seen by staff, where he remained uncooperative with the staff. He was ultimately released to the medical staff due to an extended release time.

• Officer Vasquez was dispatched to Amtrak for a possible battery. The suspect stole a red bull from the Java Stop and threatened the clerk. Officer Vasquez contacted the male suspect on a bus just outside the Amtrak station. The subject was arrested and booked into MDF.

I wanted to thank our community for their engagement and support. Just prior to National Night Out we had a great deal of support from many in our business community as they sponsored a segment in the Martinez News-Gazette called Honoring Men and Women in Blue. The segment featured photographs of our sworn employees, businesses that sponsored the segment, and kind thoughts from our businesses. Our business community also signed a huge thank you card, pictured right, and it is prominently displayed in our PD. We are humbled and honored to serve you and we appreciate the kind thoughts. Thank you to the Martinez News-Gazette for coordinating the segment!

On August 1st we participated in National Night Out in which several communities organized events to build relationships between the community as well as with the community and the police. It was great to see such a high level of participation and involvement across the city.

We saw a great turnout at the Martinez Senior Citizens Recognition Luncheon and it was a way to thank all of the volunteers for their time and talent.

We had the opportunity to spend time with kids at camp at Rankin Park by initiating a Popsicle with the Police event. It was a perfect day for Popsicle, but then again, what day isn’t?

We were invited to the Martinez Library for the Lunch at the Library reading program and got to read stories to kids – it was a great opportunity!

Sergeant Ferrer and Police Assistant Tolliver stopped in at the Martinez C o n v a l e s c e n t Hospital to say Hi. PA Tolliver stopped in the week after to drop off some goodie bags for the residents!

We were proud to represent the PD at the 1st annual Trevor Davis camp in Martinez. Thank you Trevor for supporting our youth!

We had another Popsicle with the Police event for Woodbridge at John Swett and we got a wonderful poster.

Lastly, I wanted to commend members of our Central County SWAT Team for participating in the San Leandro PD SWAT Fitness challenge – it was a great event benefiting the George Marks Children’s House.

Since the last newsletter, we responded to numerous incidents, and here are some of the calls we responded to:

• Sergeant Gaul contacted a male subject in the parking lot of the John Muir Inn. A probation search revealed he was in possession of heroin and syringes. The subject was arrested and cite released at the scene for possession charges.

• Detective Espinoza was dispatched to the area of Alhambra Avenue and Alhambra Valley Road for a report of a subject vandalizing a statue of John Muir. The statue had been spray painted with white paint. The suspect was not located. The Corp Yard was contacted for clean-up.

• Officer responded to 530 Morello Avenue (7-11) for a report of a female subject refusing to leave the property. Officers arrived and contacted the subject who was showing signs of alcohol and drug intoxication. The subject was arrested and booked into the Martinez Detention Facility (MDF) for 647(f) PC – Public Intoxication and 602.1(a) PC – Trespassing.

• Sergeant Gaul stopped a vehicle at the John Muir Inn. He contacted the female driver. A consent search of her vehicle revealed she was in possession of a purse and personal property reported stolen to Pleasant Hill PD. She was arrested for Possession of Stolen Property.

• Officer Sanders was on patrol when he contacted a male and female parked alongside the road at Alhambra Avenue and Robinson Street. The female had a felony warrant for her arrest and the male was highly intoxicated. Both were arrested and booked into the Martinez Detention Facility (MDF).

• Officers were dispatched to Amtrak for a trespasser. Officer Russell contacted a male who had been issued a trespass notice. The subject was arrested and booked into the Martinez Detention Facility (MDF).

• Officers were dispatched to a residence in the 1600 block of Beechwood Drive for the report of a female lighting a fence on fire. Officer Tozier contacted the female who said someone keeps stealing her cell phone and they were hiding in the bushes. The female was placed on a mental health evaluation hold and an arson investigator was contacted for 451 PC – Arson.

• Sergeant Gaul observed two subjects on Harley motorcycles passing several other vehicles over a double yellow on Center Avenue at Berry Drive. He attempted to stop them, but they failed to yield. He chased one motorcyclist to the dead end of Temple Drive where the male driver stopped trying to evade. He was arrested and booked into the Martinez Detention Facility (MDF) for evading police and possession of metal knuckles. The other motorcyclist was not located.

• Officers were dispatched to Amtrak for the report of a subject who stole a bottle of Gatorade. Corporal Mayberry contacted the male subject who was wanted for a felony no bail warrant for 245 PC (Assault with a Deadly Weapon). He was booked into MDF.

• Sergeant Gaul recognized a wanted subject on Pacheco Boulevard at Camino Del Sol. The subject was arrested and booked into MDF for two $25,000.00 misdemeanor warrants for traffic violations and a $25,000.00 misdemeanor warrant for drug possession.

• Officer Lincoln conducted a traffic stop in the 4000 block of Alhambra Avenue. He contacted the male driver whose driver license was suspended for driving under the influence. Officer Lincoln subsequently cited and released the subject for 14601.2a CVC – Driving While Suspended for DUI.

• Officer Montano conducted a pedestrian stop on a subject who was seen in the rear yard of a residence in the 600 block of Walnut Avenue. The subject was showing pronounced signs of drug intoxication and was also on misdemeanor probation. The subject was arrested and booked into MDF for 11550(a) H&S – Under influence of Controlled Substance.

• Officer Montano responded to a residence in the 200 block of Village Place for a report of a stolen car. The vehicle, a 2006 Nissan Xterra, had been stolen sometime between 11:30 pm and 1:00 am. There is no suspect information at this time.

• A 1995 black Acura Integra was parked in the 400 block of Holiday Hills Drive and stolen sometime overnight. Officer Carney took the report.

• A 2016 Toyota Camry was parked in the Fig Tree Apartments parking lot. The owner left the vehicle running while putting items in the dumpster. An unknown Hispanic male got in the vehicle and drove away. The area was searched and a resident on St. Moritz (just a few blocks north) reported an unknown vehicle (the 2016 Camry) parked in his driveway unoccupied. The area was searched and the suspect was not located. There was no damage and the vehicle keys were missing. The vehicle was released to the owner.

• Officer Mihelich responded to a residence on Morello Avenue for an Assault with A Deadly Weapon by way of a car. The victim stated that a male subject struck him with his car. The victim sustained minor injuries and refused medical. MPD units were unable to locate the suspect. The incident is still under investigation.

• Officer Mihelich conducted a traffic stop at Alhambra Avenue and Escobar Street. He contacted the male driver who had an outstanding felony warrant for his arrest out of Napa. The male was arrested and booked into MDF.

• A male subject, known to the police, walked up to an African American female who was working with a client and called her a racial slur. He then threw a drink at them, hitting the client. The client sustained a visible red mark from the drink and did not require medical attention. Independent witnesses were located who positively identified the suspect. He was booked into county jail for felony hate crime and misdemeanor battery.

• Officer Vasquez saw a Toyota Camry driving at a high rate of speed on Castro Street. As Officer Vasquez got behind the vehicle, the vehicle slowed and the right front passenger (female) appeared to be pushed out of the vehicle. The rear passenger (female) also got out of the car while it was still moving. Officer Vasquez attempted to initiate a traffic stop on the vehicle but the driver failed to stop. Officer Vasquez and other Martinez units pursued (slow speed) the vehicle on the surface streets but as the vehicle was traveling westbound Hwy 4 the pursuit was released to CHP. Martinez units terminated but the watch commander advised Officer Vasquez to trail the pursuit. The pursuit went back onto eastbound Hwy 4 and then onto surface streets in Antioch and Pittsburg. Officer Vasquez lost track of the pursuit and was getting off eastbound Hwy 4 at Railroad Avenue when the suspect was driving westbound on the eastbound off ramp of Railroad Avenue. Officer Vasquez feared that if he entered the freeway the wrong direction the suspect would place the public in grave danger. Officer Vasquez rammed the car (slow speed) and was able to pin the vehicle against the sound wall on the south side of the off ramp. The male suspect was taken into custody. There were no injuries and unit 1269 sustained moderate front end damage. The male suspect had a felony warrant for his arrest. He was arrested per the warrant and the case will be forwarded to the District Attorney.

• Officer Mihelich conducted a traffic stop of a car on SR 4 near Morello Avenue. He contacted the driver, who was displaying signs of drug intoxication. Officer Mihelich conducted a drug intoxication exam and subsequently arrested the subject for 11550(a) H&S (Drug Intoxication). He was transported to the Martinez Police Department and later cited and released.

• Officers responded to Likins Avenue for an 82-year-old female not breathing. There were no indications of foul play and the body was released by the Coroner.

• Corporal Mayberry investigated the theft of two bicycles from a prior date from the 400 block of Susana Street. The victim captured the theft with video surveillance. Corporal Mayberry identified the suspect and Officer Tozier located the subject at the Bocce Ball Courts. He admitted to the theft and directed officers to the location of the two stolen bikes. He was arrested.

• Officer Carney contacted a subject in the 500 block of Center Avenue. A probation search revealed he was in possession of methamphetamine. He was cite released.

• Sergeant Gaul contacted several subjects at the Transportation Hub on Blum Road. He arrested a male subject from Concord for Possession of methamphetamine and a pipe. The subject was cite released. Sergeant Gaul also arrested a female from Walnut Creek for possession of methamphetamine. She refused to sign the citation because her mom told her never to sign anything. She was transported to the PD where she changed her mind.

• Officer Carney contacted a male subject on Alhambra Avenue at SR-4. The subject was arrested for being a parolee at large and was booked into MDF.

• Corporal Baillie was dispatched to the 2200 block of Spring Lake Drive for a report of subjects living in a trailer parked on the street. Corporal Baillie arrived and contacted two subjects. One of them had 3 misdemeanor warrants for her arrest. Both subjects were also showing signs of drug intoxication. Corporal Baillie subsequently arrested both for being under the influence of a controlled substance and the one subject for the warrants. They were booked into the Martinez Detention Facility (MDF).

• Officers were dispatched to the 1500 block of Eastwoodbury Lane for a suspicious vehicle. Officer Lincoln contacted a subject from Pinole. She was arrested for possession of Cocaine and cite released.

• MPD Dispatch received a call from an elderly female that stated someone was trying to break into her residence. MPD arrived and found that the suspect had entered the victim’s garage through the slightly open garage door and rummaged through her vehicle stealing a handicap placard. The suspect then exited the garage and went into the side yard where the suspect kicked open the patio door that leads into the victim’s residence. The suspect could not get any further into the residence due to the interior door being blocked. Officer Lincoln’s canine partner Jago searched the area for the suspect. The suspect was not located.

• Officer Lincoln located a stolen 1991 Honda Accord in the Franklin Canyon Park and Ride. The vehicle was stolen from Antioch on 7/9/17. The vehicle was released to the registered owner on scene.

• Officers responded to Alhambra Avenue and Brown Street for the report of a collision. Officers arrived and found both involved vehicles had impacted the Golden Vintage Market (1836 Alhambra Avenue) at the corner of Alhambra and Brown. The initial investigation revealed that a Toyota Prius, driven by a 16-year old male, had failed to come to a complete stop at westbound Brown Street before crossing Alhambra Avenue. At the same time a Chevy Blazer, driven by a female adult, was travelling northbound on Alhambra Avenue, when the Prius was starting to cross Alhambra Avenue. The Blazer collided into the Prius, causing both vehicles to collide into the Golden Vintage Market. The driver of the Prius had his grandparents in the vehicle. The Blazer also had two (2) passengers in it. All occupants of the Prius were transported to the hospital for complaints of pain. The occupants of the Blazer refused medical treatment at the scene, stating they would transport themselves if they felt they needed medical treatment. Golden Vintage Market sustained damage to the exterior of the building. This collision remains under investigation.

• Officer Voyvodich responded to the area of Howe Road and Vista Way for the report of a male subject threatening city workers. Officer Voyvodich arrived to the area and the subject was gone. MPD received a second call regarding the same subject and the same complaint. This time the subject was in the 400 block of Muir Station Road. Officer Voyvodich arrived and contacted the subject, who said he did not mean to threaten the city workers. Officer Voyvodich had to use force to control the subject during the arrest for Threats (PC 422). An additional charge of Resisting Arrest was added (PC148). No one was injured and the subject was booked into MDF.

• Corporal Schnabel responded to 3334 Alhambra Avenue for the report of a male subject choking in a vehicle. There was also an infant child in the vehicle. Con Fire arrived and determined the male had overdosed on drugs. The male was treated at the scene and regained consciousness. He was then transported to county hospital for further treatment. The infant child’s mother responded to take custody of the child. A PC 273a – Child Endangerment case was taken to be forward to the DA’s office and Child Family services.

• Officer Sanders contacted a male subject at Henrietta Street and Estudillo Street. The subject had a felony warrant for his arrest. He was arrested and booked into MDF.

• Officer Lekse stopped a male and female in the 2900 block of Alhambra Avenue. The male had a felony warrant for his arrest and the female was in possession of a small amount of heroin. The female was cite released at the scene and the male was booked into MDF.

• Officer Ramos responded to a residence in the 100 block of Fig Tree Lane for the report of a stolen 2008 gray Toyota Corolla, taken between 8:00 am and 8:30 am. The victim thinks someone may have entered his home, taken the keys, then stolen vehicle from his driveway. The victim allows numerous transient subjects to come and go from his residence, but he does not know who stole the vehicle.

• Officers responded to a collision at Morello Avenue and SR4 involving a city maintenance vehicle. The city vehicle was travelling northbound on Morello Avenue through the Hwy 4 intersection when the other involved vehicle made an illegal U-turn in in front of the city vehicle. The city vehicle did not have adequate time to react. The driver of the other involved vehicle was not injured. The driver of the city vehicle was transported to the hospital.

• Officer Lekse stopped a male subject who was on probation. A probation search revealed the subject was in possession of a small amount of heroin. The subject was cite released from the scene.

• Officer Lincoln contacted a juvenile female at Alhambra Avenue and B Street. The juvenile had a warrant for her arrest. She was arrested and booked into Juvenile Hall.

• Officer Mihelich made a consensual contact with a female on Arana Drive. She was determined to be under the influence of a drug. The female was arrested.

• Officers responded to a structural fire in the 100 block of C Street. The fire appeared to have started in the front yard of the residence before working its way to the residence and then spreading to a neighboring residence. No one was injured and the fire was quickly extinguished by Consolidated Fire.

• Officer Breinig was attempting to serve a felony warrant on a male subject behind a building in the 200 block of Foster Street. The subject was reported to be in possession of a firearm. Officer Breinig contacted the subject in his tent and he failed to comply to Officer Breinig’s commands. Officer Breinig deployed his K9, Brut. Brut apprehended the subject and he was taken into custody. A subsequent search did not lead to the recovery of a firearm.

• Officer Carney responded to a business in the 4900 block of Pacheco Boulevard for the report of a stolen construction truck and trailer which occurred overnight form a gated yard. The suspect(s) cut open the gate and stole a red/white Ford F450 (2001) with a Bigtex dump trailer. Video surveillance is being obtained and the investigation is continuing.

• Officers went to a residence in the 600 block of Center Avenue to serve an arrest warrant and conduct a probation search on a male subject. The subject was arrested for the warrant and booked into MDF. The search did not yield any contraband.

• Detectives contacted a male subject at his residence in the 1100 block of Morello Avenue. The subject had a no bail felony warrant for his arrest. He was arrested and booked into MDF.

• Officer Vasquez conducted a felony traffic stop on a vehicle which had been reported stolen to CHP. Three subjects were detained. The female driver of the vehicle had an out of county felony warrant for her arrest. She was arrested and booked into MDF. The vehicle was towed from the scene.

• Officers were dispatched to Walmart for the theft of a laptop. Officer Carney arrived and located the male suspect in the parking lot. He was arrested for theft, possession of methamphetamine, heroin, drug paraphernalia and violating probation. The subject was booked into MDF.

• Corporal Mayberry contacted a female laying in the grass in the 500 block of Castro Street. She was determined to be extremely intoxicated and booked into MDF.

• Officer Montano contacted a wanted male subject at a residence in the 800 block of Marie Avenue. The subject had a no bail misdemeanor warrant for his arrest and he was booked into MDF.

• Officer Buda responded to the 1200 block of Morello Avenue for a stolen vehicle report. The 1996 Ford F350 was stolen sometime overnight.

• Officer Carney responded to a business on Howe Road for a stolen vehicle report. An employee’s 1996 Honda Accord was stolen between 6:00 am and 12:00 pm.

It was later recovered in El Cerrito.

• Officer Breinig contacted a male subject in the 1800 block of Estudillo Street. The subject had a misdemeanor warrant for his arrest. He was arrested and booked into the Main Detention Facility (MDF).

• Sergeant Busciglio contacted a known male subject at Valley Convenient Mart. The male was arrested for a felony warrant and being in possession of a controlled substance. He was booked into MDF.

• Officer Ramos responded to the 800 block of Howe Road for a stolen vehicle report. The 2003 Ford Expedition was stolen between 9:30 pm and 8:50 am.

• Sergeant Gaul conducted a pedestrian stop on a male subject at 7-11 on Pacheco Boulevard. He arrested and cite released the male subject for possession of methamphetamine.

• Officers were dispatched to the 600 block of Main Street for the report of an intoxicated subject who battered the victim at the Farmer’s Market. Sergeant Gaul located the subject and Officer Lekse arrested him for battery and violating probation.

• Sergeant Gaul observed a male subject in the parking lot of the John Muir Inn. The subject threw a pouch over the fence. It contained over 3 ounces of methamphetamine and over 8 grams of heroin. A search of the subject’s room revealed additional drugs and evidence. The subject was arrested and released from the PD after being booked.

• Officer Sanders conducted a traffic stop and contacted the female driver, who was in possession of a controlled substance. She was arrested and cite released at the scene.

• Officer Mihelich conducted a bicycle stop at Berrellesa Street near Arreba Street. He arrested the male bicycle rider for possession of a controlled substance. He was cite released from the scene.

• Officers responded to the 2100 block of Pine Street regarding a male wearing no shirt and walking in and out of traffic. Officer Mihelich contacted the male at Pine Street and Shell Avenue. Officer Mihelich arrested the subject and booked him into MDF for drug intoxication.

• Officer Breinig responded to the skate park for a male subject exposing himself. Officer Breinig contacted the male subject and arrested him for indecent exposure and for being under the influence of a drug. He was booked into MDF.

9/5-9/6

• Officer Winslett responded to Dickson Lane regarding a burglary to the house that occurred over the weekend.

• Officers responded to the 500 block of Eagle Nest Drive for the report of a wanted subject who was standing in front of a residence. The male subject was contacted and arrested for the warrant.

9/6-9/7

• Officers responded to Eagle Marine for the report of a stolen vehicle. The reporting party was not the registered owner. The registered owner was contacted and verified no one should have his vehicle. The vehicle was located a short distance away near the Sea Scouts building. A witness observed the male subject who had driven the vehicle to that location. The subject was still in the area. The witness pointed the subject out and he was arrested and booked into MDF.

• Commander Ghisletta took an identity theft case for a victim whose information was used in Georgia.

• Officer Vasquez made a traffic stop at Pacheco Boulevard and Center Avenue. He contacted the male driver, who was driving under the influence of a drug and in possession of a controlled substance. The subject was arrested and booked into MDF.

• Corporal Mayberry made contact with the male driver of a suspicious car parked at Eastwoodbury Park. The driver had an outstanding warrant for his arrest. He was arrested and released at the scene.

9/7-9/8

• A male victim came to MPD to report that he had been assaulted with a boat oar. The victim was not injured and a report was taken for 245(a)(1) PC – Assault w/ A Deadly Weapon. The suspect was identified via photo line-up. This investigation is ongoing.

• Officer Mihelich conducted a pedestrian stop at Tower Mart. He contacted a male who was on searchable probation. During the search, Officer Mihelich located two large concealed knives under the male’s shirt. He was arrested and cite released from the PD for 21310PC – Carrying a Concealed Dirk/Dagger, 11364HS – Possession of User Paraphernalia, and 1203.2PC – Probation Violation.

• A subject driving erratically was followed from the freeway and then onto Alhambra Avenue. Officer Vasquez conducted an enforcement stop near Walgreens. The female driver was contacted and determined to be driving while intoxicated. She was arrested and cite released from the PD.

• Officer Ramos responded to a hit and run accident in the 3100 block of Pine Street. The suspect vehicle struck two parked cars and fled northbound on Pine Street. The driver of the suspect vehicle eventually called the PD and stated that she fled the area because she was scared.

9/8-9/11

• Officer Carney responded to Deerwood Court for an auto burglary. The burglary occurred between 5:00 pm on 9/8 to 6:30 am on 9/9. The loss was a laptop.

• Officers were dispatched to the parking lot of Golden Hills Park for a suspicious vehicle. One of the subjects contacted was arrested for two felony warrants. One warrant was for a no bail for ID theft and possession of stolen property and the other warrant was for a no bail for violating probation. He was also found to be in possession of methamphetamine. He was booked into MDF by Officer Buda.

• MPD units were dispatched to Susana Street and Estudillo Street for an accident involving a drunk driver. The victim stated that the suspect vehicle was fleeing north toward downtown. The victim followed the suspect to the 700 block of Ferry Street where MPD units made contact with the suspect. He was arrested for driving under the influence and fleeing the scene of an accident. He was booked into MDF.

• Officer Sanders made a traffic stop on the eastbound Hwy 4 on ramp from Alhambra Avenue. Officer Sanders contacted a male subject and determined that he was driving under the influence. The subject was arrested and released at the PD.

• Sergeant Gaul observed a subject riding his bicycle on Marina Vista at Shell Avenue. A probation search revealed methamphetamine and a meth pipe. The subject was cite released.

• Officer Mihelich contacted several subjects at 7-11 on Pacheco Boulevard. One of the subjects was on probation and a search revealed methamphetamine and a pipe. The subject was cite released.

• Officer Ramos was dispatched to Buon Aroma for a female taking off her clothes and acting strange. Officer Ramos arrived on scene and determined the female was too intoxicated to care for herself. Officer Ramos arrest her for PC 647(f) (Public Intoxication). She was booked into MDF.

• Officer Montano contacted a male in the parking lot of 7-11 on Morello Avenue. The subject was walking though the parking lot with a lamp and an adjustable tailgate. Officer Montano conducted a parole search and located suspected methamphetamine and a smoking device. Dispatch noticed a possible parole issue. Dispatch contacted parole and determined the male had a Parolee At Large (PAL) warrant. The subject was cited for the drug offenses and booked into MDF for the PAL warrant.

• Officer Lekse conducted a suspicious vehicle investigation in the 100 block of Fig Tree Lane. He contacted a male subject from Vallejo and a female from Pleasant Hill. The male was arrested for misappropriation of found property. The female was arrested for possessing burglary tools. They were cite released from the PD.

• Officers were dispatched to Safeway in the 3300 block of Alhambra Avenue for a trespasser. Officer Russell contacted a male subject from Bay Point. He was arrested for the MMC violation.

• Officers responded to the train crossing at Ferry Street for a train versus pedestrian. A 53-year-old female was located and determined to be deceased. Members of the traffic team responded and investigated the collision. Officer Estanol and Officer Vasquez are investigating the case.

9/11-9/12

• Officer Mihelich contacted a female during a traffic stop. She had two misdemeanor warrants and was booked into MDF.

• Officer Lekse contacted a male subject. He had two misdemeanor warrants and was in possession of methamphetamine. He was cited and released.

• Officer Voyvodich responded to a report of a stolen vehicle parked at Raap Avenue and Euclid Avenue. The vehicle was recovered and released to the registered owner.

• Officer Mihelich contacted a male subject during a pedestrian stop. He was in possession of methamphetamine. He was arrested and cite release.

9/12-9/13

• Corporal Poertner and Officer Winslett responded to the 2500 block of Arnold Drive for a male subject sleeping in his vehicle. The male was on active probation. During a probation search Corporal Poertner located 24 grams of cocaine, four vials of testosterone and other drug paraphernal. The male was booked into MDF.

• Officer Voyvodich recovered a stolen vehicle in the area of Ricks Avenue and H Street. The vehicle, a 1988 Toyota Camry, was reported stolen to Concord Police Department on 09/09/2017.

• Officer Byrne responded to a residence in the 2000 block of Spring Lake Drive for a report of a stolen vehicle. The vehicle, a 2013 Infiniti, was left running in the driveway. The vehicle was later recovered by the Pittsburg Police Department.

• Officer Lekse contacted a male subject during a traffic stop in the 1100 block of Bush Street. The subject had a felony warrant for his arrest and was in possession of 3.5 grams of methamphetamine. He was booked into MDF.

• Officer Voyvodich contacted a male subject during a traffic stop in the 3500 block of Pacheco Boulevard. The subject was on federal probation and in possession of 1.7 grams of heroin. He was arrested and cite released from MPD.

• Officer Lekse and Officer Byrne contacted a male and female subject at Howe Road and Old Orchard Drive. Both subjects had warrants for their arrest. They were booked into MDF.

• Officer Breinig responded to the 2900 block of Estudillo Street for a violation of a court order. He arrested a male subject for the violation and booked him into MDF.

• Officer Mayberry contacted a suspicious male in front of MPD. The male had an outstanding warrant for his arrest and was booked into MDF.

9/13-9/14

• Officers responded to the 3200 block of Ricks Avenue for the report of a fight. An intoxicated adult male left his residence and attacked a juvenile male who was on the corner. Officer Byrne arrested the suspect and booked him into MDF.

• Officer Breinig responded to Main Street and Talbart Street for a hit and run accident. MPD units were unable to locate the suspect vehicle. A short time later, the female suspect called the MPD and admitted that she was the suspect in the collision. Officer Breinig contacted the female driver at her residence and arrested her for driving under the influence.

9/14-9/15

• Officer Byrne and Officer Buda responded to the 1900 block of Elderwood Drive for a report of two subjects sitting in a truck. Officers arrived and contacted a male and female. The male had a misdemeanor warrant for his arrest and the female, who was on active misdemeanor probation, was in possession of a hypodermic needle containing heroin. The male was arrested and booked into MDF. The female was cited and released at the scene for 11350(a) H&S – Possession of a Controlled Substance.

• Commander Roth recognized a male subject in the area of Shell Avenue and Pacheco Boulevard. The subject had a felony warrant for his arrest. Commander Roth contacted the subject on Bridgehead Way. Officer Byrne arrived to assist and arrested the subject for the warrant. The subject was also in possession of 41.6 grams of methamphetamine, 8.2 grams of heroin and over $500.00 in cash. He was booked into MDF.

• Officers responded to the parking lot of Amtrak for a fire. The fire was contained to the dumpster area and no structures were in endangered. Consolidated Fire arrived and put the fire out. Officers detained a male subject near the fire. He was in possession of a methamphetamine smoking pipe, questioned and released from the scene.

• Officer Mihelich investigated a burglary of a residence in the 200 block of Buckley Street. A subject known to the victim arrived at her home around 3:30 am and forced open the locked door. A verbal argument ensued then the subject left after taking the victim’s IPAD (which last pinged in Vallejo).

9/15-9/18

● Sergeant Gaul contacted a subject in the 1000 block of Maywood Lane. He was arrested for a no bail warrant out of Stockton. Stockton did not want to pick him up and he was cite released.

● Officer Mihelich investigated a burglary in the 200 block of Buckley Street. The suspect was identified as a male subject from Martinez. He was alleged to have stolen an iPad, which was pinging in Vallejo. Later the iPad alerted to an area in the 1200 block of Pine Street. Officer Mihelich responded and contacted the suspect. He was in possession of the iPad and admitted to entering the residence via a window and stealing the device. He was booked into the Martinez Detention Facility (MDF) for first degree burglary and violating probation.

● Officers responded to an attempted burglary in the 800 block of Vine Hill Way. It occurred between 7:00 pm and 9:00 pm, unknown suspects entered the residence and ransacked the interior. There is no known loss at this time. Corporal Schnabel is handling the case.

● Sergeant Busciglio contacted a male subject on Berrellesa Street near Main Street. The subject was required to register per PC 290 (sexual offenses) and was determined to be in felony violation for failure to register. He was arrested and booked into MDF.

● Officers were dispatched to Walmart to contact a victim who was meeting a subject who was possibly in possession of his stolen slot machines. The victim recognized the slot machines on Craigslist and agreed to meet the seller/suspect at Walmart. The machines were stolen from Public Storage in the Sheriff’s jurisdiction. Officers arrived on scene and contacted the male suspect from Concord, who is on PRCS (Post Release Community Supervision) for burglary. The machines were located in the back of his truck. He was arrested for possession of stolen property and violation of probation. A female from Concord arrived with the male. She was arrested for a $5,000.00 felony warrant for transporting a controlled substance for sales and possession. Both were booked into MDF. Officer Buda took the case.

● Sergeant Gaul contacted a group at the Transit Hub. One of the subjects contacted was a male from Pleasant Hill. He was arrested for possession of methamphetamine, and he was cite released.

● Officers were dispatched to the 1000 block of Ferry Street for a possible fight. One of the subjects contacted was a transient. He is a 290 PC (sexual offenses) registrant out of Richmond. He is required to register as a transient and has not done so in over a year. He was also found to be in possession of methamphetamine. He was booked into MDF by Officer Russell.

● Sergeant Gaul responded to the 1600 block of La Salle Street for a residential burglary. It occurred between 5:30 pm on 9/14/2017 and 10:00 am on 9/15/2017. The loss was miscellaneous electronics and personal items.

● Officer Mihelich conducted a suspicious vehicle investigation at Shell Avenue and Olive Street. He contacted a female from Martinez. She was arrested for drug intoxication and a search incident to arrest revealed methamphetamine. She was cite released from the PD.

● Sergeant Gaul observed a subject riding a bicycle on Douglas Drive. He knew the subject was wanted for a misdemeanor no bail warrant for possession of methamphetamine. The subject was arrested and booked into MDF.

● Officers responded to the 100 block of Figtree Lane to conduct a probation search and serve an arrest warrant. A male subject lives in the apartment and is on felony probation. He is wanted for a felony no bail warrant for threats and a weapons violation. There was no evidence located and he was only arrested for the warrant. Management responded to the apartment to repair the front door. Officer Lekse took the case.

● Officers responded to the 1500 block of Pacheco Boulevard for a suspicious person. They contacted a male subject from Martinez. He was arrested for public intoxication by Officer Lincoln.

● Sergeant Gaul made contact with a male subject in the 2800 block of Howe Road. The subject had an outstanding warrant for his arrest. He was arrested and booked into MDF.

9/18-9/19

● Officer Russell took a stolen vehicle report from a residence in the 500 block of Valley View Court. The vehicle, a 2004 Toyota Tacoma, was taken during the evening hours.

● Officer Mihelich responded to the 1000 block of Ward Street, where deputies were detaining a male subject for DUI. The subject was on his way to court for another DUI hearing. He also had a misdemeanor warrant for DUI. He was booked into MDF.

● Sergeant Gaul arrested a male subject in the McDonald’s parking lot for an outstanding warrant. He was cited and released at the scene.

● Officer Lekse took a stolen vehicle report at Fitness Evolution. The victim’s 2002 Nissan Maxima had been taken within the hour.

● MPD units responded to the 2400 block of Alhambra Avenue for a rollover accident. The driver was taken to the hospital with minor injuries.

9/19-9/20

● Corporal Mayberry recovered an unoccupied stolen Toyota Camry in the 100 block of Fig Tree Lane.

9/20-9/21

● Sergeant Salamid, Officer Voyvodich and Officer Vasquez responded to the 700 block of Shell Avenue for a report of a vehicle collision. The collision occurred when an intoxicated male collided with three parked cars. The male driver also had a suspended CDL for a prior driving under the influence offense. Officer Vasquez arrested the male for DUI. He was booked into MDF.

9/21-9/22

● Officer Buda was on patrol in the area of Figtree Lane and Eastwoodbury Lane when he recognized a male subject who had a misdemeanor warrant for his arrest. The male was arrested and booked into MDF.

● Officers responded to the 1300 block of Arnold Drive for a female subject refusing to get out of a Lyft driver’s car. Officers arrived and contacted the female subject, who has been violent with officers in the past. The female was showing extreme signs of methamphetamine intoxication and refused to exit the car. After several minutes of negotiations officers removed the female subject from the car without further incident or injury.

● Officer Carney and Commander Roth responded to Wendy’s for a report of an adult male subject threatening patrons. Officer Carney arrived and contacted the subject in the Safeway parking lot. The subject was arrested and booked into MDF for intoxication.

● Sergeant Salamid and Officer Carney responded to Amtrak for a report of an adult male subject being belligerent and causing a disturbance. Sergeant Salamid contacted the subject, whom Amtrak employees advised earlier to leave the premises. The subject was yelling racial slurs. He was arrested and booked into MDF for 602 PC (Trespassing).

● At about 6:40 pm Concord PD pursued a vehicle onto Maywood Lane were the occupants fled from the vehicle. The area was searched and the suspects were located and arrested by Concord PD. Martinez units arrived in the area to assist as the suspects were being taken into custody. There were no additional crimes within the city limits to report.

● A resident in the 1400 block of Franklin Canyon Road had her purse and vehicle stolen earlier in the morning. She had left her purse by the front door the day prior and woke to find the purse and vehicle were gone. The vehicle, a 1998 black Lexus LS400, had recently been purchased from a friend and the registration had not been transferred.

She initially reported the crime to CHP, but was informed her friend had to file the report. The friend called MPD to file that report.

● A resident on Linden Lane reported a person came up to her back door from the creek wearing an orange coat. The area was checked and the suspect was not located.

● At about 12:53 am residents reported a person in the carport area of 600 J Street walking around holding a needle. A male subject was located in the area wearing an orange sweatshirt. The male was on active parole for residential burglary. He was searched and a controlled substance was located. The subject was arrested and booked into MDF. A parole hold was issued.

9/22-9/25

● Officer Mihelich responded to the 500 block of Shell Avenue for an abandoned stolen vehicle. The 1997 Honda Civic was reported stolen to Benicia PD on 9/19/2017.

● Officer Carney responded to the 500 block of Bayview Avenue for the report of a stolen 1996 Honda Civic. The vehicle was stolen between 5:00 pm yesterday and 12:00 pm today. (The vehicle was later located in the 600 block of Las Juntas Street.)

● Sergeant Gaul was on foot patrol at Amtrak. He contacted a male subject who was extremely intoxicated. The subject was arrested and booked into the Main Detention Facility (MDF).

● Officer Sanders stopped a motorcycle in the 3400 block of Alhambra Avenue for suspicion of DUI. The driver was arrested for DUI and released from MPD.

● Sergeant Gaul observed a female walking on Howe Road at Old Orchard. Sergeant Gaul had prior knowledge she was wanted for a misdemeanor $20,000.00 warrant for drug possession. She was arrested and booked into MDF.

● Officers were dispatched to a possible DUI driver traveling northbound on Berrellesa Street from downtown. Officer Russell contacted the driver and arrested him for DUI. He was booked into MDF.

● Officers responded to a noise disturbance call, generated by a resident, in the 1500 block of Pacheco Boulevard. A wedding reception was being held in the parking lot with a live band (amplified music) and alcohol was being served. The owner was contacted and advised of the complaint and issued a first response notice. He stated he understood and would quiet down. At about 10:30 pm, residents called back and reported the music was back on and loud. Officers responded a second time and the owner was uncooperative stating he was not going to quiet down. He was reminded of the notice given earlier, violations of laws regarding disturbing the peace, and that he could be arrested. Guests of the event stated they would end the party and had to convince the owner of the same. Officers remained on scene as the event slowly ended. A case was taken to be forwarded to code enforcement and the city attorney for cost recovery/MMC violations. Case 17-2596.

9/25-9/26

● Officers responded to Amtrak for an adult male with a self-inflicted knife wound to his left arm. Officers arrived and contacted a male with a large knife wound to his left forearm. Consolidated Fire and AMR arrived and were able to provide medical attention with the help of responding officers. The subject was unable to identify himself and was transported to John Muir Trauma Center for further treatment.

● Officer Brinser contacted a male and female subject at the Marina Market. The male was arrested for 647(f) PC (Public Intoxication) and the female was arrested for 602 PC (Trespassing). Both were booked into MDF.

● Officer Lincoln responded to a residence in the 2200 block of Freshwater Court for the report of a theft which occurred on 09/24/17, between 4:30 pm and 5:30 pm. The victim said he was inside the residence and his garage was left open. During that time unknown subject(s) entered the garage and stole his Calloway golf clubs, a Milwaukee drill set, and gun cleaning supplies.

9/26-9/27

● Officer Winslett responded to Starbucks (Center Avenue) for a burglary report. The victim’s car window was smashed and their laptop was taken.

● Officers responded to Wendy’s (Alhambra Avenue) for the report of an intoxicated male. Officer Voyvodich contacted the male, who had been arrested multiple times in the past week and a half for public intoxication. The subject was arrested again and booked into MDF.

● Sergeant Salamid contacted two male subjects and a female subject in the Main Street Plaza. One male subject was transported to county hospital due to his level of intoxication. The second male was arrested and booked into MDF for public intoxication. The female was cited and released for having an open container of alcohol.

● Officer Sanders conducted a traffic stop at Fountainhead Drive and Muir Road. The female driver and male passenger were both arrested and cite released for possession of a controlled substance.

9/27-9/28

● Officer Byrne was dispatched to a local firearms store to investigate a possible fraudulent check. The case is ongoing.

● Dispatch received a call regarding a possible intoxicated driver. Officer Vasquez located the vehicle and male driver in the 400 block of Marina Vista Avenue. The male driver was arrested and released from the police department for DUI.

● Officer Voyvodich contacted a male and female in a vehicle at Damascus Drive and Sahara Drive. The male was in possession of two stolen guns and a controlled

substance. The female had 3 outstanding warrants for her arrest. Both subjects were booked into MDF.

9/28-9/29

● Sergeant Salamid responded to the 8400 block of Arnold Drive regarding a male subject siphoning gas from a vehicle. Sergeant Salamid conducted a traffic stop on a vehicle leaving the area. He contacted a male subject who had a full 5-gallon container of gas and a hose in the vehicle. The subject was arrested for 488 PC (Petty Theft) and 11550(a) H&S (Under the Influence of a Controlled Substance). He was booked into MDF.

● Officers served a search warrant at a residence in the 4200 block of Valley Avenue. Detectives recovered 100 rounds of ammunition, gun magazines, body armor and drug paraphernalia. The search warrant was a follow-up to case# 17-2638.

● Officer Byrne responded to the rear of Lucky’s for a report of a suspicious vehicle. Officer Byrne contacted the male occupant, who had felony warrant for his arrest. The subject was arrested and booked into MDF.

● Officer Mihelich responded to a trespasser on Bridgehead Road. A male subject was contacted, arrested, and booked into MDF for an outstanding misdemeanor warrant.

● Officers responded to the 100 block of Berrellesa Street for a shooting. Officers arrived and began life saving efforts on a male subject, but were unsuccessful. The male subject passed away due to a self-inflicted gunshot wound. It is unknown whether the incident was accidental or purposeful.

● Officers were dispatched to the area of Alhambra Avenue and Wildcroft Drive for a minor injury traffic collision. It was determined a 26,000 GVR dump truck was traveling northbound Alhambra Avenue and crossed over the island striking a tree and colliding with a vehicle traveling southbound. This driver was not injured. The dump truck came to a point of rest behind the homes on Glenview Drive. The dump truck driver was arrested for driving under the influence of a controlled substance. Officer Vasquez took the case.

● Officer Vasquez conducted a traffic stop and arrested the driver for driving under the influence. He refused to provide a sample, so a warrant for his blood was obtained.

● Officers responded to a report of a battery that had just occurred in the 300 block of Ward Street. Two subject who know each other argued and engaged in a physical fight. Both had been drinking and the victim was not cooperative and did not want police involvement. The suspect had already left the scene. Officer Ramos took the case.

● Officer Carney contacted a subject from Oroville in the 3400 block of Pacheco Boulevard. He was arrested for possession of methamphetamine and cite released.

● Officer Mihelich stopped a vehicle on Shell Avenue and Birch Street. One of the occupants was a male from Concord. He was wanted for two misdemeanor warrants.

$20,000.00 for theft charges and $20,000.00 for possession of stolen property. He attempted to run from the vehicle, but Officer Mihelich was able to apprehend him. The subject was booked into MDF.

● Officers were dispatched to Marina Market for a subject drinking in the parking lot. They contacted the male subject, who was arrested for the 11th time in 15 days. He was booked for public intoxication and violating probation.

● Officers responded to Alhambra Way under Hwy 4 for a report of a suspect spray painting on the concrete walls. Officer Montano arrived on scene and saw a male subject from Bay Point painting on the wall. He was arrested and booked into MDF for felony vandalism.

● Officer Montano stopped a vehicle in the 1000 block of Palm Avenue and arrested a female subject for driving under the influence of alcohol and drugs.

● Officer Ramos contacted a male subject in the bathrooms at the Marina at about 9:35 pm. A probation search was conducted and controlled substances and drug paraphernalia were located. He was cite released at the scene.

10/1-10/2

● Officers responded to Green Street for a report of a vehicle hitting parked cars. Officers arrived and located two vehicles involved in a collision and three females in the area. The three females were associated with the vehicles and they were intoxicated on alcohol. There were no witnesses to the crash and officers were unable to determine who the drivers of the vehicles were. The females were arrested for public intoxication and booked into the Main Detention Facility (MDF). The two vehicles were towed and a collision investigation is being conducted.

● Officers responded to a stabbing that occurred behind Cue and Brew (1029 Arnold Drive). Officers arrived and located the victim who had multiple stab wounds. The suspect was unknown and had fled prior to police arrival. The initial investigation revealed that the victim and suspect argued in the rear parking lot and during that argument the suspect stabbed the victim. The victim was taken to the hospital and was in stable condition. Detective Miller was called out and the investigation is continuing. Case 17-2683.

● Officer Russell responded to Via Cabrera Lane for a stolen vehicle report. The 2002 Honda Accord was stolen between 10:30 pm and 9:30 am. At 12:00 pm Vallejo PD called and stated they arrested two suspects in the vehicle and both of them were from Fairfield.

● Officer Lekse contacted a male subject from Pittsburg at the Transit Hub. He was arrested for possession of methamphetamine and drug paraphernalia. He was cite released.

● Officers were dispatched to 700 Alhambra Avenue for the report of smoke coming from an apartment. A maintenance worker entered the room and discovered the 59-year-old male resident inside unresponsive. The efforts to revive him were unsuccessful.

● Officer Byrne responded to Estudillo Street and Marina Vista for a report of a subject sleeping on the ground. A female was contacted, arrested, and cite released for theft.

● Officer Voyvodich responded to the MPD lobby to speak with a citizen regarding a racial slur written in the dust accumulated on their vehicle two days prior in the 800 block of Robinson Street. No report was desired and it had been wiped off.

10/3-10/4

● Sergeant Salamid contacted two subjects arguing near the back lot of the police department. One of the subjects, male, admitted to possessing methamphetamine. He was arrested and cite released by Officer Byrne.

● Officers were dispatched to an address on Morello Avenue for a violation of a protective order. A male subject was contacted and arrested by Officer Byrne for violating a protection order and a misdemeanor warrant. He was booked into MDF.

● Officer Breinig contacted a male subject in the 1600 block of Estudillo Street. The male had a felony warrant for his arrest. He was arrested and booked into MDF.

10/4-10/5

● Officers responded to 1800 Shell Avenue (Shell Deep Water Dock) for a reported fatality. Officer Byrne arrived and found the captain of the vessel had collapsed while unloading cargo. The Contra Costa County Coroner’s Office responded and will make appropriate notifications.

● Officers responded to the 600 block of Main Street for a report of two subjects asleep in a parked car with a small child in the back seat. Officer Byrne arrived to the area and located the vehicle travelling on Ward Street near Ferry Street. Officer Byrne conducted a traffic stop of the vehicle and contacted the female driver and male passenger. Both subjects were intoxicated. Officer Estanol arrested the female driver for Felony Child Endangerment and DUI. The male was arrested for Misdemeanor Child Endangerment and Public Intoxication. Both were booked into the Martinez Detention Facility (MDF). Case# 17-2709

● Officer Brinser contacted a known male subject at Ward Street and Castro Street. The subject was in possession of methamphetamine. He was booked into MDF for Possession of a Controlled Substance and Probation Violation.

● Officer Voyvodich contacted a male subject in the 1200 block of Shell Avenue. The subject was wanted by parole. He was arrested and booked into MDF.

● Corporal Mayberry conducted a traffic stop on Alhambra Avenue near Elderwood Drive. The male passenger had a warrant for his arrest. He was also in possession of methamphetamine. The subject was booked into MDF.

● Sergeant Salamid contacted a male subject on Main Street. The male was yelling and screaming in the plaza area. Officer Estanol arrived and the subject was arrested for drug intoxication; he was booked into MDF.

● Officer Carney responded to Copart for the report of a stolen vehicle. The vehicle, a 1999 white Chevy Van, was last seen on 08/09/2017.

● Officer Bryne contacted an adult male sleeping on the sidewalk in the area of Escobar Street and Ferry Street. The subject was arrested and booked into MDF for public intoxication.

10/6-10/10

● Officers were dispatched to Walmart for a shoplifter in custody. Officer Buda contacted the male subject who had a warrant for his arrest. The subject was arrested and booked into MDF.

● Officer Ramos contacted a male subject on a bicycle. The subject admitted to possessing methamphetamine and a glass pipe. The subject was cited and released at the scene.

● Officer Sanders contacted a male subject on Alhambra Avenue. The subject had a warrant for his arrest. He was booked into MDF.

● Officers responded to Alhambra High School for the report of a battery. Two students from the opposing school punched an assistant helping with the ball marker. The responsible students, who had left, were identified by witnesses and staff. The investigation is continuing.

● Parole contacted dispatch to advise a male subject was being released from County Hospital. Parole issued a hold for the subject. Officer Ramos arrested the subject upon his release and booked him into MDF.

● Officer Montano contacted a wanted subject on Alhambra Avenue near H Street. The subject also had methamphetamine in his possession. He was cited and released at the scene.

● Officers responded to a residence in the 200 block of Arana Drive for a female who stopped breathing. Officers provided CPR, but were unsuccessful. The Contra Costa County Coroner’s was contacted and the deceased was released without hold.

● Officer Mihelich stopped a vehicle on Las Juntas Street at Ward Street. He arrested the female driver for being under the influence of a drug. The female provided a false name and was in possession of counterfeit money and stolen property. She was booked into MDF.

● Officers were dispatched to the 2200 block of Pacheco Boulevard for a fight. Officers contacted a male subject who had a warrant for his arrest. He was booked into MDF.

● Officer Montano responded to the Franklin Canyon Park and Ride where three vehicles were burglarized and property was taken.

● Officer Lincoln arrested a female on Farm Lane for a warrant. She was booked into MDF.

● Officer Ramos contacted and arrested a male subject in the 3700 block of Canyon Way. The subject had a warrant and was booked into MDF.

● Officer Brinser responded to the 1900 block of Scenic Avenue for a disturbance. A male subject was arrested and booked into MDF for intoxication and possession of a dagger.

10/10-10/11

● Officer Voyvodich responded to Safeway (3314 Alhambra Avenue) for a report of a female subject passed out. Officer Voyvodich contacted the female who was too intoxicated to be booked. She was transported to county hospital. A case was taken for later prosecution.

● Officer Estanol responded to the 500 block of Main Street for a male subject who was passed out on the street. Officer Estanol contacted the male who was too intoxicated to be booked. He was transported to county hospital. A case was taken for later prosecution.

● Sergeant Salamid was on foot patrol near the bocce ball courts when he contacted a female who was attempting to use narcotics. Sergeant Salamid arrested the female and cite released her from the scene.

10/11-10/12

● Officers responded to a residence in the1500 block of Berrellesa Street to conduct a probation search. The search was part of an ongoing narcotic investigation. No arrests were made.

● Officer Lekse conducted a traffic stop on Bush Street near Harbor View Drive. He contacted the male driver who had a misdemeanor warrant for his arrest. The subject was booked into the MDF.

● Officer Breinig responded to a residence in the 1100 block of Willow Street where a male subject reported his mother as deceased. Officer Breinig determined the female passed away due to natural causes.

10/12-10/13

● Officer Carney responded to Lucky’s for a report of a vehicle burglary. There was video of an unknown male, driving a gray Dodge Charger, who broke the window on the victim’s vehicle and took her lunch bag. Case# 17-2776

● Officer Winslett responded to Starbuck’s on Arnold Drive for a report of a vehicle burglary. An unknown subject(s) broke the victim’s car window and took her purse. Case#17-2777

● Sergeant Salamid contacted a male subject sleeping in a parked car near the softball fields. The subject was in possession of drug paraphernalia. He was cited and released for 11364 H&S (Drug Paraphernalia).

10/13-10/15

● Sergeant Salamid was dispatched to the area of downtown for a possible fire. Sergeant Salamid determined the smoke was due to the fires in the North Bay.

● Officer Carney responded to the 900 block of Roanoke Drive for a stolen vehicle report. The 2000 GMC pickup was stolen between midnight and 11:00 am.

● Officers were dispatched to Amtrak for a subject who several hours earlier was advised not to trespass at the station. Officer Vasquez contacted the female subject from Palo Alto, and she was booked into MDF.

● Officer Montano responded to a hit and run solo vehicle accident at Center Avenue and Morello Avenue (property damage only). The suspect fled the scene and was seen by a witness. The area was searched and the suspect was not located. The investigation is continuing.

● Officer Sanders contacted a male subject from Pleasant Hill at Quick Stop on Alhambra Avenue. He arrested him for public intoxication. The subject is a 290 PC (Sex Registrant) who is on parole. He was also placed on a parole hold and booked into MDF.

● Officer Lincoln was providing patrol through the Home Depot area and saw an off-road motorcycle ride a wheelie in the parking lot. He initiated a traffic stop and the motorcycle fled onto Arnold Drive. The pursuit went into the Westaire residential housing area. Officer Lincoln lost sight of the motorcycle in the housing development and the pursuit was canceled. Case 17-2798.

● Sergeant Busciglio stopped a vehicle on Arnold Drive in front of Walmart because it had run into the curb at 10 mph. The driver was contacted and arrested for driving under the influence. She was booked into MDF.

● Officer Lekse contacted a male subject on Shell Avenue and Orchard Lane. He had prior knowledge the subject was wanted for a felony no bail warrant for possession of a stolen vehicle. He was booked into MDF.

● Officers were dispatched to Starbucks on Arnold Drive for a theft which just occurred. Two black males approached the victim who was sitting at a table and stole her lap top. The suspects fit the description of the prior thefts of laptops at Starbucks. The suspects fled in a green Jeep. Officer Lekse took the case. 17-2804.

For this month I wanted to provide an update on where we are with our efforts on homelessness.

The homeless problem in Martinez is a priority for the City as well as the Police Department. One of the things to keep in mind is that homelessness, in and of itself, is not a crime and people are homeless for a variety of reasons that include addictions, poverty, mental illness, or a combination of these problems. While there is often a criminal aspect, to which the police respond, our goal is to try to link people up with services to help them overcome their challenges and secure permanent housing.

In years past we contracted out for homeless outreach. While our officers are pretty good at building relationships with people, it is always a challenge to establish rapport with some people while in uniform. In an effort to secure trust with people as a means of trying to get them to engage in services, we work with outreach specialists that can establish relationships with others to get them help. Most of the services require an individual to make the decision to pursue them and many homeless are not apt to take assistance for a variety of reasons. Over the last few months, we have expanded our outreach with a collaboration with Contra Costa County and the Pleasant Hill Police Department.

A few months ago the Contra Costa County Health, Housing, and Homeless Division (CH3) revamped their approach to homelessness by introducing a coordinated entry approach. This approach essentially funnels people into services to get help with acquiring benefits, assistance with addiction and mental illness, and provides a framework for temporary and permanent housing.

In order to coordinated services, people are linked up with case workers one of 3 ways:
1) Through CORE (Coordinated Outreach, Referral, and Engagement) Teams
2) Police Officer referral to a CARE Center
3) 211 Hotline

What we have done is contracted with CH3 to provide outreach services in Martinez and we shared the cost of the full-time team with Pleasant Hill; between both cities we share a team of two outreach specialist. The CORE Team checks areas where homeless congregate as well as encampments. They spend half the week in Martinez and the other half in Pleasant Hill. While we had an officer, Officer Brinser, assigned full-time to working with the CORE Team, we temporarily moved him to cover vacancies in patrol. As staffing improves we will move him back into the position; in the meantime he is continuing his work on the homeless problem on a part-time basis.

In the event the CORE Team is not in Martinez, our officers can still contact one of the 3 other CORE Teams that works in the County – they work in different cities and rotate based on data indicating where homelessness is increasing. The CORE Team has been invaluable as they transport individuals to shelters as well as to the CARE and Warming Centers to get assistance. The CARE Centers are safe locations where people can connect with case workers, shower, and get off the street.

Lastly, anyone can call 211 to get assistance for anyone that is homeless that needs assistance. If you see anyone homeless in the area you can call our Dispatch Center at 925-372-3440 or 211 to connect to the CORE Team for assistance. Additional information can be viewed here.

In summary, we are collaborating with the CORE Team to focus on outreach and enforcement. CORE does not respond to any criminal incidents, MPD does, and if you see any criminal activity, please call Dispatch (925- 372-3440). If you are unsure, call us and we can have an officer respond to evaluate.

The following are highlights of incidents that occurred in the last month.

• Officer Carney located a male subject on Henrietta Street near Pine Street. The subject had a warrant for his arrest and he was booked into Contra Costa County’s Main Detention Facility (MDF).

• Officer Voyvodich responded to the 500 block of Ferry Street and contacted a female inside the business who refused to leave. The female was unable to care for her safety due to her extreme level of alcohol intoxication and was taken to the County Hospital. A criminal complaint for PC 647(f)-disorderly conduct/being drunk in public will be sent to the District Attorney’s Office.

• Officer Carney located a male subject on Castro Street near Ward Street. The subject had a warrant for his arrest and he was booked into MDF.

• Sergeant Salamid, Officer Breinig and Officer Sanders responded to the 800 block of Alhambra Avenue for a report of an armed robbery. Officers arrived and learned a middle aged female armed with a knife stole a pack of cigarettes and fled on foot. A Close Circuit TV recording showed the suspect struggling with the store clerk while armed with a knife. No one was injured during the robbery. An extensive search was conducted, but the female was not located. Later, the store clerk contacted dispatch and advised the female had returned. Officer Breinig contacted her in the 500 block of Ward Street and she was arrested and booked into MDF.

• Officer Ramos responded to a residence on Begonia Court for a report of a stolen vehicle, a silver 2008 Ford Explorer.

• Officer Carney responded to the 1400 block of Hull Lane for a violation of a court order. He contacted a subject in the garage area of the townhouse which was in violation of the order. The subject was arrested and booked into MDF.

• Officer Ramos was on patrol in the 5000 block of Pacheco Blvd. when he noted a car stopped in a nearby parking lot. He ran the license plate and learned the vehicle had been reported stolen by the California Highway Patrol a few days prior. The vehicle was occupied by an adult female who was detained at the scene. The female was subsequently arrested for 496 PC (Possession of Stolen Property) and the car was towed from the scene. The subsequent investigation determined the victim knew the suspect and did not desire prosecution. The suspect was booked and released from the Martinez Police Department (MPD).

• Officer Sanders conducted a traffic stop eastbound Hwy 4 at Pacheco Blvd. The passenger had a felony Ramey warrant for his arrest so he was later booked

• Officers conducted a probation search in the 2900 block of Alhambra Avenue. There was no contraband located; however, a subject at the residence had a felony warrant for his arrest. He was arrested and booked into MDF.

• Officers responded to the 700 block of Ferry Street for a report of a physical fight in the street. Officers arrived and located three (3) subjects who had been involved in the physical fight. Witnesses indicated two of the subjects had been drinking alcohol and were acting belligerent when they became involved in a fight with several unidentified subjects. The two subjects sustained minor injuries, but declined medical aid or prosecution. A third subject sustained a minor injury when he attempted to break up the fight. He also declined medical or prosecution. All other involved parties fled on foot prior to officers arriving. An informational case was taken by Officer Sanders.

• Officer Montano responded to the 3300 block of Alhambra Avenue for a report of an intoxicated male subject. Officer Montano arrived and contacted the subject, who was showing advanced signs of drug intoxication. Officer Montano conducted a drug intoxication exam and subsequently arrested him for 11550(a) H&S (Drug Intoxication). The subject was booked into MDF.

• A citizen saw a black Dodge truck parked with its windows down in the 2300 block of Brookside Drive. Officer Voyvodich responded and found the vehicle unoccupied. The vehicle was reported stolen out of Hercules PD earlier that morning.

• Officer Lekse patrolled the area of 445 Muir Station Road where he contacted a male and female. A consent search was conducted of their persons and hotel room. Both were found to be in possession of suspected methamphetamine, heroin, and cocaine. They were arrested and cite released at the scene.

• Sergeant Busciglio contacted a male in the 100 block of Berrellesa Street. The subject had a warrant for his arrest and was booked into MDF.

• Officer Breinig attempted to make a traffic stop on a gray Toyota pickup, northbound Alhambra near Hwy 4. The driver of the truck failed to yield and made a U-turn at Walnut Avenue and entered WB Hwy 4. The driver of the truck was swerving across all lanes of traffic on Hwy 4 and made a U-turn and was trav-eling EB in the WB lanes. Officer Breinig terminated his pursuit of the truck.

• Officer Lincoln was flagged down by a citizen regarding a theft of power tools from the 1000 block of Arnold Drive. The citizen reported seeing two males exiting the store and the door alarm sounding. Officer Lincoln contacted a male subject and arrested him for the theft. He was booked into MDF for theft and probation violation.

• Martinez Junior High staff found a student in possession of a small amount of marijuana and Officer Schnabel responded and confiscated the marijuana to be destroyed. No prosecution was desired. The school will handle discipline internally.

• A suspicious unoccupied gray Toyota pickup truck was reported to be parked in the lot of 150 Muir Road. Officer Carney arrived and learned the vehicle was reported stolen out of Vacaville on May 26, 2017. There was evidence located inside the vehicle and the investigation is continuing.

• A male subject dozed off while driving, resulting in a hit and run collision at Court Street and Ward Street. The subject had fled the area because he had no license, no insurance, and a misdemeanor warrant for his arrest. He drove to the 1200 block of Escobar Street, parked, and slept/hid in the back seat of his vehicle. The victim of the hit and run did not immediately report the incident because he did not see the driver or obtain a license plate number of the vehicle that collided with his. He responded to court for jury duty, and on his lunch break, he reported the hit and run to the police. He then drove on Escobar Street where saw the suspect vehicle and contacted the police. The driver of the hit and run vehicle was contacted, arrested, and booked into MDF for the warrant. He had a registered firearm properly secured in the vehicle, which was taken for safekeeping. There were no injuries related to this incident. A criminal case was taken for hit and run and probation violations.

• Officer Breinig was on patrol when he contacted a subject he knows from prior police contact in the area of Ferry Street and Ward Street. The subject had a misdemeanor warrant for his arrest. Officer Breinig arrested the subject and later booked him into MDF without incident.

• Officer Vasquez conducted a traffic stop on State Route 4 at McEwen Road. He contacted the driver who was showing signs of alcohol intoxication. Officer Vasquez subsequently arrested him for 23152(a/b) CVC – Driving with Blood Alcohol over .08 BAC. The subject was cited and released.

• Officer Vasquez was on patrol when he contacted a driver asleep at the wheel in the 2500 block of Alhambra Avenue. The driver was later arrested by Officer Vasquez for 23152(a/b) CVC (DUI). He was cited and released from MPD.

• Officers responded to 814 Main Street (Antiques on the Main) for a report of a burglary in progress. Ser-geant Salamid, Corporal Baillie, Officer Breinig and Officer Ramos arrived. Corporal Baillie contacted an uninvolved subject in the area who ran away from him during an area search. Sergeant Salamid reviewed the CCTV system and noted a suspect made entry by breaking the front window and fled the scene prior to the arrival of police.

• A short time later, a silent alarm activated at 1616 Alhambra Avenue (Nature’s Way Doll Center). Sergeant Salamid and Officer Breinig arrived and saw a subject inside the store. Sergeant Salamid went to the north side of the building and saw a male subject from a window matching the description from the CCTV system he saw at 814 Main Street. While setting a perimeter of the building the subject exited a rear door on the north side of the building. Officer Breinig’ s K9 was deployed and bit the suspect in the lower right leg. The suspect was arrested for two counts of 459 PC (Burglary) and transported to the Contra Costa Regional Medical Center for treatment.

• Officer Sanders was on patrol and contacted a subject he knows from prior police contact on Sundance Drive and Arnold Drive. The subject is on active misdemeanor probation. Officer Sanders conducted a search of the subject and located 1.5 grams of Methamphetamine. Officer Sanders arrested the subject for 11377(a) H&S (Possession of a Controlled Substance) and booked him into MDF without incident.

• Officer Ramos contacted a subject in the 3900 block of Alhambra Avenue. The subject had a misdemean-or warrant for his arrest. Officer Ramos arrested him and booked him into MDF without incident.

• Officers were dispatched to the Farmer’s Market for the report of a female attempting to gain entry into numerous vehicles. The subject was contacted. No victim vehicles were found; however, she did steal a pastry. She was booked into MDF for theft and violating probation by Corporal Mayberry.

• Officer Lekse responded to the 1000 block of Village Oaks Drive for a stolen vehicle report. A 1997 Hon-da Civic was stolen and the vehicle was later recovered unoccupied by Fairfield PD.

• Officers were dispatched to the 600 block of Castro Street for a theft which just occurred in the 700 block of Main Street. The subject stole the tip jar and was chased by employees to a business on Castro Street where he hid in the women’s bathroom. He was booked into MDF for theft and violating probation by Corporal Mayberry.

• Officer Lincoln responded to the 400 block of Muir Station Road for an armed robbery. The clerk report-ed that a black male with a scarf covering his face entered the hotel lobby with a gun and ordered her to give him the money. The suspect jumped over the counter and took the money out of the cash register. The suspect fled the lobby toward Nob Hill. MPD units were unable to locate the suspect.

• Corporal Schnabel was contacted by a male victim in the 4000 block of Alhambra Avenue. The citizen stated he had just been robbed by a black male driving a light colored Honda. The unknown suspect attempted to take the victim’s wallet and a brief struggle ensued. The suspect was able to take ap-proximately $115 dollars before fleeing in the Honda. An extensive area check was conducted, but the suspect and his vehicle was not located. The investigation is ongoing.

• Martinez Police Officers responded to the 1100 block of Arnold Drive for the report of an auto burglary. The reporting party observed a male subject break the window on a vehicle and took a briefcase and another unknown item. The male subject fled the area in a vehicle driven by a female. Officers responded to the store while the reporting party followed the suspects, providing updates to dispatch. Commander Roth and Sergeant Moore were able to stop the vehicle on the westbound Pinole Valley Road off ramp without incident. The investigation led to both suspects being arrested. The male was arrested for PC 459- Burglary, PC 496- Possession of Stolen Property, H&S 11377-Possession of a Controlled Substance, and PC 1203.2-Probation Violation. The female was arrested for H&S 1377-Possession of a Controlled Substance and PC 496-Possession of Stolen Property, and PC 530.5-Idenity Theft. Kudos to the person that called this in and provided Dispatch with timely and detailed information!

• Sergeant Salamid was on foot patrol in the downtown area when he recognized a male subject in
the 600 block of Main Street. A records check revealed that the subject had a felony warrant for his arrest. The subject was taken into custody without incident and booked into MDF without incident.

• Corporal Schnabel and Officer Winlsett responded to a call of an adult male subject yelling on Main Street. Corporal Schnabel and Officer Winslett contacted a subject matching the description on Ward Street, near Richardson Street. The subject was showing advanced signs of alcohol intoxication. Corporal Schnabel arrested the subject for 647(f) PC (Public Intoxication). The subject was treated at Contra Costa Regional Medical Center (CCRMC) for his high level of intoxication prior to being booked into MDF.

• Sergeant Salamid received information on subject with a misdemeanor warrant who was currently stay-ing in an apartment in the 300 block of Ward Street. Sergeant Salamid and Officer Ramos went to the apartment and contacted the subject, who was arrested for the warrant without incident and booked into MDF.

• Officer Lincoln was dispatched to a residence in the 1300 block of Ridgewood Drive. The reporting party stated a male subject was on meth and chasing people down the street. Officer Lincoln contacted the subject and determined that the subject was under the influence of a drug. The subject was arrested and booked into MDF.

• Officer Carney responded to the 1000 block of Arnold Drive for a report of a purse theft. The theft of the purse occurred from a shopping cart. The case is being investigated.

• Officer Mihelich was dispatched to Alhambra Avenue at Escobar Street for a missing light pole. The Corp Yard advised a street light fixture was taken.

• Dispatch received a 911 call of a silver vehicle shooting at a red truck on westbound HWY 4. The call was transferred to CHP. Officers responded to the area and checked both directions of SR-4. No vehicles, suspects, victims, or evidence were located.

• Sergeant Salamid and Corporal Schnabel responded to Amtrak for an intoxicated adult male on the train platform. Sergeant Salamid contacted the subject, who was showing pronounced signs of alcohol intoxication. The subject was arrested and booked into MDF.

• Officer Ramos and Officer Sanders responded to the 3700 block of Alhambra Avenue for a report of an intoxicated adult male refusing to leave the business. Officer Ramos contacted the subject, who was showing pronounced signs of alcohol intoxication. The subject was arrested and booked into MDF.

• Officer Vasquez responded to the 4800 block of Sunrise Drive for a report of a stolen vehicle. A 2001 White Ford F550 was taken sometime during the last 12 hours.

• A parole officer requested MPD look for a male transient who is a violent sex registrant. Officer Carney located the subject at Amtrak. The parole agent placed a hold on him and he was booked into MDF.

• Officers responded to Warren Street for a 41-year-old male not breathing. ConFire attempted CPR, but it was unsuccessful. There were no obvious signs of foul play. The Coroner responded and Officer Tozier took the case.

• Officers responded to the main Post Office for a suspect attempting to purchase a cashier check with counterfeit $100 bills. The suspect provided a false name, but her true identity was discovered. She was arrested for providing a false name, attempting to pass counterfeit bills with the intent to commit theft and possession of 1.5 grams of Methamphetamine. She was also arrested for three warrants. Felony no bail for identity theft, misdemeanor $30,000.00 for providing a false name to a police officer, and a misdemeanor $20,000.00 warrant for possession of burglary tools and drug intoxication. She was booked into MDF by Officer Carney.

• Officers responded to Breckenridge Drive for a 70-year-old female not breathing. ConFire attempted CPR, but it was not successful. There were no signs of foul play. Coroner released her to family. Officer Vasquez took the case.

• Officer Ramos and Officer Montano went to Eagle Lake Court and contacted a subject who had a no bail felony warrant for his arrest. Officer Ramos arrested and booked him into MDF without incident.

• Officer Montano was on patrol when she saw a person she knows from prior police contact driving a car on Pacheco Blvd. near Potter Street. Officer Montano made a U-turn but the subject was able to park her car in the area of Shell Avenue and Martinez Avenue and leave on foot. The car was impounded per 22651(o) CVC (Expired Registration).

• Officer Russell responded to the 3300 block of Pine Street for a stolen vehicle report. The 1997 Honda Accord was stolen sometime between midnight and 0730 hours.

• Sergeant Gaul stopped a subject in the 3500 block of Alhambra Avenue. The subject was found to be driving a vehicle with three suspensions for DUI. He was cite released.

• Officer Ramos was dispatched to the 3600 block of Pine Street for a report of a stolen vehicle. The vehicle, a 2016 Gray Ford Fusion (Lic 7RWJ351), was stolen sometime between 1800 and 2000 hours.

• Officer Ramos was on patrol in the 3500 block of Pacheco Blvd. and conducted a traffic stop of a vehicle with expired registration. During the stop, Officer Ramos discovered there was false registration tabs on the vehicle’s license plate. Officer Ramos contacted the driver of the vehicle and cited her for 4462.5 CVC (False Tabs). She was released at the scene.

• Officer Ramos was on patrol in the 4000 block of Pacheco Blvd. and conducted a traffic stop of a vehicle for having no license plates. Officer Ramos contacted the driver and two passengers. One of the pas-sengers was on active felony probation for 211 PC (Robbery). During a pat search for weapons, Officer Ramos discovered the driver was concealing a loaded .45 caliber semi-automatic pistol in his pants. Officer Ramos arrested him for 25400(a)(1) PC (Carry Concealed Firearm in Vehicle) and 25850(a) PC (Carry Loaded Firearm in Public). The subject was later booked into MDF. Both passengers were released at the scene. The investigation is continuing.

• Officers were dispatched to Alhambra High School for a suspicious person. Officer Russell contacted the female transient and she was arrested for a $2,500.00 misdemeanor warrant for shoplifting. She was booked into MDF.

• Sergeant Gaul located an unoccupied stolen vehicle in a parking lot in the 3000 block of Howe Road. The 2016 Ford Fusion was reported stolen to this agency the prior date.

• Corporal Baillie discovered a car into a light pole in the 3800 block of Alhambra Avenue. The driver claimed he was at the store when an unknown suspect got in his car and attempted to rob him. The victim sped away from the store and he struggled with the suspect which caused him to crash the car. The suspect got out of the car and got into a green Honda and fled southbound on Alhambra Avenue.

• Corporal Schnabel responded to the 600 block of J Street for the theft of a black and orange electric bike called a “Rad Rover.”

• Officer Lekse made a warrant arrested in the 1000 block of Arnold Drive.

• Corporal Lekse responded to the 1100 block of Ferry Street regarding an iPad that was stolen from an apartment.

• Corporal Schnabel responded to the 1000 block of Alhambra Avenue for a coroner’s case regarding a 63-year-old male.

• Detective Williamson responded to Arana Drive regarding a theft of jewelry.

• Officer Lincoln was dispatched to Amtrak for an armed robbery. The victim claimed that he was meeting a friend at Amtrak. When she arrived, he approached her car and a male subject got out of the back seat and pointed a gun at him and took his luggage. The female also got out of the car and took cash and his cell phone out of his pockets. The suspects fled westbound on Marina Vista.

• Officer Lincoln recovered a stolen Chevy Tahoe at Parkway Drive and Benson Court. The car was towed by Ace Sierra.

• Officer Sanders and Officer Lincoln were dispatched to Alhambra Avenue and Soto Street for a verbal ar-gument between a male and female. While officers were in route, the caller stated they were leaving in a car. Officer Lincoln stopped the car and Officer Sanders contacted the driver. The driver was intoxicated. He was arrested and booked into MDF.

• Officer Ramos interviewed a mother who claimed her daughter may be a victim of an assault while the daughter stayed with her father. The case was for-warded to Investigations.

• Corporal Poertner recognized a female in the 400 block of Allen Street holding a large amount of stolen mail from the area. The female was contacted, arrested, and booked into MDF for Identity Theft.

• MPD units were dispatched to a business in the 4100 block of Alhambra Avenue for the report of a man with a shotgun. Upon arrival, Corporal Poertner located the victims in the parking lot of the business. The male suspect was on a ladder in the backyard of a residence on South Castro Street. He had the shotgun laying on the fence next to him. The victims had been in a loud argument in the parking lot and the suspect, who lives on South Castro Street, climbed the ladder in his backyard and pointed the shotgun at the victims. The suspect was arrested and released from the PD.

• Officer Breinig was dispatched to Pacheco Blvd. and Elm Street for two suspicious persons. The reporting party stated they were possibly associated with a van parked at that location. Officer Breinig was only able to locate one male subject who was standing next to the van with the driver’s door open. The van had been reported stolen out of Solano County. The subject was arrested for Possession of Stolen Property and booked into MDF.

• Martinez Detectives were in Lafayette conducting follow up on a hit and run investigation. They made contact with the female suspect who immediately sprayed a detective with pepper spray then fled. A chase ensued and another detective was pepper sprayed before taking the female into custody for PC 69 – Obstruct/Resist an Officer, PC 243(c)(2) – Battery on an Officer, and CVC 2800.2 – Evading an Officer. The subject was booked into MDF. No one received any serious injuries.

• Corporal Poertner and Officer Vasquez responded to the Holiday Hills pool for subjects in the pool area that did not live in the area. They contacted two male subjects. One of the subjects had an outstanding warrant for his arrest, the other was found to be in possession of a controlled substance. Both subjects were arrested and booked into MDF.

• Officer Ramos conducted a traffic stop of a male subject on a bicycle in the 3600 block of Pacheco Blvd. The subject consented to a search of his person and Officer Ramos recovered 0.06 grams of Metham-phetamine. The subject was arrested and transported to MPD where he was booked and released.

• Sergeant Gaul stopped a vehicle on Pacheco Blvd. at I-680. He arrested a subject from Bay Point for driv-ing a vehicle without an ignition interlocking device and without a license. The subject was cite released.

• Officer Tozier was dispatched to PD for a stolen vehicle report. The 2000 Daewoo Nubira was stolen around 0600 hours. Victim was arrested for a no bail warrant for drug intoxication and booked into MDF.

• Sergeant Gaul stopped a vehicle at Green Street and Estudillo Street. He arrested the driver for displaying fraudulent tabs and driving a vehicle with a suspended license for DUI. The subject was cite released.

• Officers were dispatched to Alhambra Ave. and Ward Street for the report of a subject who just shattered a vehicle window with a baseball bat. Officer Leong arrived on scene and apprehended the subject. He was arrested for vandalism and booked into MDF.

• Sergeant Gaul observed a female walking in the area of the Bocce ball courts. He had prior knowledge she was wanted for a $25,000.00 misdemeanor warrant for drug intoxication. She was booked into MDF.

• Officers responded to the 600 block of Ferry Street for a report of a man with a knife threatening staff. Sergeant Salamid arrived and was flagged down by bar staff who pointed to the suspect who was attempting to leave the scene in a truck. Sergeant Salamid detained the suspect at gun point. The suspect was found to be armed with a folding knife. Corporal Baillie and Officer Montano arrived and after contacting witnesses, determined the subject threatened bar security with a knife after being asked to leave for being abusive to staff. Corporal Baillie subsequently arrested him for 422 PC (Criminal Threats), 245(a) (1) PC (Assault w/Deadly Weapon), 417 PC (Brandishing a Weapon) and 23152(a) PC (Driving under the Influence of Alcohol). The subject was uncooperative, yelled racial slurs at officers and would not consent to a blood draw. Corporal Baillie authored a search warrant for the subject’s blood which was authorized by a judge. The subject ultimately submitted to the blood draw and was booked into MDF on the listed charges.

• Officers responded to the 400 block of Morello Avenue for a report of a man with a gun. Officers arrived, but were unable to locate or identify any suspects. Officer Lincoln contacted three subjects who stated an unknown subject pointed an “AK-47” at them and demanded they give them “everything they have.” Despite the attempted robbery, the victims did not want prosecution and the subjects had a strong odor of marijuana about their person(s).

• Officer Lekse responded to the 800 block of Arnold Drive for a stolen vehicle report. The 2004 Ford F250 was stolen sometime over the past two days. It was recovered by Vallejo PD.

• Officer Lekse contacted several subjects in a parking lot in the 3900 block of Alhambra Avenue. He ar-rested a female resident of Martinez for possession of .50 grams of Heroin and Xanax pills. She was cite released.

• Sergeant Gaul observed a physical fight in a parking lot in the 3500 block of Pacheco Blvd. A male subject was arrested for 417 PC (Brandishing a Weapon) and violating probation. He was booked into MDF.

• Officer Lincoln recovered an unoccupied stolen car at Figtree and Pebble Creek Court. The car, 2000 Volvo, had been reported stolen out of Antioch. The registered owner responded and took possession of the car.

• Officer Breinig responded to the 3300 block of Pine Street for a noise complaint for the second time. He contacted a subject and arrested him for a violation of his probation. He was booked into MDF.

• Officer Lekse contacted a female at self-service car wash on Alhambra Avenue. She was arrested and cite released for possessing 1.5 grams of Heroin.

• Officer Breinig responded to the Bocce Ball parking lot for damage to a car. The victim reported a tree limb fell on her car, causing significant damage.

• Officer Lincoln responded to 1980 Muir Road for a possible hit and run accident. Deputies on scene were out with the possible suspect. The vehicle had jumped a curb in the parking lot and ran into some small bushes. The only damage was to the vehicle. The subject contacted was intoxicated, but no one could identify him as the driver and he denied driving the vehicle. He was ultimately arrested by deputies for public intoxication.

• Detectives conducted a probation search at a residence in the 1300 block of Palm Avenue. They located an unreported stolen dual sport style motorcycle and other stolen property. The male subject who is on probation at the residence was arrested and booked into MDF.

• Dispatch received a call from a female stating her 1997 Honda Accord was stolen from the Amtrak parking lot within the last twenty minutes. There were no witnesses. Officer Voyvodich took the case.

• Officer Voyvodich contacted and arrested a known male subject for an outstanding warrant. The subject was booked into MDF.

• Corporal Schnabel responded to a call regarding an auto burglary. The victim’s vehicle was parked in the 1100 block of Estudillo Street and the purse contained her cell phone. GPS showed the phone at a known residence in the 600 block of Haven Street. Two males were contacted at the Haven Street address. The property was recovered and returned to the owner. Corporal Schnabel forwarded a case to the DA’s office against both male subjects for auto burglary and receiving stolen property.

• Sergeant Busciglio contacted a known male subject who was passed out on the sidewalk at Alhambra Avenue and F Street. The subject was transported to county hospital via AMR for his extreme level of intoxication. A case was written to be forwarded to the DA’s office for disorderly conduct.

• Officer Winslett contacted a wanted male subject at his residence on Olympic Drive. The subject was ar-rested and booked into MDF on the warrant.

• Officer Vasquez was dispatched to Susana Street and Pine Street for a vehicle accident. It was reported that a car had struck several parked cars at that location. Officer Vasquez contacted the female driver and arrested her for DUI.

• MPD received a call regarding a stolen U-Haul pickup truck that was being followed by the renter’s daughter. The suspect and the victim rented the truck under the victim’s name and the truck was to be used for landscaping work. The suspect never returned the truck and the victim waited five days before re-porting it stolen to Pittsburg PD. Detective Espinoza and Sergeant Busciglio made contact with the suspect and his wife who were sitting in the truck in the 300 block of Embarcadero Street. The investigation revealed the wife had credit cards in her purse that belonged to another person. The suspect was arrested and booked into county jail for the stolen vehicle and probation violation. The wife was released from the scene and the possession of the credit cards are under investigation. The U-Haul was released on scene.

• Officer Mihelich responded to 6600 block of Alhambra Avenue for a report of 5 young males who en-tered the store, broke open the liquor cabinet, and stole $2,000 – $3,000 of alcohol. The males left the store in a 90’s model Toyota.

• Corporal Baillie contacted a male subject in the parking area in the 500 block of Morello Avenue. The subject is on active misdemeanor probation. During the contact, Corporal Baillie believed the subject was showing signs of being under the influence of a controlled substance. Corporal Baillie subsequently arrested the subject for 11550(a) H&S – Under the Influence of a Controlled Substance. The subject was transported to MPD where he was booked and released.

• Officer Breinig responded to the area of Buckley Street and Richardson Street for the report of an abandoned vehicle which had been parked for 2-3 days. The vehicle, a Green Honda Accord, had been reported stolen to MPD on June 27, 2017. The owner was unable to respond and the vehicle was sub-sequently towed.

• Corporal Mayberry conducted a traffic stop on an off-road motorcycle seen in the area of Parkway Drive and Howe Road. He contacted the motorcyclist who had a suspended CDL for DUI. The rider of the mo-torcycle was arrested and cite released at the scene for 14601.2(a) CVC – Drive w/Suspended CDL – DUI.

• Officer Sanders responded to a residence in the 6500 block of Longwood Drive for the report of a burglary which occurred between 1145 hours and the time of call. Entry was made into the residence by the garage door being forced open. The initial investigation reveals jewelry had been taken.

• Officer Sanders and Officer Buda responded to the 3300 block of Alhambra Avenue for a report of an interrupted car burglary. The suspect fled towards Walgreens. Officer Buda contacted the suspect in Walgreens and the suspect became hostile and refused to cooperate. Officer Sanders arrived and the suspect was taken into custody. The suspect was booked into MDF for 459 PC – Burglary, 647(f) PC – Public Intoxication and a probation violation.

• Officer Montano and Sergeant Salamid responded to a complex in the 1200 block of Escobar Street for a report of a physical fight. Officers arrived and contacted the involved parties. Both had been drinking, but one was more agitated. Both parties had injuries, but denied medical assistance. Officer Montano subsequently arrested the agitated party for 242/243 PC – Battery and 647(f) PC – Public Intoxication. He was booked into MDF.

• Corporal Baillie responded to a residence in the 2100 block of Rangeview Place for a report of a stolen car. The victim reported an unknown a male adult stole his 2015 BMW 335i while he was taking items out of his trunk and into the house. The keys were in the ignition at the time. The vehicle was entered into the Stolen Vehicle System.

• Corporal Baillie conducted a traffic stop on Morello Avenue and Muir Road. He contacted the male driver and learned his license was suspended for DUI. Corporal Baillie subsequently cited and released the subject for 14602.2(a) CVC Drive w/Suspended CDL for DUI. The vehicle was towed from the scene per 22651(p) CVC.

MARTINEZ, Calif. – This month, I thought I would spend some time discussing the importance of calling (or texting when calling is not an option) MPD to follow up on incidents. With the nature of social media, we have a unique way to send out information at lightning speed. This is an advantage as you can get information out to large groups of people and we support information exchange among the community as it enables people to stay abreast of what is going on. For example, I subscribe to Nextdoor in my own neighborhood to pay close attention to issues, problems, and crime.

Keeping the community informed on social media about what is going on is important and there is great value in being able to share ideas and potentially brainstorm solutions. However, as great as social media is, there are a few drawbacks.

Recently, we have had some instances in which people have been utilizing social media to post neighborhood crimes. Although this medium is an increasingly vital aspect of the way we communicate today, it has its limitations. For instance, some people in the community may not use social media as a form of communication.

From our perspective, when you have an issue that needs attention from the police or another city department, it is very important to call or text to 9-1-1 to report the issue. We have a dispatch center staffed 24 hours a day, 7 days a week and they can be reached at (925) 372-3440 or for emergencies, Dial 911. As I previously highlighted in the July issue of the City Manager’s Report, we are now offering Text to 9-1-1 services for specific emergency situations:

● For an individual who is speech, or hearing impaired; or

● In the event of a crime such as a home invasion where speaking might give away the location of a person hiding, or in an abduction situation; or

In a domestic violence situation where it is not safe to make a voice call

For more information on this service, please refer back to the July issue.

On occasion, we will get wind of a post on social media about an incident that we were not aware of as it was not reported. This puts us a little behind on responding and investigating or worse, may result in nothing ever being done. Again, I think it is important to put information about neighborhood issues on social media, but it should not be a mechanism for reporting issues to the police.

I do get asked why we do not monitor social media and there are two main reasons – the first is that we do not have the resources to commit someone to follow social media as the amount of information out there is overwhelming. The second is that we do not want to set a bar for reporting crimes through social media.

When you call dispatch, we log the call into our CAD system. This database houses the calls for police service, so we can research them for future use. Secondly, if something goes awry, we have the ability to go back to see what was reported and what our response was. If someone reports they called and they were not satisfied with the outcome, we have a starting point at which to examine what occurred, so we can follow up on the issue appropriately

Over my career I have worked with communities that were reluctant to call the police because they were worried that it was either a waste of police time or the police may contact someone unnecessarily. I will tell you that all crimes start off with small behaviors such as casing a car/house, watching a victim, or selling magazines at 10:00 am when most people are at work (not to say all magazine salesman are bad, but why would you try to sell something when people are not home???). It is important to notify us when you see things that does not look right. If it is enough for you to think about calling someone, then give us a call.

Further, when we respond we do not assume that someone is up to no good. They may have a very good reason for peering into cars, selling things in the morning, or continually driving up and down the street. We always start slow and try to find out who they are and what they may be up to. If it all checks out, we part ways, but if there is an indication that crime is afoot and we do not have enough evidence to pursue the issue further, then we can at least identify the person and have it on file in case we can link it to a crime later. When neighborhoods do call about issues in a timely manner and we can respond, it sends a good message to those that may be looking to commit crimes that people in this community pay attention, and will call the police. This usually tells the offender that this may not be the community or neighborhood to commit crime.

If you think you need help or need to report anything, call us. We get calls about lights that are out or debris in the roadway, or lost animals and while they may not result in a police response, we can at least make referrals or call the right person to get the ball rolling on a response. If you see any suspicious behavior, have a concern, or see something that may be a crime such as graffiti, by all means call us so we can log the call and decide on whether we should send an officer out or not.

Additionally, whenever I get asked the question about when to call about a problem, I think back to something that a salty veteran officer told me years ago, ‘people will call about all sorts of things and while they may not be police related, when people need help, they call us. We are expected to help them, even if what they need is not necessarily a police function.’ He went on to tell me about an elderly woman that called dispatch at two o’clock in the morning because she had plumbing leak that was flooding her house. In an of itself this was not a police issue, but when she panicked and scared with no one else to call, she called 911. An officer showed up and while he could not do more than call someone out with plumbing experience, he was able to calm her and let her know everything was going to be okay; she was safe and not alone.

I also would like to talk about how our Dispatch center operates. The job in and of itself is challenging as it requires a great deal of multi-tasking. For example, our dispatchers answer 911 and non-emergency calls, take down information by entering it into a computer (every call is recorded and logged into a database called CAD – Computer Aided Dispatch), and then they dispatch officers to the call. They always have to be mindful of where officers are in the field at all times and they are typically answering multiple calls at once. This requires putting people on hold which can increase the time it takes to answer non-emergency calls.

I will tell you that in the last 22 years in this profession, I have been able to learn and overcome numerous challenges in a variety of assignments; some required stretching job knowledge and others required learning new mental and physical skills. Even with this in mind, I would not be able to dispatch given the level of multi-tasking that is required! Dispatch is a challenging job, very stressful, and requires the ability to do numerous things quickly and correctly; there is not much room for error. Listening to radio, for example, requires the ability to discern whether an officer may need emergency help at a seconds’ notice and while you are on the phone trying to gather information from a caller that is experiencing an emergency – it can be pretty taxing. Although we have been struggling with staffing in Dispatch, we are working through the issue and are hiring people as best as we can.

In addition, I realize from personnel experience, that when you call Dispatch, the Dispatcher will ask a lot of questions. The reason they do this is because they want to get an accurate picture of what is occurring, so they can do a couple of things:

• Prioritize the call – more on this later

• Get as much information as possible, so the officers responding have a good idea of what they are responding to and can take appropriate precautions such as having additional officers respond; the dispatchers try to get an idea of the four W’s and the One H: What? Where; When; Who; and How? I should add the other W for Why, but that can be elusive.

This sequence of questions coupled with trying to get a description and direction of flight for a person that is being called about can take time. I know that it can be a turn off when you are trying to do the right thing by calling in about something and get bombarded with tons of questions, but it is an important part of the process and I ask you be patient with us; don’t let it dissuade you from calling. We are here to serve you and want to do the best we can in doing so.

In the end as a community, our strength comes from our ability to look out for one another, to communicate, and to get involved. Do not hesitate to call us, so we can act or evaluate. Should you call about an issue that is not directly related to police intervention then we can at least provide a referral or give you guidance. If there is a nexus to crime and community welfare, then we can work together to deal with the problem. As a community this makes us stronger, safer, and more resilient.

Also take note that if you do call and have any concerns about how things worked out, after the fact, you can always call and ask for a watch commander to follow up with you.

I hope this helps clarify when to call or not. I also hope that we can support each other as a community, as we are all in this together, and communicate problems and concerns. As I mentioned before, we believe that social media is a phenomenal tool that has a tremendous impact on our lives, but it can sometimes lull us into believing that once we put something on social media that it will make it to the right place – that is not always the case. Maybe someday in the future we will have call centers that can put resources into reviewing social media for issues involving crime that will not only allow us to respond to the dialogue, but allow us to deploy resources in real time. For the moment, we have to rely on the traditional phone communication to ensure nothing falls through the cracks, so we can focus the right resources at the right places and at the right times.

Lastly, I hope that all of you join me in a moment of silence for Sergeant Paul Starzyk, who was shot and killed on September 6, 2008, protecting our community. It was on that date that he responded to a gunman holding people hostage in a building and as shots were being fired, he took immediate action to protect the victims; tragically, he was met by an armed suspect that opened fire on him and even though he was mortally wounded, he was able to return fire and fatally wound the suspect. Those that were being held by the suspect were saved because of the sacrifice that Sergeant Starzyk, our community guardian and trusted protector, made that day. He will not be forgotten and he represents the core values of courage, honor, self-sacrifice, and sense of duty that we are fortunate to have permeate our organization; an organization that is committed to keep Martinez safe.

At a recent council meeting, I did a presentation on crime statistics and I wanted to share an overview. The more that you know about crime trends and quality of life issues, the better we can work together to keep the community safe.

The following chart provides a snapshot of crime comparing July 2017 with August 2017 as well as year-to-date (YTD) 2017 versus 2016 – when we reference year to date, we are comparing the same timeframe from one year to the next, so in this example, it would compare statistics up to August 2017 versus data up to August 2016.

Let’s take a look at the crime data from July to August. Overall, we see that violent crime has gone down 40%. We did see two robberies in August compared to none in July and saw a slight increase in the number of aggravated assaults. Aggravated assaults are classified as felonies and are assaults which cause, or can cause, great bodily injury. Examples would be hitting someone with a bat, stabbing or shooting someone. A simple assault, on the other hand, would be an assault or battery with lessor injuries; for example, if one person punches or shoves another. Much of the data we gather is required to be categorized and reported to the Department of Justice in order to track crime rates. As you can see in the chart overall, we had a 40% reduction in violent crime for the month.

As we move over to the comparison of the violent crimes for the year-to-date data, we see overall, that we had a 1% reduction in violent crime compared to January through August of 2016. The data shows an increase in the crimes of rape, robbery, and aggravated assault.

The most concerning is the 500% increase in rapes. While I cannot go into details about the cases due to confidentiality, I can tell you that none of them were stranger type assaults in which someone was accosted by an unknown assailant.

All the cases involved, the suspect was known to the victim. What is an alarming trend is the fact that in several cases this year, the crime occurred between an adult and a juvenile. Fortunately, we have several suspects in custody in several of the cases and they are facing charges for their crimes. One of the data points in looking at these crimes shows that many of the victims were high school age and they were in relationships with adults. We will be assessing how we can work on an educational campaign with our younger population to prevent this trend from continuing. As we look at the property crimes what we see is that we have decreases in all categories of property crimes. This is great news as in some cases, vehicle theft for example, saw a 47% increase in 2016 compared to 2015.

Again, comparing August 2017 with July 2017, we see that auto burglary, residential burglary, and vehicle theft are all down which led to an overall decrease of 35% in violent and property crime for the month and a decrease of 16% so far, when comparing this year with last year.

While it is good to see that property crimes have decreased, we cannot take this for granted. We need your help to make sure that we continue to see decreases in crime. Taking crime prevention measures can make a huge difference in whether you become a victim or not.

Taking steps such as:

• Locking your doors and windows when you leave home

• Ensuring that if you have an alarm, you turn it on

• Keeping trees and shrubbery trimmed back to allow good lines of sight of your windows and doors, so if someone is trying to break in, it will be more obvious to neighbors and people passing by.

• Get to know your neighbors – we are only strong when we stand together as a community, so look out for one another

• Call our dispatch center at 925-372-3440 to report suspicious people in your neighborhood – it never hurts to have us check into suspicious people or cars, so we can keep your neighborhood safe

• Lock your car doors and keep your windows closed

• Do not leave items in your car – even if they have no value. When an offender sees an item and thinks it might be worth taking, they will break into your car to take it, even when they find it has no value.

We are always evaluating better ways to leverage technology to impact crime. One of those technologies we have explored are Automated License Plate Readers (ALPR). Like many police departments across the United States, the Martinez Police Department has explored the advantages of ALPR equipment to assist with the location of stolen or wanted vehicles. ALPR technology works by capturing digital images of license plates on vehicles. These images will be acquired by both fixed equipment and mobile equipment mounted on two patrol vehicles. They will only scan license plates in public view.

The ALPR technology also allows for the automated detection of license plates. It will be used by the Martinez Police Department to convert data associated with vehicle license plates for official law enforcement purposes, including identifying stolen or wanted vehicles, stolen license plates, AMBER Alerts and missing persons. It may also be used to gather information related to active warrants, issues impacting homeland security, suspect interdiction, and stolen property recovery. ALPR software reads the characters on the plate and attaches the date, time and location for the photograph. Officers in the field are then notified if a vehicle has been identified as stolen or wanted. ALPR is an effective way of incorporating technology to assist in the recovery of stolen vehicles and apprehension of suspects. It is not uncommon for auto thieves to use stolen cars to case neighborhoods and steal another car or commit other crimes. ALPR technology would allow the police department to detect the stolen cars allowing for apprehension and recovery of the property.

ALPR technology has many additional benefits to assist in the reduction of crime. All captured license plate data is housed in a searchable database that may be used by investigative staff to develop leads. Comparing multiple crime scenes for a common vehicle, looking for a particular make and model vehicle as reported by eyewitnesses, or looking at prior locations of a known vehicle of interest are all useful investigative applications of ALPR.

ALPR has been endorsed by the International Association of Chiefs of Police and has been useful in solving thousands of crimes across the United States to include residential burglaries, homicides, rapes, narcotics trafficking, kidnappings, identify theft, and acts of terrorism.

Several cities in Contra Costa County have been using ALPR systems with great success. Cities such as Pleasant Hill, Richmond, San Pablo, and Danville have integrated these systems to enhance community safety.

Leveraging this technology allows for greater efficiency, improves officer safety, and provides an advantage in the ability to prevent and solve crime.

We will be adding this technology are hopeful that we will be more effective at dealing with auto theft problems and keeping people from being victimized.

● Officer Voyvodich responded to the 3300 block of Brookside Drive for the report of a stolen vehicle. The 2007 Subaru was stolen between 7:30 am to 8:30 am. Case# 17- 2808

● Officer Lekse stopped a vehicle on Center Avenue at Muir Road. He contacted the male driver who was in possession of a controlled substance. The driver was arrested and cite released.

10/17-10/18

● Officer Voyvodich contacted a male subject at the Post Office on Alhambra Avenue. The subject had a felony warrant for his arrest. He was booked into the Martinez Detention Facility (MDF).

● Officer Winslett took a report of an unknown subject who possibly used a bb or pellet gun to shoot the windows of a house on Northridge Road. Case# 17-2820

● Officer Mayberry responded to Morello Avenue and Marie Avenue for a subject throwing rocks at vehicles from the train trestle. Officer Mayberry located the male subject on the train tracks. He was arrested, booked, and released for throwing objects at vehicles and vandalism. Case# 17-2822

● On Monday, 10/16/2017 at 5:09 pm, MPD Dispatch advised of a female down after having been pepper sprayed. Dispatch further advised that a male was chasing another male down Main Street. MPD Dispatch gave multiple locations for the incident, as they received several calls with differing information. A female was located near a business in the 600 block of Ferry Street. She was suffering discomfort after having been pepper sprayed. Officers also located two males on Main Street, identifying one as the female’s boyfriend and the other as the property owner in the area. During the investigation, multiple statements were taken. It appears the female was asked to leave the property where she was located. The property owner walked to the front of his building and then returned to the rear of the building where he was confronted by the female on the sidewalk adjacent to his property. Based on statements, it was reported that the female pushed the other party and he sprayed her with pepper spray. The female’s boyfriend ran over to confront the property owner for pepper spraying his girlfriend resulting in the him being pepper sprayed as well. No other injuries were reported and there was no physical altercation that ensued. None of the involved parties wanted any further action or assistance from MPD, nor did they wish to press charges related to the incident. The incident was documented as an information report. Case # 17-2812

10/18-10/19

● MPD units were dispatched to a residence in the 2600 block of Star Tree Court for a report of shots fired. The teenage son at that residence was selling marijuana and three males attempted to rob him outside the residence. One of the males produced a handgun and fired 3 or 4 shots as the victim ran into the house. The suspects fled the area in in unknown vehicle. No one was injured and we did not locate any shell casings or bullet holes in the residence. Case# 17-2831

10/19-10/20

● Officer Carney arrested a male subject for shoplifting from Walgreens. The subject was in possession of the stolen property and confessed to the theft. The subject was booked into MDF, from where he had just been released.

● Corporal Baillie attempted to contact a known male subject on parole in the 1100 block of Arnold Drive. The subject fled on foot and was not located. Case# 17-2838

● Officers responded to the 300 block of Warren Street for a report of a parked vehicle being hit. Corporal Schnabel contacted and arrested the female driver for DUI. She was booked and released from MPD.

● Officers responded to the 300 block of Green Street for a report of a parked vehicle being hit. Officer Ramos contacted the male driver who was arrested for DUI and booked into MDF.

10/20-10/23

● Police Assistant Tolliver located an unoccupied stolen vehicle in the 800 block of Howe Road. The 2000 GMC Suburban was reported stolen to CHP on 10/14/2017. Case 17- 2842.

● Officers were on foot patrol in the 3500 block of Vista Oaks Drive. They contacted a male subject from Martinez. He was arrested for a felony no bail warrant for drug violations. He was booked into MDF by Officer Carney.

● Officers were dispatched to the bocce ball courts for a woman screaming and possibly under the influence. Corporal Baillie arrested the female for drug intoxication. Officer Voyvodich arrested a second female for drug intoxication. Both of them were booked into MDF.

● Officer Carney observed a male subject in the 4100 block of Alhambra Avenue. He had prior knowledge the subject had evaded Corporal Baillie the prior date when he attempted to conduct a parole search. Officer Buda actually detained the subject and handed him to Corporal Baillie. The subject was arrested for a 3056 PC (Violation of Parole) and booked into the Main Detention Facility (MDF).

● Sergeant Busciglio responded to Gilbert Court for a male subject not breathing. Unfortunately, efforts to revive him were unsuccessful.

● Sergeant Gaul responded to the 1000 block of Marie Avenue for a stolen vehicle report. The 1991 Toyota Camry was stolen between 2:00 pm yesterday and 7:00 am today.

● Officer Buda responded to the 700 block of Sterling Drive for an attempt to steal a 2006 Ford F350 sometime last night.

● Officers were dispatched to Two Jays Pizza for the report of a subject challenging the owner of the business to fight. The subject was located leaving the scene. He was arrested for this violation as well as violating his probation. He was booked into MDF.

● Officer Lekse responded to the 300 block of Via Cordova Lane for an auto burglary. The vehicle’s window was smashed and tools were stolen.

● Officers responded to Wawona Circle for a report of two people unloading items in a parking lot. Officer Montano arrived and contacted a male subject. A subsequent search of the vehicle revealed a stolen Sig Sauer 380 caliber handgun in the trunk. The firearm was reported stolen out of Vallejo. Indicia in the car indicated a female may have been the second person who fled the area just prior to PD arrival. The female has numerous felony warrants for her arrest. The area was searched and she was not located. The male was arrested and booked into MDF.

● Officer Lincoln contacted a male and female in the Walmart parking lot. The male was determined to be under the influence of a controlled substance and arrested. A small amount of methamphetamine was located on his person. A search of the female revealed ten Norco pills in her pocket that were not prescribed to her. She was cite released at the scene. The male was transported to the station where he was booked then released after providing a urine sample.

● At 1:16 am Officer Wah located an abandoned Chevrolet van in the east driveway entrance to the Rite Aid shopping center. The van had a flat tire and the engine was warm. The van was reported stolen out of Sacramento from August. The area was searched by officers and no suspects were located. The owner could not respond and the vehicle was towed.

10/23-10/24

● Officer Brinser contacted a known male at the bocce ball courts. The male had an outstanding warrant for his arrest. He was arrested and booked into MDF.

10/24-10/25

● At 0802 hours Officer Lekse responded to the 1200 block of Rolling Hill Way for a report of a stolen vehicle. The vehicle, a white 2002 GMC was taken sometime during the night. Case# 17-2872

● Officer Lincoln responded to B&D tow yard in Concord to recover a stolen vehicle which had been towed from a private property in the 3900 block of Alhambra Avenue. The vehicle had been reported stolen to the Martinez Police Department on 10/16/2017. Case# 17-2808

10/25-10/26

● At 9:23 pm Officer Lincoln responded to a residence in the 1000 block of Village Oaks Drive for a report of a vandalized vehicle. The vehicle was spray painted in red paint with the word “Nigger” and representations of a penis. The vehicle was vandalized within a few hours prior to being reported. Case# 17-2879

● At 8:20 am Officer Poertner responded to Walmart for a report of a vandalism. Two vehicles were spray painted in red paint with the word “N—-r” [edited], representations of a penis, and a peace sign. The vehicles were vandalized sometime during the night. Case# 17-2881

● Officers responded to the 2000 block of Arnold Drive for a solo vehicle accident where the vehicle drove off the roadway and severed a power pole. The roadway was closed due to substantial damage to the power pole and PG&E responded to make necessary repairs. The driver of the vehicle had no signs of impairment. Case# 17-2882

● Sergeant Salamid responded to Walmart for an adult female inhaling or “huffing” from a can of compressed air. The female was highly intoxicated, non-compliant, and combative. Sergeant Salamid and Officer Carney arrested the female for 647(f) PC (Public Intoxication), 148 PC (Resist Peace Officer), and 381(a) PC (Possess Inhalant). She was booked into MDF.

● Officer Brinser and Sergeant Salamid responded to the 600 block of Ferry Street for a report of an adult male yelling at vehicles. Officer Brinser attempted to contact the subject, who immediately ran. Officers pursued the subject, and after a brief struggle he was arrested and booked into MDF for 11550(a) H&S (Under Influence Controlled Substance), 148 PC (Resist Peace Officer), and 1203.2 PC (Violate Terms of Probation). Case#17-2893

● Officer Breinig responded to a business in the 700 block of Escobar Street for a female causing a disturbance. He contacted the responsible female and arrested her for trespassing and public intoxication. She was booked into MDF.

10/26-10/27

● Sergeant Salamid, Officer Carney, and Corp Yard employees responded to the bocce courts. Several encampments were located and cleaned up, filling two dump trucks. A combination pad lock was placed on the gate to the bocce courts. Inc# 1710260015

● Officer Lekse contacted a female in the 2600 block of Alhambra Avenue. The female admitted to possessing heroin. Officer Lekse searched the female and located approximately 3 grams of heroin, 1 gram of methamphetamine and other items associated with the sale of narcotics. The female was arrested, booked and released for

11352(a) H&S (Possess Narcotic for Sale) and 11377(a) H&S (Possess Controlled Substance). Case# 17-2901

● Officer Buda and Officer Carney responded to Walmart for a report of an adult female inhaling compressed air from a can. Officers arrived and arrested the female for 381 PC (Possess Inhalant). She had been arrested or transported to the hospital 4 times for the same crime over the last 7 days. She was booked into MDF.

● Sergeant Moore responded to the 2400 block of Arnold Drive for a report of a found gun. Sergeant Moore contacted the reporting party who discovered a 25 caliber pistol with his metal detector. The pistol appeared to have been buried for some time and is register to a subject in Sacramento County. The investigation is ongoing. Case# 17- 2904

● Officer Breinig responded to a business in the 700 block of Escobar Street for a female causing a disturbance. He contacted the female and arrested her for trespassing and public intoxication. She was booked into MDF.

● Officers responded to a report of a person huffing or snorting something on the hill behind Chase Bank on Arnold Drive. Officers witnessed the female huff an aerosol can and she was arrested and booked into MDF for PC 381 (Posses Inhalant). She attempted to pull away from officers during the arrest, but was unsuccessful, and no one was injured. Case# 17-2908

● Sergeant Busciglio contacted a male and female in the Yacht Club parking lot. The female had a felony warrant for her arrest. She was also in possession of a loaded syringe, a debit card and mail in a back pack which belonged to others. She was booked into MDF for the warrant and the identity theft is under investigation. Case# 17-2909

10/27-10/30

● Officers were dispatched to Safeway (3334 Alhambra Avenue) for a subject causing a disturbance. Officer Voyvodich contacted a female from Martinez. She was arrested for a felony no bail warrant for burglary and possession of stolen property. She was booked into the Main Detention Facility (MDF).

● Commander Roth, Sergeants Gaul, Salamid and Ferrer were attending a meeting downtown when Sergeant Gaul observed a male subject ride past on his bicycle. He knew the subject was wanted for a $10,000.00 misdemeanor warrant for drug intoxication. They made an area check and were unable to locate him. Sergeants Gaul and Salamid hiked to the subject’s camp in the 1500 block of Marina Vista along the tracks. The subject was located and ran away. Sergeants Gaul and Salamid were hindered by numerous barriers and were not able to catch him. A perimeter was established and Sergeant Moore apprehended the subject as he attempted to escape the perimeter. The subject was found to be in possession of methamphetamine. He was arrested for this violation as well as running away. He was booked into MDF.

● Corporal Baillie contacted several subjects at Fig Tree Lane and Eastwoodbury Lane.

He arrested a male subject from Martinez for possession of methamphetamine and drug paraphernalia. The subject was cite released.

● Officers responded to a report of a vehicle crashed into a parked car in the 100 block of Virginia Hills Drive. Officers arrested the subject for driving under the influence of alcohol. The two vehicles involved had major damage and had to be towed from the scene. The driver refused to provide a sample and a warrant was obtained. She was booked into MDF for DUI.

● Sergeant Gaul viewed an emailed License Plate Reader (LPR) Hot-List Alert from the previous evening. The stolen vehicle was captured by the mounted camera on Alhambra Avenue. At 9:00 am Sergeant Gaul observed the 2003 GMC Yukon parked in the 800 block of Howe Road. It was occupied by two subjects who appeared to be sleeping. They were detained without incident. They were identified as a male from Martinez and a female from Napa. The male was arrested for possession of a stolen vehicle and released from the PD. The female was arrested for a $30,000.00 misdemeanor warrant for child endangerment. The vehicle was reported stolen to El Dorado Sheriff’s Office the prior date. She was booked into MDF.

● Sergeant Muncher responded to the 1300 block of Paradise Drive for the report of a stolen vehicle. The 1998 Volvo was stolen between midnight and 10:00 am. Case# 17- 2922.

● Officer Buda and Corporal Baillie contacted two subjects at 7-11 on Morello Avenue. One of the subjects was arrested for possession of burglary tools and drug paraphernalia. The subject was booked into MDF.

● Officers were dispatched to Safeway (3334 Alhambra Avenue) for a theft in progress. Officers contacted a female from Concord. She was arrested for theft and violating probation. She was booked into MDF by Officer Russell.

● Sergeant Moore responded to the 600 block of Center Avenue for an auto burglary. The burglary occurred sometime last night and the loss was tools. The point of entry was a window smash.

● Officer Lekse responded to Gilrix Drive for a burglary. The residence was vacant and the suspect stole numerous coins and light fixtures. Extensive damage to countertops, appliances, plumbing, and holes in the drywall. Occurred between 10/28/17 10:30 am and 10/29/17 10:00 am.

10/30-10/31

● At 1335 hours Officer Winslett responded to Walmart for a report of a male subject who stole a bicycle. While responding Officer Winslett saw a male subject matching the description leaving the scene on a bicycle. Officer Winslett contacted the subject and arrested him for 484 PC (Theft). He was cite released from the scene. Case# 17-2953

11/16-11/17

● At 4:53 am Corporal Mayberry was dispatched to a residence in the 2000 block of Pacheco Boulevard for a stolen car. Corporal Mayberry had seen the car in the 1600 block of Estudillo Street earlier in the shift. He responded to Estudillo Street and recovered the car; it was released to the owner. Case# 17-3056

11/17-11/20

● At 9:30 am Officer Buda responded to the 300 block of Shenandoah Drive for an 83-year- old man who died in his sleep.

● Sergeant Moore responded to an auto burglary in the 2200 block of Arcadia Place. It occurred sometime overnight, and the point of entry was a window smash. Case# 17- 3075.

● Sergeant Moore responded to a second auto burglary in the 2200 block of Arcadia Place. It occurred sometime overnight, and the point of entry was a window smash. Case# 17- 3076.

● Sergeant Muncher responded to an auto burglary in the 400 block of Muir Station Road. It occurred between 11:30 pm and 8:00 am. The loss was CERT gear. Case# 17-3077.

● An auto burglary was reported in the 1700 block of Teakwood Drive. It occurred overnight. The point of entry was a forced toolbox and power tools were stolen.

● An auto burglary was reported in the 400 block of Muir Station Road. It occurred between 7:00 pm and 8:30 am. The point of entry was forced containers and electronic tools were stolen.

● An auto burglary was reported in the 2200 block of Lake Crest Court. It occurred between 10:00 pm and 9:00 am. The point of entry was a window smash and miscellaneous hand and power tools were stolen.

● At 9:30 am officers responded to the 4000 block of Alhambra Avenue for an explosion. An underground transformer possibly caught fire resulting in several underground explosions. PG&E arrived on scene. 9,000 customers lost power.

● Sergeant Gaul contacted a male subject from Martinez in Susana Street Park. He conducted a probation search which revealed the subject was in possession of methamphetamine. The subject was booked into the Martinez Detention Facility (MDF). Case# 17-3078

● Officers responded to 3455 Alhambra Avenue (Wendy’s bus stop) to investigate a report of a subject harassing the reporting party. Officers arrived and contacted a male subject from Richmond. He was offered assistance from Officer Ramos and Officer Montano. He requested a ride to the BART station then walked to the patrol car. Just before getting in the vehicle, he turned and tried to hit Officer Ramos for no reason. He was taken to the ground and arrested. No one was injured and he was booked into MDF. Case# 17-3079.

● Officer Buda responded to the 2000 block of Olympic Drive for a suspicious motorcycle. The 2015 Yamaha RS was determined to be an unreported stolen from Livermore. Case# 17-3082.

● Sergeant Gaul stopped a vehicle on South Buchanan at Pacheco Boulevard. He contacted a male subject from Antioch. Sergeant Gaul arrested the subject for driving with a suspended license for multiple DUI suspensions. He was cite released. Case# 17-3083

● At 7:50 am Officer Carney attempted to contact a male subject in the 2000 block of Olympic Drive. The subject, who is on probation, ran into his house. Other MPD officers arrived, a probation search was conducted, and the subjected was arrested and booked into MDF for being under the influence of a controlled substance. Case# 17-3087

● At 11:30 am Officer Lekse contacted a male and female sleeping in a vehicle at McDonald’s. Officer Lekse could see heroin in the vehicle. Both subjects were arrested and cite released at the scene for possession of controlled substance. Case# 17-3091

11/21-11/22

● At 8:51 am Corporal Mayberry conducted a traffic stop in the 3600 block of Pacheco Boulevard. The male driver was cited and released for driving on a suspended license. Case# 17-3096

● At 1:28 pm Sergeant Salamid contacted a male subject in the parking lot of 3520 Pacheco Boulevard. The subject was on probation and found to be in possession of methamphetamine and drug paraphernalia. He was arrested and cite released at the scene. Case# 17-3101

● At 3:30 pm MPD dispatch received a call regarding abuse. The investigation is ongoing. Case# 17-3103

● At 4:27 am officers responded to the 400 block of Trailhead Way for the report of a suspicious male who had gained access into the garage of a residence by entering an unlocked vehicle and using the garage remote. Corporal Schnabel arrived on scene and the subject fled from him on foot. An area search was conducted, but the subject was not located. Case# 17-3104

● Detective Miller contacted a male subject who failed to register his current address as a sex registrant. He was arrested and booked into MDF. Case# 17-3107

● At 4:33 pm officers responded to Amtrak for an intoxicated male subject on a train. The

subject threatened the conductor and refused to get off the train when contacted by police. He was arrested and booked into MDF. Case# 17-3111

● At 7:28 pm officers were dispatched to Chevron/Tower Mart for a male subject yelling inside the store and challenging employees to fight. The subject was contacted at the westbound onramp to Highway 4, where he was arrested and booked into MDF by Officer Breinig for public intoxication. Case# 17-3112

● At 1:00 am officers were outside of Cue & Brew when they observed a male subject fighting one of the bouncers. The subject resisted officers prior to being taken into custody for public intoxication and obstructing a peace officer. He was booked into MDF. Case# 17-3114

● At 2:59 am Officer Vasquez conducted a traffic stop in the 3800 block of Canyon Way. He contacted the female driver, who is on active probation. The female was ultimately arrested and booked into MDF for vehicle theft, possession of stolen property, identity theft, and false impersonation. Case# 17-3115

11/23-11/24

● At 8:05 am Officer Sanders contacted two (2) known male subjects in the parking lot of 4025 Alhambra Avenue (Donuts & Deli). Each of them had a warrant. They were arrested and booked into MDF. Case# 17-3116

● At 3:03 pm Officer Brinser contacted a male subject in the 700 block of Alhambra Avenue for a municipal code violation. The subject attempted to run from Officer Brinser. He was arrested and booked into MDF for 148(a) PC (Resist/Obstruct/Delay). Case# 17-3117

● At 4:35 pm Officer Vasquez contacted an intoxicated male subject in the parking lot of 3334 Alhambra Ave (Safeway). He was arrested and booked into MDF for 647(f) PC (Public Intoxication). Case# 17-3119

11/24-11/27

● Sergeant Gaul was on foot patrol at Amtrak. He observed a vehicle spinning donuts in the parking lot of NorCal Sports. He stopped the vehicle on Berrellesa Street at Marina Vista and contacted the male driver who is from Martinez. He was arrested for reckless driving and the vehicle towed for 30 days. The subject was cite released. Case# 17-3124.

● One of the fixed cameras hit on a 2000 Honda Civic. It was reported stolen earlier in the day by Concord PD. Officer Ramos located the vehicle in the Jack in the Box drive through. The vehicle pulled out and a high risk stop was conducted on K Street near Raap Avenue. The driver, a male from Concord, and the passenger, a female from Concord, were detained. There was a cane/pole sword located in the vehicle. The male stated he bought the car from a friend. The driver is on probation for drugs and possession of stolen property. He was arrested and booked into MDF. The female was released from the scene and the vehicle was released to the owner. Case# 17-3125.

● Sergeant Muncher responded to an auto burglary in the 4800 block of John Muir Road. It occurred between 10:00 pm last night and 6:30 am. The point of entry was a window smash and the loss was tools. Case# 17-3126.

● Officer Buda responded to an auto burglary in the 1000 block of Maywood Lane. It occurred between 10:00 pm last night and 8:00 am. The point of entry was a window smash and the loss was cameras, lap top, drone, etc. Case# 17-3127.

● Officer Russell responded to the 600 block of J Street for a stolen vehicle report. The 1997 Honda Accord was stolen between Thanksgiving night and 2:00 pm the following day. Case# 17-3129.

● Officers responded the Marina Market on a report of a battery. The victim, who was extremely intoxicated, was located at his residence. A witness stated the victim was yelling profanities to a patron of the store. The victim grabbed the patron and was punched in the face. The patron left in a vehicle. Case# 17-3132.

● Martinez Police Dispatch received a call from Pleasant Hill PD regarding an unreported stolen vehicle located in their city. Martinez Officers contacted the registered owner of the vehicle who lives on Thistle Circle. The registered owner stated the vehicle was taken overnight. Case# 17-3133.

11/28-11/29

● At 6:24 am Corporal Mayberry responded to a residence for an elderly female who was feeling scared, due to a chirping sound she was hearing. Corporal Mayberry determined the sound was coming from her blood sugar meter. Corporal Mayberry purchased new batteries, installed them, and the chirping stopped. Corporal Mayberry then delivered the subject’s mail to the post office for her, due to her immobility. Inc# 1711280011

● At 10:30 am Corporal Mayberry contacted a known male subject in the area of Vista Way and Estudillo Street. The subject, who is on active probation, was in possession of .25 grams of methamphetamine. He was arrested and cited at the scene. Case# 17-3151

● At 10:11 pm Officer Leong and Officer Lincoln responded E/B Hwy 4 to assist CHP in pursuit of a vehicle. While responding Officer Leong saw a vehicle doing donuts on the freeway. He made a traffic stop on the vehicle and arrested the driver for 23103vc (Reckless Diving); he was cited and released from the scene. Officer Lincoln was being blocked by a car while the driver was doing donuts. He attempted to make a traffic stop, but the driver failed to yield and a very short pursuit ensue. The driver finally yielded at Hwy 4 and 242. The female driver was arrested and booked into MDF for evading a police officer and exhibition of speed. Case# 17-3159

11/29-11/30

● At 7:45 pm officers responded to Walmart for a report of a subject inside the business loading a box full of merchandise. Officer Ramos contacted the male subject, who had filled a car seat box up with approximately $1,200 in merchandise and then resealed the box. The subject was arrested and booked into MDF. Case# 17-3174
